MONDAY,SEPTEMBER 30, 2013
The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.
8:30 a,m.—9:00 a.m. Elected Official Roundtable Meeting
9:00 a.m.—9:50 a.m. J Strickler,ASC Update and Misc BOCC Action
1. Possible vouchers for Interfund Communications, insurance, and/or grant administration.
(Approved)
2. Washington State Department of Commerce Emergency Solutions Grant No. 14-46107-005
with Grant County for the provision of homelessness prevention assistance to households
who would otherwise become homeless and to provide assistance to rapidly re-house
persons who are experiencing hornelessness. Term is January 1, 2014 through December
31, 2014 in the amount of$68,348.00. (Approved)
3. Professional Services Agreement for Legal Representation of Indigent Individuals in Grant
County Superior Court(Adult Felony Only), Overflow/Conflicts Contractor, between Grant
County and N. Smith Hagopian. Term is September 26, 2013 through December 31, 2014.

MISCELLANEOUS ITEMS
As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of$497,635.12 as recorded on a listing
and made available to the Board.
The Chair of the Board was authorized to sign the Health District Voucher listing in the amount of
$3,838.59.
The Commissioners approved and signed the Grant County Payroll Authorization form for the
September 25, 2013 payroll,

The session was continued at 9;00 a.m. with all the Commissioners in attendance.
9:00 a,m.—9:50 a.m. J Moberg, Lane vs. Grant County Discussion
11:00 a.m.—11:20 a.m. Open Record Public Hearing, Louzena Tebow Open Space Application
The Commissioners held an Open Record Public Hearing to consider an application for
Classification as Open Space Land for Current Use Assessment under Chapter 84.34 RCW from
Louzena Tebow of approximately 3-acres located in Lot 1 of the Delbert Tebow Short Plat 24-32
within S 25,T 21, R 28,WM (Parcel No. 313395000).
Pam Hill discussed the project stating the parcel was once part of a farm ground and has corals
on it, The property owners sold the surrounding property with the notation in the contract that
Ms, Tebow has first rights to buy back the property if the new awners decide to sell. Currently
the land is classified as Farm and Agricultural land and requesting to change it to Farm and
Agricultural Conservation land.
Commissioner Carter recused herself from the hearing as she helped the proponents through
the process of the open space application. Commissioner Swartz moved to close the public
comment portion of the hearing. Commissioner Stevens seconded and the motion passed with
2 Commissioners voting. Commissioner Stevens moved approve the application as presented.
Commissioner Swartz seconded and the motion passed with 2 Commissioners voting. The
hearing adjourned. (Approved)

The following bids were received:
1. Halme Builders $159.973.00
2. Advanced Excavation, Inc. $150,736.00
3. J&I< Earthworks $215,000.00
4. Tommer Construction $128,333.00
A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to turn over the
bids to Public Works for their review and recommendation. The motion passed with 2
Commissioners in attendance.

2:30 p.m.—2:50 p.m. D Lee, Prosecuting Attorney's Office Update
Pursuant to RCW 42.30.110(1)(i) Commissioner Carter called an Executive Session to order at
2:43 p.m.to go until 2:53 p.m. regarding the REC Litigation. In attendance were Commissioners
Stevens, Carter,Swartz, and Lee Pence, Civil Deputy Prosecuting Attorney, The session was then
continued to 2:55 p,m. Commissioner Carter closed the session at 2:55 p.m.
3:00 p.m.—3:15 p.m. Consent Agenda (Items 1 through 7)
COMMISSIONERS OFFICE
1. Commissioners Office and Public Defense Vouchers. (Approved)
2. Commissioners September 16, 2013 Minutes for approval. (Approved)
3. Budget transfer request from the Civil Service Commission in the amount of$1,000,00 from
their Advertising Fund to the Miscellaneous Civil Service Fund. The Commission no longer
' advertises so they can use these funds to cover other expenses. (Approved)
4. Budget extension request in the amount of$4,542.00 to cover wages and benefit costs for the
Chief Examiner for the remainder of 2013. (Approved,the public hearing was set for October
22,2013 at 10:30 a.m.)
SHERIFF'S OFFICE
5. Budget extension request in the amount of$10,493.00 to receive an Edward Byrne Memorial
Justice Assistance Grant(JAG) and purchase Bail out Bags and miscellaneous ammunition.
(Approved,the public hearing was set for October 22, 2013 at 10:30 a.m.)
