Resolution No. 14-042-CC In the Matter of Single Source Supply/RCW 36.32.270 and RCW 39.04.280 allow Counties to waive competitive bidding requirement for purchases which are limited to a single source of supply. Grant County Public Works desires to use KwikBond polyester concrete as an alternative to HMA overlay w/deck sealing membrane. The only company that distributes this product is Kwil<Bond Polymers, Inc. of Vancouver,WA.
