The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.
8:30 a.m.—9:30 a.m. J Strickler,ASC Update and Budget Meeting
A motion was made by Commissioner Stevens, seconded by Commissioner Swartz,to approve items 1,
4, 6, 9, and 11 through 13 on the ASC Agenda as presented. Items 2, 3, 5, 7, 8, 10, and 14 were not
ready for signature. The motion passed with 2 Commissioners in attendance.
1. Possible vouchers for Interfund Communications, insurance, and/or grant administration.

2. Anticipating: Special Counsel Contract between Grant County and Evans, Craven & Lackie, P.S.
to perform and render legal assistance and advice relative to tax valuations,trial and all related
appeals involving REC Solar ASA and/or its related entities, and other matters/proceedings as
directed by the Board of County Commissioners. Term is November 7, 2014 through December
31, 2016. (Not ready for signature)
3. Anticipating: Commercial Rental Agreement, 2014-2015, between Grant County and the
Washington State Council of Vietnam Veterans of America, Inc.,for lease of office space at the
Ivy Street Professional Center in Moses Lal<e, Washington. Term is August 1, 2014 through
December 31, 2015. (Not ready for signature)
4. 2015 Professional Services Agreement, Interpreter, between Grant County and Saul C. Castillo
dba The Interpreter,for interpreter services to assist the Grant County Public Defense attorneys
as they provide indigent defense services in the Grant County court system. Term is January 1,
2015 through December 31, 2015. (Approved)
5. Anticipating: 2015 Professional Services Agreement, Conflict and Overflow Investigator,
' between Grant County and Karl E. Calhoun of Calhoun Investigative Services, for investigative
services to assist Grant County Public Defense to conduct indigent defense services, Term is

6. 2015 Professional Services Agreement, Conflict and Overflow Investigator, between Grant

9. Services Agreement between Grant County and Gray&Osborne, Inc., concerning the
completion of a feasibility study of the sewage treatment options and assistance with existing
sewage systems at the Grant County Fairgrounds. Term is September 30, 2014 through
February 28, 2015. (Approved)
10. Anticipating: Board of County Commissioners Administrative Policy No, 14-01, Governmental
Bonds Post Issuance Compliance Policy. (Not ready for signature)
11. Grant County Payment Request#10 to Washington State Department of Commerce on
Consolidated Homeless Grant (CHG) No. 14-46108-10, administered through the Grant County
Housing Authority, in the amount of$40,904.75. (Approved)
12. Interlocal Agreement, Interagency Narcotics Enforcement Team,for the organization commonly
known as the Interagency Narcotics Enforcement Team (INET). The agreement is between
Grant County, by and through the Grant County Sheriff's Office, and The City of Moses Lake,
Quincy Police Department,the Washington State Patrol, and the Moses Lake Police Department,
Term is October 1, 2014 through September 30, 2018. (Approved)
13. Amendment#01 to Washington State Department of Social and Health Services(DSHS) Contract
No. 1363-89946, Partnerships for Success,with Grant County. The amendment increases
funding in the amount of$31,826 (for a new total grant amount of$74,260) and corrects the
term to June 20, 2015. (Approved)
14. Anticipating: Special Counsel Contract(Disciplinary Law) between Grant County and Ripley Law
Firm, Inc. P.S.to perform and/or render legal assistance and advice relative�Co professional
disciplinary matters involving the Grant County Prosecuting Attorney and/or any Deputy
Prosecuting Attorney. Term is November 1, 2014 through November 1, 2015. (Not ready for
signature)
Pursuant to RCW 42.30.110(1)(i) Commissioner Swartz called an Executive Session to order at
9:05 a.m. to go until 9:13 a,m.to discuss with legal counsel representing the agency matters
relating to agency enforcement actions, or to discuss with legal counsel representing the agency
litigation or potential litigation. In attendance were Commissioners Stevens and Swartz,June
Strickler,Administrative Services Coordinator, and Lee Pence, Civil Deputy Attorney.
Commissioner Swartz closed the session at 9:13 a.m.

3. Recommendation Memorandum regarding a request for a 5%differential to be added to the
compensation for the position of Director—Clinical Services, while this position is filled on an
interim basis. The Director recommends approval. (Approved)
PROSECUTING ATTORNEY
4, Out of state travel request for Civil Deputy Prosecutor Lee Pence to attend training in San
Francisco, California November 17-21, 2014 titled "Government Civil Practice Course".

8:30 a.m.—8:40 a.m. Open Record Public Hearing, Sheriff's Office Budget Extensions
The Commissioners held an Open Record Public Hearing to consider the following budget extension
requests from the Sheriff's Office:
1. Budget extension request in the amount of$1,319,535.00 to cover the cost of paying
overtime and purchasing operational equipment and fuel while the Sheriff's Office has been
employed in maintaining a security presence on the Columbia River's Wanapum Pool for the
Grant County Public Utility District (PUD). The County is being reimbursed by the PUD to
cover these costs per a contract with the PUD.
2. Budget extension request in the amount of$68,249.00 to purchase 18 Community/Campus
Security cameras to be placed throughout several locations in Grant County and on the main
campus of the Courthouse Complex. This is a sole source item to be purchased from
Huntleigh USA/LAS and funding would come from the Current Expense fund,
Sheriff Jones discussed the budget extension requests.
Gary Baker,Technology Services Director, stated they have been working on how to get the
information from the cameras to the internet. They have worked with the Grant County PUD and
received permission to use their poles to mount the cameras. It will cost$16.00 per month/per
camera/per pole. It will cost$50.00 per month to link each camera to the internet.The cost will be
approximately$10,000.00 per year for cameras on the internet.
Commissioner Stevens asked Gary if this requested budget extension covers the internet costs he
mentioned. Gary stated no, it does not.
Robert Soelberg, Huntleigh USA/LAS, stated that the budget extension requested today covers the
2014 equipment purchase and installation with the exception of power and internet services, His
understanding was the PUD was going to assist the county in providing this service to the County for
this project. The cost today also includes the cost of monitoring and maintaining the cameras on a
regular basis. They will also mount the cameras to the poles at their own cost,

Commissioner Carter wanted to clarify: $16.35 to maintain connection to the pole and providing
power to the camera and $50.00 for the connection of the camera to the internet. Gary stated that
was correct.
Commissioner Stevens moved to close the public comment portion of the hearing. Commissioner
Carter seconded and the motion passed unanimously. Commissioner Carter moved to approve the
budget extensions as presented. Commissioner Stevens seconded and the motion passed

8:30 a.m.—9:30 a.m. Adoption of Resolution authorizing the Issuance and Sales of a Limited
Tax General Obligation Bond for the Multi Agency Communication
Center(MACC) 9-1-1 Dispatch Center
The Commissioners held an open public meeting to consider Resolution No. 14-063-CC, a
Resolution authorizing the issuance and sale of sales tax/limited tax general obligation bonds of
the County in the aggregate principal amount not to exceed $8,300,000.00 to finance
improvements to the Multi-Agency Communications Center; providing for the annual levy of
taxes�o pay the principal of and interest on the bonds; and delegating certain authority to the
County Treasurer in connection with the sale.
Jim Nelson discussed the bond and the A-1 Rating given to the County by Moody's. It is the
expectation that 911 sales tax funds will be used to mal<e the payments. Also, a reserve fund
has been established in case the 911 sales tax funds are not sufficient enough to make the
yearly payments.
Darryl Pheasant, discussed the interes�C rates.
Scott McJannet discussed the resolution to be adopted today, Resolution No. 14-063-CC.
Randy Bracht, Grant County Journal, asked how rnuch current bond debt the county has. Jim
Nelson stated the amount is$25,110,000.00.
Commissioner Stevens moved to close the public comment portion of the hearing,
Commissioner Carter seconded and the motion passed unanimously. Commissioner Carter
moved to adopt Resolution No. 14-063-CC as presented. Commissioner Stevens seconded and
the motion passed with all Commissioners in attendance. The meeting adjourned.
