The Grant Count Commissioners session began at 8:30 a.m. with all Commissioners in attendance

A motion was made by Commissioner Carter, seconded by Commissioner Stevens,to approve items 1 I
through 5 on the ASC Agenda as presented. The motion passed unanimously. �
1. Possible vouchers for Interfund Communications, insurance, and/or granfi administration. �

2. Washington State Military Department Grant Agreement No. E15-059 with Grant County, by and !
through Grant County Emergency Management, in the amount of$73,056.00. The grant is for �
emergency preparedness programs regarding the USDOE-RL Hanford Site. Term is October 1,
2014 through September 30, 2015. Also for signature as part of the contract are the
Debarment, Suspension, Ineligibility of Voluntary Exclusion Certification Form and Signature ;
Authorization Form. (Approved)
3. Interlocal Agreement between Grant County, by and through the Grant County Treasurer, and
the Moses Lake Irrigation and Rehabilitation District regarding combined foreclosures, Term is
September 22, 2014 through December 31, 2019. (Approved)
4. Grant County Request for Reimbursement No. 2 on CDBG Public Services Grant No. 14-65400-
005 for the month of August, 2014, with the Department of Commerce and administered
through the OIC of Washington, in the amount of$7,751.34. (Approved)
5. Interlocal Agreement between Grant Integrated Services and the Moses Lake School District No.
161 regarding Counseling Services. The term is July 1, 2014 through June 30, 2015. (Approved) i

A motion was made by Commissioner Carter, seconded by Commissioner Stevens,to turn over the
bids to Public Works for their review and recommendation. The motion passed unanimously.
2:30 p.m.—2:50 p,m. D Lee, Prosecuting Attorney's Office Update
Pursuant to RCW 42,30.110(1)(i) Commissioner Swartz called an Executive Session to order at
2:42 p.m. to go until 2:52 p.m. to discuss with legal counsel representing the agency matters ,
relating to agency enforcement actions, or to discuss with legal counsel representing the agency
litigation or potential litigation. In afitendance were Commissioners Stevens, Carter, Swartz, and
Lee Pence, Civil Deputy Attorney. Commissioner Swartz closed the session at 2:52 p.m.

Fairgrounds. Funding for this project will come from Emergency Management reserve funds.

6. Out of state travel request for Jerry Gingrich to attend the International Fairs and Expositions
(IAFE) Institute Summit from February 27-March 1, 2015. (Approved)

8. Budget extension request in the amount of$10,000.00 to receive a Washington Traffic Safety '
Commission "Target Zero" campaign grant and reimburse Erika Simmons for her work as
contractor for the remainder of 2014. (Approved,the public hearing was set for October 28,
2014 at 9:00 a.m.) {
9. Request to surplus 5-Radar Speed Measuring Devices and 1-Lidar Speed Measuring Device,with I�
the intent to give the devices to Cascade Engineering to be used for parts and have them 'I
