attendance. Commissioner Swartz was out and excused. �

A motion was made by Commissioner Carter, seconded by Commissioner Stevens,to approve items 1, 2, �
and 4 through 6 on the ASC Agenda as presented. Item 3 was not ready for signature. The motion

- 1. Possible vouchers for Interfund Communications, insurance, and/or grant administration.

2. Agreemen�t Regarding Use of County Property for Public Purpose between Grant County and
Sage N Sun. Inc, for utilization of County property and buildings commonly known as the �
Courthouse and immediate surrounding area, and having a street address of 35 C Street NW, �
Ephrata, Washington, Dates are June 11 through June 15, 2014. (Approved)
3. Anticipating; CORRECTED 2014-2016 Davis Shows NW, Inc. Agreement with Grant County for a i
combination of shows, amusement rides, games and concessions at the Grant County Fair.
Term is May 5, 2014 through September 30, 2016. (Not ready for signature) !
4. Grant County Request for Reimbursement No. 9 on CDBG Public Services Grant No. 13- �

65400-005 for the month of April, 2014, with the Department of Commerce and �
administered through the OIC of Washington, in the amount of One Thousand Eight

5. Working Agreement by and between Grant County, Sheriff's Office Support Staff, and
Teamsters Local Union No. 760 Teamsters, Food Processing Employees, Public
Employees, Warehousemen and Helpers. The term of the agreement is January 1, 2014
through December 31, 2015. (Approved)

The Commissioners approved and signed the Grant County Payroll Authorization form for the May 30,
2014 payroll.
Commissioners Stevens and Carter signed the Public Works Payroll Salary Fund for the May 30, 2014
payroll.

1. Execution of Contracts: Road 7-NE award to North Central Construction of Moses Lake,WA for
the bid amount of$1,544,487.75 (Approved)
2. Award Recommendation Letter recommending the Hartline Shop Replacement project to be
awarded to Halme Builders, Inc. of Davenport,WA for the bid amount of$2,050,000.00.
(Approved)
3. Authorization to Call for Bids: South Frontage Road Project with a tentative bid opening date of
June 24, 2014 at 1:30 pm. (Not ready for signature)
4. Recommendation of changes to the Drop Box Operations for 2014: (All Approved)
• Continue with the current phase out plan.
• Effective 7/1/2014—Raise the Drop Box Tipping Fees:
• %2 cubic yard or less from $6.00 to$10
• Cubic yard rate from $18.00 to$26.00 a cubic yard.
• Cubic yard compacted rate from $24.00 to$34.00 a cubic yard.
• Once the final 2014 accounting numbers are completed, analyze the effect the rate
increase has had on the system to be self-sustaining and provide a recommendation based
on the final 2014 information.

Pursuant to RCW 42.30.110(1)(i) Commissioner Stevens called an Executive Session to order at
2:40 p.m.to go until 2:50 p.m. to discuss with legal counsel representing the agency matters
relating to agency enforcement actions,or to discuss with legal counsel representing the agency
litigation or potential litigation. In attendance were Commissioners Stevens, Carter, and Lee
Pence, Civil Deputy Attorney. Commissioner Stevens closed the session at 2:50 p.m.

A motion was made by Commissioner Carter, seconded by Commissioner Stevens,to approve items 1
through 6 on the Consent Agenda as presented. The motion passed with 2 Commissioners in
attendance.
