The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.

A motion was made by Commissioner Carter, seconded by Commissioner Stevens,to approve items 1 I
and 2 on the ASC Agenda as presented. The motion passed unanimously. ;
1. Contract Amendment No. 13MHBG1567(1j Mental Health Services between Grant County,
Grant Integrated Services and Spokane County, by and between Spol<ane County Regional
Support Network (SCRSN), a Division of Spokane County Community Services, Housing, and
Community Development Department (CSHCD), increasing the funding for their Mental Health
Block Grant by$30,000.00,to a new total of$81,942.75. (Approved) !
2. 2014 Spirituous Liquor Agreement between Grant County, Sheriff's Office,Aramark
Entertainment, Inc., and Live Nation, Inc.,for the management of food and beverage business at '
the Gorge Amphitheater. Term is upon signature through December 31, 2014. (Approved) � '

1. Execution of Contracts between Grant County and Bud Clary Ford of Moses Lake for the Auto's
and Pickups (Equipment Contract 2014-02). (Approved)
2. Authorization to Call for Bids: Hartline Shop Replacement with a bid opening date of May 6tn,
2014 at 1:30 pm. (Approved, but later amended to hold the bid opening on May 27,2014 at
1:30 p.m.)
3. Recommendation to award the B-SE and 10-SE road projects (CRP 13-16)to AGR Contracting Inc.
in the amount of$376,813.22. (Approved)
4. Request to purchase 4 computers and 3 laptops for the Public Works Department and Solid
Waste Department, in the amounts of$11,485.31. (Approved)
1:30 p,m.—1:40 p,m. Bid Opening, N-NE Project (CRP 13-15)
The following bids were received:
1. Advanced Excavation, Inc. $162,176.00
2. Tommer Construction $72,333,00
3. HLT Construction $87,153.80
4. North Central Construction $126,169,00
A motion was made by Commissioner Carter, seconded by Commissioner Stevens,to turn over the
bids to Public Works for their review and recommendation. The motion passed with 2
Commissioners in attendance.
1:45 p.m.—1;55 p.m. Bid Opening, Alternate Daily Cover Materials(Materials Contract
2014-10)
The following bids were received:
1. LSC Environmental Products, LLC $123,718,70
2. Central Fiber $82,587.63
A motion was made by Commissioner Carter, seconded by Commissioner Stevens,to turn over the
bids to Public Works for their review and recommendation. The motion passed with 2
Commissioners in attendance.

Pursuant to RCW 42.30.110(1)(i) Commissioner Swartz called an Executive Session to order at '
2:48 p.m.to go until 2:53 p.m. regarding Potential Litigation—Planned Unit Development in '�
District#2. In attendance were Commissioners Stevens, Carter,Swartz, and Lee Pence, Civil
Deputy Attorney. Commissioner Stevens closed the session at 2:53 p.m. l

6. Budget extension request in the amount of$1,832.00 to receive a Traffic Safety Equipment
reimbursement grant from the Washington Association of Sheriffs and Police Chiefs to purchase
4-portable breath test units. (Approved,the public hearing was set for May 24,2014 at 9:00
a.m.)
HUMAN RESOURCES
7. Personnel Action Request Recommendation regarding a request from the Sheriff's Office for an
exception to the hiring freeze to hire 1-Records Specialist due to a recent resignation. The
Director recommends approval. (Approved)
8. Personnel Action Request Recommendation regarding a request from the Clerk's Office for an
exception to the hiring freeze to hire 1-Chief Deputy due to a recent separation. The Director
recommends approval. (Approved)
PLANNING DEPARTMENT
9. Ordinance No. 14-020-CC amending Chapter 13 of the Grant County Comprehensive Plan,
Chapter 24.12 of the Grant County Code,the repeal of existing Chapter 24.12 of the Grant
County Code,the repeal of the 1975 Shoreline Master Program, and the adoption of the �
companion documents relevant to the updated Shoreline Master Program. (Approved)

10, Award recommendations for the Grant County Courthouse Sidewalk Replacement project
(FM14002) and the Grant County Parking Lot Replacement project (FM14003):
� a, No bids were received for the Sidewalk Replacement project. The Manager
recommends contacting local companies off the MRSC Small Works Roster and ask for
proposals; (Approved)
b. 2 bids were received for the Parking Lot Replacement project:
i. Central Washington Asphalt $44,500.00
ii. Granite Construction $59,650.00
The Manager recommends rejecting all bids based on the bids submitted are above the
budgeted amount for the project and further recommends that he contact the 2 bidders
as with others on the MRSC Small Works Roster to see if they would like to
submit/resubmit their bids, (Approved)

MISCELLANEOUS ITEMS
Recommendation from the Public Works Director to award the bid for the N-NE Road project (CRP 13-
15)to Tommer Construction in the amount of$72,333.00. (Approved)
As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of$775,989.73, as recorded on a listing
and made available to the Board.
The Chair of the Board was authorized to sign the Health District Voucher lis�ting in the amount of
$4,832.66.
The Commissioners signed a letter of support for the Port of Moses Lake application for an ARRA Surface
Transportation Grant for the Northern Calumbia Basin Railroad Project.
