GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY OCTOBER 18,2010:
The Grant County Commissioners session began at 8:3o a.m. with all the Commissioners in attendance.

9:oo a.m. — 9:to a.m. Request from the Facilities and Maintenance Department for an
emergency removal and replacement of the existing hydraulic cylinder to
the Jail elevator. The cost is $44,459.00. (This item was approved
and set for a budget extension hearing on November 17, 2010
at 3:30 p.m.)
9:10 a.m. — 9:5o a.m. J Strickler, ASC Update and Misc BOCC Action
A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to approve items 1
through 4 on the ASC Agenda as presented below. The motion passed unanimously.
1. Possible vouchers for Interfund Communications, insurance, and/or
grant administration. (Approved)
2. Class V — Community Restitution Project Description, Washington
State Department of Corrections and Grant County, Washington for
Master Contract Number COCO7221. Project period is November
2010 through July 2012. (Approved)
3. Signature Authorization form for Department of Commerce Grant
No. 10-64100-002, Public Services Grant. (Approved)
4. Grant County Request for Reimbursement $ t to the Department of
Commerce CDBG Public Services Grant No. 10-64100-002 with the
OIC of Washington in the amount of $20,569.79. (Approved)

A motion was made by Commissioner Swartz, seconded by Commissioner Stevens, to approve items 1
through 9 on the Consent Agenda as presented below. The motion passed unanimously.

Washington State Liquor Control Board. (Approved)
4. Health Insurance Committee recommendation for plan year 2011 as
follows: (Approved)
Increase funding to the health insurance plans by 8% based
on the following:
L. a reduction from four plans (the core and buy -up
with changes and the core and buy -up without
changes from the 2010 plan year) to two plans
(only the core and buy -up plans with changes from
the 2010 plan year). This change alone accounts
for a 4.6% projected increase based on current
plan experience.
2. an additional 3.4% increase based on projected
changes in health care reform and funding
required by the Office of Financial Management.
The Office of Financial Management requires 16
weeks of reserves for self-funded plans which we
currently do not meet. The increase in funding
should help in meeting this requirement.

• In order to be in compliance with mental health parity laws,
the HIC recommends changing the outpatient MHSA facility
benefit to l00% with no deductible in -network effective
1/1/2011.
• Implement a voluntary long-term disability plan with a 90
day elimination period with SunLife as the provider. This
plan would be fully funded by the employee with no
contribution from the employer.
DISTRICT COURT
5. Second review of August 30, 2olo request for support and approval
of a third District Court Judge Position. This request was originally
denied and asked to add this position to their 2011 budget for review.

6. Resolution No. 10-o8o-CC declaring Jill Lybbert as a County
Designated Mental Health Professional effective October 30, 2010.

TECHNOLOGY SERVICES
7. Out of State Travel request for Carlos Garay to attend SANS
Forensics 408 Training in San Francisco, CA from November 7 —12,
2010. (Approved)
FACILITIES AND MAINTENANCE
8. Addendum to Proposal and Contract between Grant County and
H&H Steel Buildings, LLC for the construction, including all labor
and materials, of an Eagle Rigid Span Building at the Grant oounty
Museum. Amount if 5329,288.14 including sales tax. (Approved)
SHERIFF'S OFFICE
9. Budget Extension request in the amount of $12,500.00 to cover the
cost of extra patrols of the Desert Aire community from November 1
— December 31, 2010. The Desert Aire Home Owners Association
has renewed their agreement with the Sheriffs Office and will
reimburse the GCSO for their overtime rate for personnel and
mileage. (Approved, the hearing was set for November 17,
2010 at 3:30 p.m.)
