Calvin McDowell came in to discuss the I-502 initiative for marijuana. He has already filled out �

his application with the Washington State Liquor Control Board and been recommended for ;
approval by the Commissioners to be a producer/processor. He lives in a Rural Residential 1 �
Zone in the County and doesn't understand why he cannot grow (produce)and process
marijuana in this same RR1 zone. He believes it's a safety concern to have to grow in one area
then transport it to another property to process.
Damien Hooper, Planning Director, discussed the last conversation he had with Mr, McDowell '�
where he told Mr. McDowell that per WAC 314-55-075 he can "produce, harvest, trim, dry, cure, �
and package marijuana into lots for sale at wholesale to marijuana processor licensees and to
producer licensees.° These are the things he can do to marijuana as a producer under the i
States definition. Grant County accepted these here also, so along with growing in the RR1 i
zone, he can also produce, harvest, etc. If he wants to process in the sense of making the ,
marijuana extracts or anything else,this falls into the Processor license and this is not allowable �
i
in the RR1 zone.

Pursuant to RCW 42.30.110(1)(i) Commissioner Swartz called an Executive Session to order at
, 3:05 p.m,to go until 3:50 p.m. to discuss with legal counsel representing the agency matters
relating to agency enforcement actions, or to,discuss with legal counsel representing the agency
litigation or potential litigation, In attendance were Commissioners Stevens, Carter, Swartz, Lee
Pence, Civil Deputy Attorney, Melissa Mcl<night, incoming Assessor, and Darryl Pheasant,
Treasurer. The session was continued to 4:05 p.m. Commissioner Swartz closed the session at
4:05 p.m.
MISCELLANEOUS ITEMS
As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the �
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of$397,611.79, $716,586.87,
$175,430.13, and$757,902.05, as recorded on a listing and made available to the Board.
The Commissioners approved and signed the Grant Public Works County Payroll Salary Fund for the
December 24, 2014 payroll.

6. Request to surplus a Survival Armor ballistic vest(SN: 218851)that was custom fit and
purchased in 2013 for Deputy Jaret Fulbright. The Deputy recently submitted his resignation
and the GCSO intends to give this vest to the Deputy for use in his new job as Deputy with the
Douglas County Sheriff's Office. (Approved, Resolution No. 14-081-CC)

7. Request to submit an "intent to order"for a Facility Dude module that was approved in their
