in the amount of $17,633.95
3. 2010 Memorandum of Agreement, Grant County — Solid
Waste Employees; regarding changes to the current
Working Agreement pertaining to the January 1, 2009
through December 31,201 CBA.
4. Request from the Port of Ephrata for an extension of the
project completion date on Grant County Port District
#9's SIP #2008-07, Transportation/Infrastructure
Enhancement Phase uI, from April 13, 2010 to October
31, 2010.
5. Anticipating: 2010 Grant County Visitor Guide
Contract between Grant County, by and through the
Grant Countv Tourism Commission, and NW Weekend
Get-Aways, LLC.
6. Anticipating: Subrecipient Agreement between Grant
County and the Grant County Housing Authority on
Washington State Department of Commerce
Homelessness Prevention and Rapid Re -Housing
Program (HPRP) Grant No. 10-46111-6o8.
7. Memorandum of Agreement between Grant County,
Grant County District Court, and the District Court
Employees Association for the purpose of addressing
2010 pay plan adjustments for certain employees. This
agreement becomes effective January 1, 2o1o.

1. Recommendation from Grant Integrated Services to award
the bid for their Janitorial Services to Clean Pros Inc. in the
amount of $500.00 per month with additional services not
included in the scope of normal cleaning to be charged based
on price per sq. ft. This was the only bid received.
2. Request from Emergency Management to purchase 2,000
message pens in the amount of S2,142.00 to educate the
public on "Shelter in Place", using Hazardous Material
Emergency Planning Grant funds.
3. January 4, 11, and 18 Commissioner Minutes for approval.

The Grant County Commissioners session was called to order at 9:oo a.m. with all the Commissioners in
attendance with the Clerk of the Board.
J STRICKLER ASC UPDATE AND MISC. BOCC ACTION
A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to approve items 1
through 4, 6, and 7 on the ASC Agenda. Item 5 was not acted upon and is being held for further review by
the Tourism Commission and Legal Counsel. The motion passed unanimously.
COMMISSIONERS WORK SESSION
A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to approve items 1
through 3 on the Commissioners Agenda. The motion passed unanimously.
MISCELLANEOUS ITEMS
The Chair of the Board was authorized to sign Gary Piercy (Gary Piercy Short Plat #2) File #09 -53o8 -o1,
Final Plat Submission and Review.
As there was no further business to come before the Board the session was continued until February 9,
2010.

The session was continued at 9:oo am with Commissioners Swartz and Stevens with the Clerk of the
Board. Commissioner Carter was out and excused.

D POHLE PUBLIC WORKS UPDATE
The Commissioners approved and signed 2 Requests to the County Road Department for Reimbursable
Work between Grant County and the Grant County Port District No. 9 for the construction and design
engineering for an Industrial Bypass Road Project.
The Commissioners approved and signed the recommendation letter from the Public Works Director to
award the Automobiles and Pickups Contracts per the attached letter.
The Commissioners approved and signed an Agreement for Permanent Release of Water Allotment
between Grant County and the Columbia Basin Irrigation District. The land is located in a portion of
Parcel 4 of the Thieme Short Plat, located in Farm Unit 89, Block 41, in the north half of the northwest
quarter of S 19, T 19 N, R 29 E, W M, Columbia Basin Project (Parcel No. 313169000).
BID OPENING MISCELLANEOUS EQUIPMENT
The following bids were received:
1. Clyde West for a Self -Propelled Power Broom $4o,t62.00
2. Wesspur for a 6" Wood Chipper 523,653.03
3. Mid -Mountain Machinery for a Rock Rake $6,56o.32
A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to turn the bids over to
Public Works for their review and recommendation. The motion passed with 2 Commissioners in
attendance.
CONSENT AGENDA
Commissioner Stevens moved to approve the Consent Agenda, Commissioner Swartz seconded and the
motion passed with 2 Commissioners in attendance, as presented below:

Request from the Lake Roosevelt Forum for a $1,000.00 contribution in 2olo. This request
was denied
Request from Basin Summer Sounds to use the Courthouse steps, lawn and other facilities for the
2010 Basin Summer Sounds event July 16 and 17, 2010.
Assumption license application for Skillman Enterprises, Inc., dba Trinidad Trading Post, 9967
Rd W.8 NW, Quincy, WA 98848-8904, from the Washington State Liquor Control Board.
Readiness and Emergency Management for Schools Grant Application Partner Agreement
(NCESD 171), agreeing to provide leadership and support to this project.
TREASURER'S OFFICE
Request from the County Treasurer to adopt the latest revision of the County Investment Policy
(Finance Committee Resolution No. 2009-1).

Personnel Action Request for the salary, wage, and/or position changes for Joseph Carter,
Technology Services.
Personnel Action Request Recommendation for the Assessor's Office for an exception to the
hiring freeze to hire 1 Personal Property Deputy III position. The Director recommends approval.
MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.o8o, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of $128,979.03 and S615,469.37 as
recorded on a listing and made available to the Board.
As there was no further business to come before the Board the session was continued until February 11,
2010.

MISCELLANEOUS ITEMS
The Chair of the Board was authorized to sign the Tom Downs (Tom Downs Short Plat (Portion of FU 122,
Blk 75) File #09-5358-01; and the Moses Lake School District / P.J. DeBenedetti (Stratford Road High
School Short Plat) File #09-53ro-o1, Final Plat Submission and Review.
The Commissioners signed the Public Works Claims Fund Voucher Approval No. 02-1 through No. 02-122 in
the total amount of $1,149,537.47 as recorded on a listing and made available to the Board.
The Commissioners approved and signed the February 10, 2010 Payroll Pick-up Sheet.
As there was no further business to come before the Board the session was continued until February 15,
2010.
