GRANT COUNTY BOARD OF COMIVIISSIONERS

The Grant County Commissioners session began at 9:00 a.m. with all Commissioners in attendance.
' 9:00 a.m.—9:20 a.m. Open Record Public Hearing,Sheriff's Office Budget Extension
The Commissioners held an Open Record Public Hearing to consider a budget extension request
in the amount of$1,832.00 to receive a Traffic Safety Equipment reirnbursement grant from the
Washington Association of Sheriffs and Police Chiefs to purchase 4-portable breath test units.
Undersheriff Dave Ponozzo discussed the request.
Commissioner Carter moved to close the public comment portion of the hearing. Commissioner
Stevens seconded and the motion passed unanimously. Commissioner Stevens moved to
approve the budget extension as presented. Commissioner Carter seconded and the motion
passed unanimously. The hearing adjourned. (Approved, Resolution No. 14-027-CC)
9:30 a.m.—9:50 a.m. J Strickler,ASC Update and Misc BOCC Action
A motion was made by Commissioner Carter, seconded by Commissioner Stevens, to approve items 1
through 5 and 8 on the ASC Agenda as presented. Items 6 and 7 did not arrive for signature.The motion
passed unanimously.
1, Possible vouchers for Interfund Communications, insurance, and/or grant administration.

2. Signature Authorization Form,Washington State Military Department, for FYH14 E911 County
Contract Amendment A, Contract#E14-021,for Grant County/MACC 911. (Approved)
3, Amendment A to Washington State Military Department Contract No. E14-021 with Grant
County/MACC 911,for reimbursement for eligible items as set forth in Chapter 118-66 WAC.
The amendment is necessary to adjust the funding in the Budget Sheet based on updated
' expenditures and projected revenues. (Approved)
4, Grant County and Department of Commerce Community Development Block Grant(CDBG)
Program Public Services Grant for the provision of public services through Opportunities
� Industrialization Center to low-and moderate-income persons in Grant and Adams Counties.
Grant amount is $129,070.00 with a term of July 1, 2014 through June 30, 2015. (Approved)

, 5. Interagency Agreement#K2854 between the State of Washington Department of Enterprise
Services and Grant County to provide future Energy/Utility Conservation Project Management
and Monitoring Services and authorize the development of the energy services proposal, Term
is from date of final signature to December 31, 2017. (Approved)
6. Anticipating: Agreement Regarding Use of County Property for Public Purpose between Grant
County and Sage N Sun. Inc. for utilization of County property and buildings commonly known as
the Courthouse and immediate surrounding area, and having a street address of 35 C Street
NW, Ephrata,Washington. Dates are June 11 through June 15, 2014. (Not ready for signature)
7. Anticipating: CORRECTED 2014-2016 Davis Shows NW, Inc. Agreement with Grant County for a
combination of shows, amusement rides,games and concessions at the Grant County Fair.
Term is May 5, 2014 through September 30, 2016. (Not ready for signature)
8. Chemical Dependency Contract No, K10517 between Grant County Prevention and Recovery
Center and the State of Washington Department of Corrections to provide substance abuse
disorders treatment services to offenders under the jurisdiction of the DOC. Term of contract is
March 10, 2014 through June 30, 2016. (Approved)

the bid amount of$1,544,487.75. (Not ready for signature)
1:30 p.m.—1;40 p.m. Bid Opening, Hartline Shop Replacement
The following bids were received:
1. Blew's Construction $2,674,000.00
2. Halme Builders Inc, $2,050,000.00
A motion was made by Commissioner Carter, seconded by Commissioner Stevens,to turn over the
bids to Public Works for their review and recommendation. The motion passed unanimously.

A motion was made by Commissioner Carter, seconded by Commissioner Stevens,to approve items 1
through 4and 6 through 8 on the Consent Agenda as presented. Item 4: recommendation to deny the
Producer/Processor portion as it is not a valid address; approve the applicant. The motion passed
unanimously.

3. Assumption liquor license application for Cave B LLC (dba Cave B Inn at Sagecliffe) 334 Silica Rd
NW, Quincy,WA 98848,from the Washington State Liquor Control Board. (Approved)
4. New liquor license application for Pearl's Organic Produce and More (Nicole Leah Reed), 19663
State Route 28 W, Quincy,WA 98848, from the Washington State Liquor Control Board.

5. New marijuana license application for Landmark Farms (Growmark LLC, Mark Robert Gregson)
10997 Rd 36 NE, Coulee City, WA 99115 (Producer Tier 3 and Processor)from the Washington
State Liquor Control Board. (Recommendation to deny the Producer/Processing portion as the
location is not a valid address; approve the applicant)
6. Request from the Ephrata Chamber of Commerce for permission to use the Courthouse lawn
and steps for their Basin Summer Sounds event, and access to the restroom facilities and room
under the Courthouse steps, on July 18 and 19, 2014. (Approve)
FACILITIES AND MAINTENANCE
7. Recommendation to contract with the Department of Enterprise Services and McKinstry as
Grant County's Energy Services Contractor. (Approved)
FAIRGROUNDS
8. Recommendation and request to allow large groups (i.e. senior homes, schools, etc.)to
purchase daily admission tickets prior to the Grant County Fair. (Approved)
MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of$537,094.05 and $462,327.25, as
recorded on a listing and made available to the Board.
