1. Execution of Contracts: Public Works Office HVAC Replacernent Project awarded to North
Cascade Hearing and Air Conditioning, Inc. of Entiat, Washington for the bid amount of
$150,836.00, (Not ready for signature)
1:30 p.m.—1:40 p.m. Bid Opening,Adams Road Overlay Project(CRP 14-01)
The following bids were received:
1. Central Washington Asphalt $536,887.20
2. Granite Construction $612,495.20
A motion was made by Commissioner Carter, seconded by Commissioner Swartz,to turn the bids
over to Public Works for their review and recommendation. The motion passed with 2
Commissioners in attendance.
2:30 p.m.—2:50 p.m. D Lee, Prosecuting Attorney's Office Update
Pursuant to RCW 42.30.110(1)(i) Commissioner Swartz called an Executive Session to order at
2:37 p.m. to go until 2:47 p.m. to discuss with legal counsel representing the agency matters
relating to agency enforcement actions, or to discuss with legal counsel representing the agency
litigation or potential litigation. In attendance were Commissioners Carter and Swartz, and Lee
Pence, Civil Deputy Attorney. The session was continued to 2:53 p.m. Commissioner Swartz
closed the session at 2:53 p.m.
3:00 p.m.—3:15 p.m. Consent Agenda (Items 1 through 9)
A motion was made by Commissioner Carter, seconded by Commissioner Swartz,to approve items 1
through 9 on the Consent Agenda as presented. The motion passed with 2 Commissioners in
attendance.

1. Commissioners Office and Public Defense Vouchers. (Approved)
2. Commissioners September 1, 2014 Minutes�For approval. (Approved)
3. Request from the Port of Moses Lake for support to apply for an Advanced Planning Grant from
the Washington State Department of Commerce,for a planned action analysis of the Port's
aviation and industrial area. (This item is being placed on hold for further review)

' 4. Budget extension request from the Administrative Services Coordinator in the amount of
$64,535.00 for a CDBG Public Services Grant for the next funding cycle between Grant County
and the Washington State Department of Commerce Grant No. 14-65400-005, administered
� through the OIC of Washington. (Approved,the public hearing was set for September 30,2014
at 11:00 a.m.)
5. Budget extension request from the Administrative Services Coordinator in the amount of
$209,750.00 for a Consolidated Homeless Grant to cover the next funding cycle between Grant
, County and the Washington State Department of Commerce Grant No. 14-46108-10,
; administered through the Housing Authority of Grant County. (Approved,the public hearing
was set for September 30,2014 at 11:00 a.m.)

SHERIFF'S OFFICE
6. Request to purchase a Jail Camera System from CDWG (through Technology Services) in the
amount not to exceed $92,000,00 using funds from their Jail Concession budget, This purchase
was previously approved in their 2014 Capital Budget. (Approved)

FACILITIES AND MAINTENANCE

7. Recommendation to reject the 2 bids received on the WSU Extension (Moses Lake) Interior
Painting Project(FM14014) based on: the lowest bid received was deemed non-responsive
because they failed to provide references and the higher bid received was much higher than
anticipated for the project. (Approved)
�, 8. Recommendation to award the bid for the WSU Extension (Moses Lake) Carpet Installation
, Project(FM14012)to Cost Less Carpet in the amount of$15,699.94. This was the only bid
received. (Approved)
9, Out of state travel request for Tom Gaines and Kevin Davis to attend a Facility Dude Conference
from March 13-18, 2015 in Myrtle Beach, SC. (Approved)
MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of$722,693.99 and $380.00, as recorded
on a listing and made available to the Board.
