The Grant County Commissioners session began at 9:00 a.m. with Commissioners Stevens and Carter in
attendance, Commissioner Swartz was out until 10:00 a.m.
9:00 a.m.—9:20 a.m. J Strickler,ASC Update and Misc. BOCC Action
A motion was made by Commissioner Carter, seconded by Commissioner Stevens,to approve the ASC
Agenda as presented. The motion passed with 2 Commissioners in attendance.
1. Possible vouchers for Interfund Communications, insurance, and/or grant administration.
(Approved)
2. Interlocal Agreement (MLIRD Assessment Roll) between Grant County, by and through the
Office of the Grant County Treasurer, and the Moses Lake Irrigation and Rehabilitation District
regarding the combined foreclosure for all property taxes, all irrigation district assessments, and
all costs and interest owing to both entities pursuant to RCW 84.64. Term is date of final signing
authority and only applies to 2014 assessment values and/or prior years affected or impacted by
2014 assessment values. (Approved)
3. Anticiqating; Interlocal Agreement between Grant County and the Town of Wilson Creek to sub-
grant, through a Coordinated Prevention Grant from the Washington State Department of
Ecology(WSDOE), in the Town's effort to operate and maintain a yard waste collection program
for town residents in order to divert yard waste from the Ephrata Landfill. Grant funding is for
up to$6,750;term is date of Agreement final signature to the County's contract with WSDOE, ,

4. Services Agreement between Grant County, by and through Grant County Superior Court, and �
Mary Jane Castillo, dba Bi-Lingual Services, for the provision of interpreter services in Grant i
County Superior Court. Term is March 1, 2014 through March 1, 2015. (Approved) ;
5. Interlocal Agreement between the Franklin Conservation District/Columbia Basin Ground Water �

Management Area and Grant County, Washington for the position of Coordinator/Facilitator !
(Executive Director) Consultant for the Columbia Basin Groundwater Management Area. Term '
is September 1, 2013 through June 30, 2015, (Approved) �
6. 2014 Grant County Sheriff Towing Contract between Grant County, by and through the Grant �
County Sheriff's Office, and Davis Towing. Term is January 1, 2014 through December 31, 2014. �

1. Program change request from Compu-Tech to extract data for the new Building Permit System,
Paladin Software. The approximate cost is not to exceed $1,300.00. (Approved)
11:30 a.m.—11:50 a.m. Open Record Public Hearing, Ordinance Amending Ch. 11.34 of the
, Grant County Code titled Operation of Golf Carts
The Commissioners held an Open Record Public Hearing to consider an Ordinance amending Ch.
11.34 of the Grant County Code re: regulation and use of Golf Carts (or similar vehicles)on
public property within Grant County.
' Tom Jones, Sheriff, discussed the Ordinance being proposed stating the changes being
requested today are to eliminate the need for the annual fee and inspection.
Commissioner Carter moved to close the public comment portion of the hearing. Commissioner
Stevens seconded and the motion passed unanimously. Commissioner Stevens moved to
approve the Ordinance with the amendments as presented. Commissioner Carter seconded and
the motion passed unanimously. The hearing adjourned. (Ordinance No. 14-011-CC)

Due to time constraints, Commissioners Stevens and Carter signed the Special Occasion License
application for the Fraternal Order of Eagles 2622, Ladies Auxiliary, 1517 W Broadway, Moses Lake,WA
98837, from the Washington State Liquor Control Board.
The Commissioners approved and signed the Grant Public Works County Payroll Salary Fund for the
February 21, 2014 payroll.
