The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.

A motion was made by Commissioner Swartz, seconded by Commissioner Stevens,to approve items 1
through 15, 24, and 36 on the ASC Agenda as presented. Items 16 through 23, and 25 through 35 were
not ready for signature. The motion passed unanimously.

The Commissioners approved and signed the Grant County Public Works Payroll Salary Fund for
, December 13, 2013 payroll.
The Commissioners signed a letter of support to the Moses Lake Irrigation and Rehabilitation District
efforts to secure funding for the replacement of the Moses Lake North Dam Outlet Structure and Sand
Dunes Road.

The following bids were received:
1. Seubert Excavators, Inc. $975,331.30
2. DeAtley Crusting Company $731,450.00
A motion was made by Commissioner Swartz, seconded by Commissioner Stevens, to turn over the ,
bids to Public Works for their review and recommendation, The motion passed unanimously.
2:00 p.m.—2:20 p.m, Open Record Public Hearing, Creative Living Inc. Franchise Application
The Commissioners held and Open Record Public Hearing to consider a Franchise application
from Creative Living Inc. for water, sewer and dry utilities along Moore Rd. at Blue Lake, located
in S 29,T 24 W, R 27 E, WM (Parcel#162192000),
Jeff Tincher, Public Works Director, discussed the application and recommended approval.
Commissioner Swartz moved to close the public comment portion of the hearing. Commissioner
Stevens seconded and the motion passed unanimously. Commissioner Stevens moved to
approve the Franchise as presented. Commissioner Swartz seconded and the motion passed
unanimously. The hearing adjourned. (Approved,Order signed)
2:30 p.m.—2:50 p.m. D Lee, Prosecuting Attorney's Office Update
Pursuant to RCW 42.30.110(1)(i) Commissioner Carter called an Executive Session to order at
2:50 p.m. to go until 2:55 p.m. regarding the REC Litigation and RCW 5.60.060(2)(a). In
attendance were Commissioners Stevens, Carter,Swartz, and Lee Pence, Civil Deputy Attorney.
Commissioner Carter closed the session at 2:55 p.m.

A motion was made by Commissioner Stevens, seconded by Commissioner Swartz,to approve items 1

4. Appointment of Richard Pulis to the Board of Equalization, replacing Jim Pritchard. The term will

Commissioners Carter and Swartz authorized the Clerk of the Board to stamp their signature of
approval, and Commissioner Stevens signed approval of the letter from the Public Works Director to
award the 2014 Crushing and Stockpiling project to DeAtley Crushing Company from Lewiston, ID in the
amount of$731,450.00.
