The Grant County Commissioners session began at 8:3o a.m. with all the Commissioners in attendance.

Appointment Discussion
The Commissioners reviewed letters of interest submitted by citizens of the County. It was
decided that more time is needed to make a decision. This item is being tabled.

10:30 a.m. — 10:5o a.m. Open Record Public Hearing, Declaration of Surplus Property and
Approval of Sale / Roller Estate in Electric City
The Commissioners held an Open Record Public Hearing to declare surplus and note the intent to
sell real property donated by Betty Roller. The property is located at 324 Sunny Drive in Electric
City. Clarence Brown, Coulee Dam, came to ask questions and give his input on what he thought
Betty Roller would want done with her property. He believed Ms. Roller's personal belongings
were going to be given to the women at the shelter, not sold as a whole along with the house.
Commissioner Carter explained that even -thing has to be surplused then New Hope will either
sell or gift the property. Darryl Pheasant, Treasurer, stated that a determination of value is going
to be needed. New Hope can keep the home, have a public auction, or transfer it to another
governmental entity. If a public auction is requested, the County must publish its intent for 2
weeks in the Star Newspaper and the county paper of record, and determine a starting bid price.
Notice will also be sent to adjacent property owners and to the list of citizens who have signed to
be notified of property- foreclosure sales. It must be determined if payment is going to be cash in
full or allow contract options. Net proceeds from the sale will be deposited in New Hope's fund.
Commissioner Stevens moved to close the public comment portion of the hearing. Commissioner
Swartz seconded and the motion passed unanimously. Commissioner Swartz moved to declare
the property surplus and note the intent to sell the property. Commissioner Swartz seconded and
the motion passed unanimously. The hearing adjourned. (Resolution No. 10 -o81 -CC)

1. Ordinance / Resolution 10 -082 -CC increasing the regular
property tax levy by 0.75501% for the 2011 year, in the amount of
S59,19r.00. (It was later determined that the figures listed
were incorrect. A revised Ordinance / Resolution will be
given to the BOCC at Public Works 11/g/10 meeting).
2:30 P.M. — 3:20 P.M. A Lee, Prosecuting Attorney's Office Update
Pursuant to RCW 42.30.110 (1)(i) Commissioner Carter called an Executive Session regarding
City of Moses Lake vs. Grant County to order at 2:35 p.m. to go until 2:45 p.m. The session was
continued until 2:55 p.m. The Executive Session subject changed to Cable Franchise Potential
Litigation at 2:55 p.m. to go until 3:15 p.m. Commissioner Carter closed the session at 3:15 p.m.
3:30 P.M. — 3:45 P.M. Consent Agenda (Items 1 through 6)
1. Commissioners Office Vouchers (Approved)
2. Commissioners October 18, 2010 Minutes for approval. (Approved)
3. Budget extension request for the Boundary Review Board in the
amount of S133.00 to cover the cost of a meeting and hearing that
was unforeseen when the 2010 budget was set. (Approved, a
public hearing will be held toward the end of the year)
4. Budget extension request for Interfund Communications in the
amount of S4,800.00 to cover the cost of regular salaries / wages and
medical / life insurance costs through the end of 2010. (Approved a
public hearing will be held toward the end of the year)
5. Request from the Administrative Services Coordinator to release
grant award monies and the remaining administrative fee on the Port
of Ephrata SIP *2oo8-07, Transportation/Infrastructure
Enhancement Phase II. The balance of the grant is S50,000.00 and
the 2.5% Administrative Fee is $1,250.00. (Approved)
6. Request from the North Central Regional Library to re -appoint
Deborah Moore to their Board of Trustees. (Approved)
MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of $8495, 5442,386.92, and S69,846.26
as recorded on a listing and made available to the Board.
A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to appoint George
Nutter to the Civil Service Commission and to appoint Susan Chlarson to the Solid Waste Advisory
Committee. The motion passed unanimously.

Commissioner Stevens signed and Commissioner Carter authorized the Clerk of the Board to stamp her
