GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY,JUNE 3, 2013
The Grant County Commissioners session began at 8;30 a.m. with all Commissioners in attendance.
8:30 a,m.—9:00 a.m. Elected Official Roundtable Meeting
9:00 a.m.—9:50 a.m. J Strickler,ASC Update and Misc. BOCC Action
A motion was made by Commissioner Swartz, seconded by Commissioner Stevens,to approve items 1,
2, and 4 through 6, on the ASC Agenda as presented. Iterns 3 and 7 did not arrive for signature. The
motion passed unanimously,

1. Possible vouchers for Interfund Communications, insurance, and/or grant administration. �

2. Amendment D to Housing and Essential Needs (HEN)Grant No. 11-46204-511 between
Grant County and the Washington State Department of Commerce, Community Services and
Housing Division— Housing Assistance Unit. This amendment changes: (1)the contract
period to July 1, 2013 to December 31, 2013 (2) adds$101,060 for a new grant total of
$744,602; and (3) sets forth that Grant County is not authorized to spend funds added by
this amendment without prior written approval from Commerce. (Approved)
3. Anticipating: 2013 Agreement Regarding Use of County Property for Public Purpose between
Grant County and the Ephrata Chamber of Commerce, Inc,for BASIN SUMMER SOUNDS'Music
Festival to be held July 19-20,2013.(Did not arrive for signature)
4. Renewal Quotation for American Safety Storage Tank Pollution Liability Coverage with American
Safety Insurance for the underground storage tanks at Public Works. (Approved)
5, Interlocal Agreement between Grant County(by and through the Grant County Sheriff's Office)
and Yakima County Regarding Law Enforcement Services Related to Wanapum Indian Village. �
Term is May 14,2013 through December 31,20�.5. (Approved)
6. For BOCC acknowledgement/ASC tracking:. Letter from Grant Integrated Services providing BOCC
notice of continuation of services on Department of Social and Health Services substance abuse
prevention and treatment after contract expiration on June 30,2013. The DSHS contract
extension execution may nnt occur prior to the expiration date. (Approved)
7. Anticipating: Services Agreement between Grant County and The DOH Associates, P.S.for the
consultation/pre-design of the Grant County Sheriff's Office Booking area remodel. Term is July
15,2013 to September 15,2013.(Did not arrive for signature)

MISCELLANEOUS ITEMS
As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of$396,570.22 and $97,422,78, as
recorded on a listing and made available to the Board.
The Commissioners approved and signed the Grant Public Worl<s County Payroll Salary Fund for May 31,
2013 payroll.
The Chair of the Board was authorized to sign the Health District Voucher listing in the amount of ;
$34,915.22.

Carter called in for the afternoon meetings. Commissioner Swartz was out in the afternoon and
excused.

7. Request to purchase 5 laptops through the Technology Services Department in the
amount of$6,918.11. (Approved)
HUMAN RESOURCES
8. Personnel Action Request Recommendation regarding a request frorn Grant Integrated
Services to: (The Director recommends approval) (All were approved)
a. Re-Band the Clinical Director from a Band 20 to a Band 18
b. Re-Name the Outstation Program Manager to Therapy Services Manager
c. Create a Care Coordination Manager Position
d. Re-Name/Re-Structure the Community Program Development Manager to
Community Program Development Coordinator
9. Personnel Action Request Recommendation regarding a request from Emergency
Management for an exception to the hiring freeze to hire a Project Coordinator for
assistance with the development of the County's Preparedness Assessment Programs. �
