HomeMy WebLinkAboutMinutes - BOCC MINUTES GRANT COUNTY BOARD OF COMMISSIONERS MONDAY, DECEMBER 1,2014 The Grant County Commissioners session began at 8:30 a,m.with all Commissioners in attendance. 8:30 a.m.—9:00 a.m. Elected Official Roundtable Meeting 9:00 a.m.—9:20 a.m. Open Record Public Hearing, adoption of the 2015 Grant County Budget, Capital Facilities Plan, and Tax Levies The Commissioners held an Open Record Public Hearing to adopt the 2015 Grant County budget, Capital Facilities Plan, and Make Tax Levies. Jacob Taylor, Chief Accountant, stated the 2015 Final Grant County Budget amount to be adopted is$132,696,844.00. The current expense fund portion is$37,285,488.00. This is a decrease of$1,364,000.00 than adopted in the preliminary budget. To balance the general fund, he had to add $360,766.00 out of reserve funds. Mr.Taylor also stated the Capital Expenditures budget is$745,486.00. Commissioner Carter moved to approve the 2015 Grant County budget and the Capital Expenditures budget as presented. Commissioner Stevens seconded and the motion passed unanimously. (Resolutian No. 14-069-CC) Cornmissioner Swartz read into the record the Noxiaus Weed Control Board rates proposed for I 2015: • Irrigated Cropland 21 Cents per Acre • Dryland 07 cents per acre • Range/Scabland 04 cents per acre I • Minimum Parcels $10.00 per parcel , i Commissioner Stevens moved to approve the 2015 funding rates for the Noxious Weed Board as presented. Commissioner Carter seconded and the motion passed unanimously. (Resolution No. 14-070-CC) Laure Grammer,Assessor, discussed the resolution/ordinance and the certifications submitted for current expense fund and the road fund tax levies. • The increase for the Current Expense fund tax levy over the previous year's budget is .9890%. The regular levy amount is$18,950,000.00 and the refund levy is$906,629.56. (Resolution No. 14-072-CC) • The increase for the County Road fund tax levy over the previous year's budget is .651300%.The regular levy amount is$8,800,000.00 and the refund levy is$9,543.08. Commissioner Stevens seconded and the motion passed unanimously. (Approved) June Stricl<ler,Administrative Services Coordinator, discussed the Capital Facilities Plan Addendum for the years 2015-2020, She updated the Summary of Capital Plan Projects and projects that have been completed have been removed. New projects were added also along with the Grant County Six Year Transportation Improvement Program. Commissioner Stevens moved to adopt the Capital Facilities Plan for the years 2015-2020 as presented. Commissioner Carter seconded and the motion passed unanimously. (Resolution No. 14-073-CC) Commissioner Carter moved to close the public Comment portion of this hearing and approve the 2015 Grant County budget, Capital Facilities Plan, and Make Tax Levies as presented. Commissioner Stevens seconded and the motion passed unanimously and the hearing adjourned. 9:30 a.m.—9:50 a.m. J Strickler,ASC Update and Misc BOCC Action A motion was made by Commissioner Stevens, seconded by Commissioner Carter,to approve items 1, 3, 6, and 8 through 11 on the ASC Agenda as presented. Items 2, 4, 5, and 7 were not ready for signature. The motion passed unanimously. 1. Possible vouchers for Interfund Communications, insurance, and/or grant administration. (Approved) 2. Anticipating: Special Counsel Contract between Grant County and Evans, Craven & Lackie, P.S. to perform and render legal assistance and advice relative to tax valuations,trial and all related appeals involving REC Solar ASA and/or its related entities, and other matters/proceedings as directed by the Board of County Commissioners. Term is November 7, 2014 through December 31, 2016. (Not ready for signature) 3. Request for Authorization for Release of BOCC Approved Funds, SIP#2012-10, City of Soap Lake, Main Avenue Improvement Project in the amount of a $56,500 grant, a $25,000 loan, and the 2.5%Administrative Fee of total project funding in the amount of$2,037,50 to the Grant County Fconomic Development Council. (Approved) 4. Anticipating: 2015 Professional Services Agreement, Conflict and Overflow Investigator, between Grant County and Karl E. Calhoun of Calhoun Investigative Services,for investigative services to assist Grant County Public Defense to conduct indigent defense services. Term is January 1, 2015 through December 31, 2015. (Not ready for signature) 5. Anticipating: 2015 Professional Services Agreement,Conflict and Overflow Investigator, between Grant County and Stephyne Silvestre dba Third Eye Investigations, for investigative services to assist Grant County Public Defense to conduct indigent defense services. Term is January 1, 2015 through December 31, 2015. (Agreement not going to be renewed) 6. 2015 Professional Services Agreement, Conflict and Overflow Investigator, between Grant County and Jeff Wade dba Wade Investigative Services,for investigative services to assist Grant County Public Defense to conduct indigent defense services. Anticipating: 2015 Professional Services Agreement for Legal Representation of Indigent Individuals in the Juvenile Division of Grant County Superior Court(Juvenile Offenders Only), Conflicts Contractor, between Grant County and Thomas Wolfstone. (Not ready for signature) 8. 2015 Recording Fee Surcharge Distribution Agreement pursuant to RCW 36.22.178 with a 40% distribution to New Hope Domestic Violence and Sexual Assault Services and 60%distribution to the Housing Authority of Grant County. Term is January 1, 2015 through December 31, 2015. (Approved) 9. 2015 Recording Fee Surcharge Distribution Agreement pursuant to RCW 36.22.179 and 1791 with a 30% distribution to New Hope Domestic Violence and Sexual Assault Services and 70% distribution to the Housing Authority of Grant County. Term is January 1, 2015 through , December 31, 2015, (Approved) 10. Grant County Request for Reimbursement No, 4 on CDBG Public Services Grant No. 14-65400- 005 for the month of October, 2014,with the Department of Commerce and administered through the OIC of Washington, in the amount of$16,519.97, (Approved) 11. Amendment No. 01 on Department of Social and Health Services Contract#1463-15964 for FY15 Emergency Domestic Violence Shelter and Supportive Services,to provide ongoing emergency shelter and support services to victims of domestic violence in Grant and Adams County. The , amendment serves to increase the maximum contract amount by$4,640.00 and modifies Exhibit D-1, Budget. The new contract amount is$283,263.00. The Comrnissioners approved a request from the Human Resources Director for an exception to the Sick Leave Donation policy for Recipient No. 14-01 from Public Works and allow payroll to process payment of donated hours missing from the employee's last paycheck due to an error made. (Approved) Page 4 of 7 Grant County Commissioners Minutes Week of December 1, 2014 TUESDAY,DECEMBER 2, 2014 The session was continued to 9;00 a.m.with all Commissioners in attendance. 9:00 a.m.—9;20 a,m. Open Record Public Hearing,Adopting an Ordinance adding Title 2 to the Grant County Code titled "County Vehicles" The Commissioners held an Open Record Public Hearing to consider an ordinance adopting Title 2 of the Grant County Code titled "County Vehicles". This ordinance will establish marking requirements (pursuant to RCW 46.08.065) and exceptions concerning publicly owned vehicles owned or controlled by Grant County. , Undersheriff Ponozzo stated that it not is the intent of the Sheriff's office to end run what some might consider to be a law,with what the State of Washington requires that their vehicles be marked. They have done a lot of research across the state and there are not one or two sides to this issue; whether they should or shouldn't be marked. There are a number of different answers from legal authorities and they can't decide what this law actually states. Currently the Grant County Sheriff and Administrative Staff have their vehicles marl<ed. It is their intent to continue to mark vehicles. They only have a certain amount of time (approx. 30 days)from when they receive new vehicles to get them marked and equipment installed. This is sometimes not possible when they receive 10-20 vehicles at a time. They only have 1 local vendor who does this work and they can only process one vehicle at a time. Undersheriff Ponozzo also stated their undercover vehicles do not get marked. This ordinance , mirrors what the Washington State Patrol does. Commissioner Carter moved to close the public comment portion of the hearing. Commissioner Stevens seconded and the motion passed unanimously. Commissioner Stevens moved to adopt the Ordinance as presented. Commissioner Carter seconded and the motion passed unanimously. The hearing adjourned. The located is Along the South � edge of Dahl Road NE from Moses Lake East approximately 450 ft. then North under said road, !I then East along the North edge of Dahl Road NE approximately 550 feet to the East end of said j road.
