The Grant County Commissioners session began at 9:00 a.m. with all Commissioners in attendance.
9:00 a.m.—9:20 a.m. J Strickler,ASC Update and Misc BOCC Action
; A motion was made by Commissioner Carter, seconded by Commissioner Stevens,to approve items 1
through 4 on the ASC Agenda as presented. The motion passed unanimously.
, 1. Possible vouchers for Interfund Communications, insurance, and/or grant administration.

2. Contract Amendment, Mental Health Services Program: Boarding Home, between Spokane
County, by and between Spokane County Community Services, Housing, and Community
Development Department, and Grant County, by and through Grant Integrated Services,
Contract#14BH1678, The amendment changes Section 1,Term of Agreement,to extend the
term to September 30, 2015, and Exhibit B, Scope of Work. (Approved)
3. E911 County Coordinator Professional Development Contract FY 2015 between the Washington
State Military Department and (its) Emergency Management Division and Grant County. This is
a $51,000 contract with a term of July 1, 2014 through August 15, 2015. (Approved)
4, Professional Services Agreement between I<irkpatrick&Associates Counseling, LLC, and Grant
County for the provision of treatment recommendations to therapists working with clients of
Grant Integrated Services. (Approved)

Pursuant to RCW 90.58.090(2)(e), Grant County's acceptance of the required and recommended
changes to the Shoreline Master Program as outlined by the Washington State Department of
Ecology; and Resolution accepting the Conditional Approval of the updated Shoreline Master
Program. (Approved, Resolution No. 14-046-CC)

3. Appointment of Mike Doyle to the Solid Waste Advisory Committee (SWAC). (Approved)
4. Budget extension request from the Administrative Services Coordinator in the amount of
$155,495.00 to the Economic Enhancement Strategic Infrastructure Ending Balance fund for the
SIP Project#2014-02 for Grant County Airport District#1 (Desert Aire) runway widening project.
(Approved,the public hearing was set for September 30, 2014 at 11:00 a.m.)
PLANNING DEPARTMENT
5. Resolution No. 14-047-CC relating to Comprehensive Planning in Grant County in accordance
with the Washington State Growth Management Act(RCW 36.70 A) and amending the 2006
Comprehensive Plan and Zone Changes, as approved in a public hearing on August 26, 2014 for
the 2014 Comprehensive Plan Amendments. (Approved)
SHERIFF'S OFFICE
6. Request to surplus a 2005 Hovercraft SCAT(VIN#1H9FS161501135279), previously received as a
donation to the Sheriff's Office Search and Rescue (SAR) Unit, The Craft will be placed for
auction on their on-line site (propertyroom.com) and the proceeds (estimated value$800.00)
will be deposited in the SAR account. (Approved, Resolution No. 14-048-CC)

As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of$510,846.44, as recorded on a listing
and made available to the Board,
