The Grant County Commissioners session began at 9:90 a.m.with all Commissioners in attendance. !
9:00 a.m,—9:50 a.m. J Strickler,ASC Update and Misc BOCC Action
A motion was made by Commissioner Swartz, seconded by Commissioner Stevens,to approve items 1,
3, 4, and 6 through 12 on the ASC Agenda as presented. Items 2 and 5 were not available for signature. '
The motion passed unanimously.
1, Possible vouchers for Interfund Communications, insurance, and/or grant administration.

2. Anticipating: Addendum to Interlocal Agreement between Grant County, by and through
Grant County Prevention and Recovery Center(PARC) and the Moses Lake Police
Department. The Addendum serves to extend the agreement's period of performance for ;
one year, September 1, 2013 through August 30, 201A, and amends the compensation not-
to-exceed rate to an$18,000.00 rate during the extended period of performance. (Did not �
arrive for signature) '
3. Mental Health Services Program Contract Agreement No. 13MH1593 between Spokane '
County, by and between the Spokane Regional Support Networl<, a Division of Spokane �
County Community Services, Housing, and Community Development Department and Grant
County, by and through Grant Integrated Services. Term is October 1, 2013 through ,'
September 30, 2104, (Approved) ;
4. (a) Grant County Vendor Agreement and (b)Addendum to Grant County Vendor Agreement �
between Grant County, by and through Grant County Developmental Disabilities (GCDD) !
and En Trust Community Services. The Addendum amends the rates related and specific to �
payment for services concerning Individual Supported Employment, Group Supported

7, Resolution No. 13-059-CC"Repealing Resolution No. 94-9-CC, and Providing an Updated
and Official Statement Supporting Equal Access to Housing for All Persons". (Approved) '
8. January 1, 2014—December 31, 2015 Consolidated Homeless Grant(CHG)Application to �
the Washington State Department of Commerce. Named Sub Grantee is the Housing I
Authority of Grant County,which currently administers the CHG program. (Approved) �,
9. Amendment E to Washington State Department of Commerce Housing and Essential Needs i
(HEN) Grant No. 11-46204-511, which adds additional funds of$28,646 for the amendment
budget period September 15, 2013 through December 31, 2013. (Approved)
10. Department of Social and Health Services (DSHS) County Program Agreement, EUDL Pilot �
Project Continuation, Contract#1363-82384 (this is an off-shoot of DSHS Contract#1163- �
27300). Funding is for$135,037.00 and the period of performance is July 1, 2013 through
March 31, 2014. (Approved) �'�
11. Anticipating:Terms and Agreement between Grant County, by and through the Grant �
County Treasurer's Office,and Invoice Cloud,for the processing of Grant County's payment
instrument transactions requirements related to the County's data via electronic data �
transmission. Term is open-ended. (Approved) �
12. Anticipating: Site Lease Agreement between Grant County, by and through the Grant I
County Technology Services Department, and Basin Networking for the property commonly
known/located at 4718 Road P NW in Quincy,Washington. The term is September 1, 2013 '
through August 31, 2018. (Approved) �

10:00 a.m.—10:10 a.m. Open Record Public Meeting, Emergency Management Budget �
Extension I

The Commissioners held an Open Record Public Hearing to consider a budget extension request
from Grant County Emergency Management, in the amount of$1,500.00,to receive increased I
funding from the Energy Facility Site Evaluation Council (EFSEC)for contract E14-003. The Funds I
will be used to cover travel expenses.

Commissioner Stevens moved to close the public comment portion of the hearing. �
Commissioner Swartz seconded and the motion passed unanimously. Commissioner Swartz
moved approve the budget extension as presented. Commissioner Stevens seconded and the
motion passed unanimously. The hearing adjourned. (Approved, Resolution No. 13p060-CC) I

AUDITOR'S OFFICE '
9. Originally denied on the August 27, 2013 Consent Agenda: request to purchase Hart Voting
Software in the amended amount of$168,260.00 (not including tax)for the tabulation of
elections in Grant County. This is a single source purchase as Hart is the only certified vendor ,
that offers a product that produces digitally scanned ballot images. (Approved, Resolution No. �

The Commissioners approved the recommendation of the Public Worl<s Director to award the bid for the �
N-NE/SE and Stratford Road Overlay project to Central Washington Asphalt, Inc. in the amount of
$1,555,023,24,
As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42,24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of$559,339.70 and $67.29, as recorded
on a listing and made available to the Board.
The Commissioners approved and signed the Grant County Payroll Authorization form for the August 25,
2013 payroll.
The Chair of the Board was authorized to sign the Health District Voucher listing in the amount of I
$32,762.57.

The Commissioners approved the request of the American Legion Auxiliary and the American Legion,Art
Semro Unit and Post 28 to use the Courthouse steps and lawn to hold a Patriot Day—Day of
