GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY, FEBRUARY 10.2014
The Grant County Commissioners session began at 8:30 a.m, with Commissioners Stevens and Carter in
attendance. Commissioner Swartz was out and excused.
8:30 a.m.—9:00 a.m. Elected Official Roundtable Meeting
9:00 a.m.—9:50 a.m. J Strickler,ASC Update and Misc. BOCC Action
A motion was made by Commissioner Carter, seconded by Commissioner Stevens,to approve item 1,
and � through 5 on the ASC Agenda as presented. Item 2 did not arrive for signature. The motion
passed with 2 Commissioners in attendance,
1. Possible vouchers for Interfund Communications, insurance, and/or grant administration.
(Approved)
2. Anticipating: Interlocal Agreement(MLIRD Assessment Roll) between Grant County, by and
through the Office of the Grant County Treasurer,and the Moses Lake Irrigation and
Rehabilitation District regarding the combined foreclosure for all property taxes,all
irrigation district assessments, and all costs and interest owing to both entities pursuant to
RCW 84.64. Term is date of final signing authority and only applies to 2014 assessment
values and/or prior years affected or impacted by 2014 assessment values. (Did not arrive
for signature)
3. Security Services Agreement between Grant County and PPC Solutions, Inc. for the provision
of security services to be stationed in and about the Grant County Fairgrounds as specified
by the County. Term is February 1, 2014 through January 31, 2015. (Approved)
4. Grant County Reimbursement Request#1 on Washington State Department of Commerce
Consolidated Homeless Grant (CHG) on Contract#14-46108-10, administered through the ,
Housing Authority of Grant County, in the amount of$19,027,15. (Approved)
5. Contract between Grant County, by and through Grant Integrated Services, and Lengo
Construction, Inc. for the repair and/or renovation of all shower facilities located at City
View Residential,Assisted Living Facility, 836 E. Plum Street in Moses Lake, I
Washington. Term will be from the County's issuance of the Notice to Proceed until project
completion. (Approved, Resolution No. 14-006-CC,waiving competitive bidding �

10:30 a.m.—10:45 a.m. Citizen Public Comment Period
Paul Jones and Jacl<Getz (?) came today hoping that other citizens would be attending and
tall<ing about their property assessment and taxes. He did not plan to come to the table and talk
to the Commissioners. Discussion ensued with them sitting in the benches about property
assessment and taxes.
' In 2013, he stated his half acre lots were valued at twice the amount as his acre lots. The
Commissioners said the zoning of the lots could be a factor.
Commissioner Stevens relayed to them that the County Commissioners do not have jurisdiction
over the Assessor's Office or the other Elected Officials,they only set their budget.
Commissioner Carter offered to walk over to the Assessor's Office and assist Mr.Jones with
getting some information.

3:00 p.m.—3:20 p,m. Open Record Public Hearing, Repealing Ordinance No. 09-097-CC and
adopting the Current Washington State Building Code and new Fee
Schedule for Building Permits
The Commissioners held an Open Record Public Hearing to amend Grant County Ordinance No.
09-097-CC and repealing Ch, 14.04 of the Grant County Code and all other Ordinances and parts
of Ordinances in conflict therewith; reenacting a new section of the Grant County Code
regulating the erection, construction, enlargement, alteration, repair, moving, removal,
demolition, conversion and occupancy of buildings and structures within Grant County;
providing for the issuance of permits and the collection of permit fees therefore; and, providing
for penalties for the violations thereof.
Dave Nelson, Building Department Director, discussed the Ordinance to adopt the Washington
State Building Code, Washington State adopts the building code every 3 years and it's a product
of the International Code Council. The ICC writes the code and local jurisdictions adopt this.

Some of the changes include:
1, Ch. 1 Administration—the language "placement of common temporary structures"was
added;
2, A 109.6—Changes that all refunds will be per the Fee Schedule;
3. Ch 9. A 112.1.1—Appeals—Establishing an appeals process and utilizing a Hearings
Examiner for this process.
One of the major changes they are accomplishing is to adopt the Washington State Building
Code in general, not adopt each 3 year State Adoption, We will automatically be in line with the
State Building Code, leaving the date out.
Justin Brimer, Columbia Basin Herald, asked if the building department fees will be increased?
Dave Nelson said yes and that will be discussed next.
Dave Nelson discussed the Resolution adopting the fee schedule, stating the County has not
changed their most of the residential fees since 2003 while the others were increased and I<ept
in line with the ICC and Washington State levels. He stated Grant County is still under most of
the other comparative jurisdictions fees.
The February 2014 Fee Schedule—this table was last published in the 2003 building code. The
Grant County Building Department is still proposing to use this code.
A new addition to the Fee Schedule is the February 2014 Fire Marshal Fees, which was always in
the International Fire Code, but now Grant County is adding this to the fee schedule.
Justin Brimer asked which other jurisdictions the Director used for comparisons. Mr. Nelson
stated he used Yakima Co, Douglas Co, I<ittitas Co,City of Ephrata,Spokane Co, City of Moses
Lake,and Chelan Co.
Commissioner Carter moved to close the public comment portion of the hearing. Commissioner
Stevens seconded and the motion passed with 2 Commissioners in attendance. Commissioner
Carter moved to adopt the Washington State Building Code as presented. Commissioner
Stevens seconded and the motion passed with 2 Commissioners in attendance. Commissioner
Carter moved to adopt the Fee Schedule as presented. Commissioner Stevens seconded and
the motion passed with 2 Commissioners in attendance, The hearing adjourned, (Approved,
Ordinance No. 14-007-CC adopting the Washington State Building Code,and Resolution No.
14-008-CC adopting a new fee schedule.)
