The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance. �

9:00 a,m.—9:20 a.m, J Strickler,ASC Update and Misc. BOCC Action
A motion was made by Commissioner Carter, seconded by Commissioner Stevens, to approve items 1
through 9 on the ASC Agenda as presented. The motion passed unanimously.

1. Possible vouchers for Interfund Communications, insurance, and/or grant administration.
(Approved) '
2. Request for release of funds on Strategic Infrastructure Project(SIP)#2013-05, Port of Grand I
Coulee, 2013 Airport Improvement, Snow Plow Equipment Shelter Building, including
Engineering, in the amount of: (1) $6,671.00 to the Port; and (2) $166J8 to the Grant County !
Economic Development Council for its 2.5%Administrative Fee on the project. (Approved) �
3. Contract between Grant County and the Department of Social and Health Services,#1463-15964 ;
for FY15 Emergency Domestic Violence Shelter and Supportive Services, to provide ongoing �
emergency shelter and support services to victims of domestic violence in Grant and Adams
County, in the amount of$278,623.00 [Note for the Record; State budgets are not finalized so '
there may be some variation in the dollar amount before the contract is finalized from the state;
should there be a significant change contract amendments will be issued.] Term is July 1, 2014 '
through June 30, 2015. (Approved) �
4, Contract between Grant County and the Washington State Department of Commerce, �
Community Services and Housing Division, Office of Crime Victims Advocacy, No. 515-31119- �
057, in the amount of$83,574.00. Purpose is to provide services including crisis intervention, �
information and referral, advocacy, legal advocacy, medical advocacy, and outreach and
awareness to victims of crimes such as assault, robbery, child abuse,vehicular assault and
homicide, property crime,trafficking, hate crimes, kidnapping, identity theft, burglary, drunk �
and drugged driving, and attempted homicide. [Note for the Record: State budgets are not
finalized so there may be some variation in the dollar amount before the contract is finalized ,
from the state;should there be a significant change contract amendments will be issued,] Term j
is July 1, 2014 through June 30, 2015. (Approved) �

5. Amended Boat Use Permit agreement(Contract#430-2722) between Grant County, by and �

through the Grant County Sheriff's Office (GCSO), Kittitas County Sheriff's Office (KCSO), and �
Public Utility District No. 2 of Grant County,for the GCSO and I<CSO's use of the District's 21'6" ;
Northwest Jet Boats and SeaDoo Jet Skis located at the Wanapum Maintenance Center and at
Priest Rapids Dam for search and rescue and patrol of the Priest Rapids and Wanapum
Reservoirs. Term is date of final signature until terminated by any party upon 10 days' prior, �

6. Contract Amendment, Mental Health Services, Contract No. 13MHBG1567(2)for the Mental
Health Blocl<Grant program. The amendment extends the term of the agreement through June
30, 2015 and modifies portions of Section 5, and replaces Exhibit B (Scope of Worl<). Effective
July 1, 2014. (Approved)
7. County Program Agreement, DDD County Services,Washington State Department of Social &
Health Services (DSHS)Agreement No. 1463-15592 with Grant County, by and through Grant
Integrated Services' Developmental Disabilities. Funding is in the amount of$678,213.00 with a
term of July 1, 2014 through June 30, 2015. (Approved)
8. 2014 Agreement Regarding Use of County Property for Public Purpose between Grant County
and the Ephrata Chamber of Commerce, Inc. for BASIN SUMMER SOUNDS Music Festival,July 18
—20, 2014 (setup through tear down). (Approved)
9. Release and Settlement Agreement between Integrus Architecture, P.S., and Grant County, "
Washington, by and through its County Commissioners, as pertaining to AIA Document B151- �'
1997 Agreement Between Owner and Architect for architectural services related to the
replacement and expansion of the Grant Mental Healthcare Boarding Home (Cityview
Residential Assisted Living Facility). (Approved) I

Ken Aalbers came to discuss dust control on road B.5 NE. Mr, Aalbers also came in June 9 to

discuss this issue. The Board stated they spol<e with Public Worl<s to lool<into this and are �
waiting for a response bacl<.
Bill Pelham, Royal City, came to discuss the roads in his area. He tool<a picture with his phone
and showed it to the Commissioners; how the roads are washboard lil<e. Mr. Pelham is
requesting a "traffic counter" for the road to see how much traffic runs on his road. Varied
discussion ensued.

Pursuant to RCW 42.30.110(1)(i) Commissioner Swartz called an Executive Session to order at
2:50 p.m. to go until 2:55 p.m. to discuss with legal counsel representing the agency matters
relating to agency enforcement actions, or to discuss with legal counsel representing the agency
litigation or potential litigation. In attendance were Commissioners Stevens, Carter, Swartz, Lee
Pence, Civil Deputy Attorney, and Damien Hooper, Planning Director. The session was
continued to 2:57 p.m. Commissioner Swartz closed the session at 2:57 p.m.

6. Investment Grade Audit Proposal for a performance-based energy savings contract between !
McKinstry, Department of Enterprise Services, and Grant County. This proposal targets the
Courthouse/Annex and Law and Justice Building and focus their efforts on developing a mix of
historical/energy measures in preparation for a grant application to the Department of
Archaeology and Historic Preservation. (Approved)
GRANT INTEGRATED SERVICES
7. Request to purchase 2 automobiles to replace older/out of service vehicles using the
Washington State Contract for the purchase, each with a base price of less than$17,000.00.
This was approved in their 2014 budget. (Approved)
HUMAN RESOURCES
8. Personnel Action Request Recommendation regarding a request from the Prosecuting
Attorney's Office for an exception to the hiring freeze to hire 1-Legal Secretary, due to a recent
resignation. (Approved)
9. Personnel Action Request Recommendation regarding a request from the Sheriff's Office for an
exception to the hiring freeze to hire 1-Records Specialist due to a recent resignation.
(Approved)
MISCELLANEOUS ITEMS
The Commissioners approved and signed the Grant Public Worl<s County Payroll Salary Fund for the June '
13, 2014 payroll.
The Chair of the Board was authorized to sign the Health District Voucher listing in the amount of
$2,818.77.
The Commissioners approved and signed the Grant County Payroll Authorization form for the June 13,
2014 payroll,

As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of$1,010,417.27,$180,868.50, and
$762,460.24, as recorded on a listing and made available to the Board.
The Chair ofthe Board was authorized to sign a Response to Notice and Order to Withhold and�Deliver
from the Washington State Department of Revenue in the matter of tax judgment against Rell Fire
Protection Inc.
