Item 4 was not ready for signature,The , motion passed unanimously, 1, Possible vouchers for Interfund Communications, insurance, and/or grant administration. (Approved) 2.. Contract Agreement#146H1678 Mental Health Services Program: Boarding Home, between Spokane County, by and between Spokane Community Services, Housing, and Community Development Department and Grant County, by and through Grant Integrated Services. Term is May 1, 2014 through September 30, 2014 with Non-Medicaid Funding at the rate of$47,00 for each day a currently enrolled and authorized individual is provided Boarding Home (Cityview) services pursuant to the Agreement. Open Record Public Hearing, Department of Commerce CDBG 2014 General Purpose Grant Funding The Commissioners held an Open Record Public Hearing in regard to Grant County's intention to submit an application to the State of Washington for 2014 Community Development Block Grant (CDBG) General Purpose Grant funding. June Strickler,Administrative Services Caordinator for Grant County,stated the purpose of the i public hearing is to review community development and housing needs, inform citizens of the �I availability of funds and eligible uses of the state Community Development Block Grant(CDBG) funds, and receive comments on proposed activities, particularly from lower income persons I residing in the Grant and Adams County areas. Comments on the County's intention to apply for ; 2014 CDBG grant funding will also be received. ;' I 1 � ,� Page 3 of 8 I Grant County Commissioners Minutes Week of May 12, 2A14 The following handouts are available in both English and Spanish and please note that a Spanish interpreter is available also: • Grant County's CDBG Public Participation Plan,which includes the County's Grievance Procedure; , • The Department of Commerce's Community Development Block Grant Program Public Hearing Handout; and • The Federal Citizen Participation Requirements for Local Government Applicanis to the State CDBG Program. Any individuals interested in or requiring technical assistance to become knowledgeable with the CDBG program or who desire to cantribute ideas to solving some of the community's needs will be provided assistance upon request to the County's CDBG Citizen Participation Coordinator,June Strid<ler. This is a competitive funding application process. Should the County obtain funding, it will be in an amount no higher than$1 million, which will be used for the successful application project. Grant County has been requested to apply for 2014 CDBG General Purpose Grant funds for two separate projects: (1)the Royal Water District's WaterSystem Improvement Project; and (2) Mcl<ay Healthcare & Rehab's Boiler Plant Replacement. An entity is permitted to submit only one CDBG General Purpose Grant application per year and a�r the time of publication of the Hearing Notice it was not yet I<nown which of the above projects Grant County would be sponsoring for a funding application. Since publication of the Hearing Notice,the County has been advised by representatives of McKay Healthcare and Rehabilitation that it intends to seek County sponsorship for a funding application on its Boiler Plant Replacement project in next year's funding cycle (2015). This leaves the Roya) Water District's WaterSystem Improvement Project as the potential project the County will submit an application to the Department of Commerce for this year. Matt Morkert of Century West Engineering, who represents the Royal Water District,who operates a small district with 43 customer connections in southern Grant County, northeast of Royal City. The have issues with their water system that were identified by a Planning process. The District needs to improve their storage capacity and their pipes are old and leaking. � i Commissioner Stevens moved to ciose the public comment portion of the hearing. �� Commissioner Carter seconded and the motion passed unanimously.
