IN THE MATTER OF APPROVING A
PRELIMINARY PLAT OF 160.44 ACRES
INTO SIX LOTS IN THE AGRICULTURE APPROVING A PRELIMINARY
ZONE, THE PROJECT SITE IS LOCATED PLAT FOR
IN A PORTION OF THE NE '/4 OF
SECTION 27, TOWNSHIP 19 N., RANGE TROY LATHAM
27 E., W.M., GRANT COUNTY, WA.
WHEREAS, the Grant County Board of County Commissioners have been
advised that an open record public hearing was conducted, before the Grant County Planning
Commission on February 3, 2010 in the matter of a preliminary plat of a 160.44 -acre parcel,
located in the northeast quarter of Section 27, Township 19 North, Range 27 East, Willamette
Meridian, Grant County, Washington (Parcel #s 21-1359-000 & 21-1360-000); and,
WHEREAS, the Grant County Planning Commission on February 3, 2010
recommended to the Board of County Commissioners to approve this proposed preliminary plat
with five (5) conditions of approval and ten (10) findings of fact in the affirmative; and,
WHEREAS, the Grant County Board of Commissioners held a closed record
public hearing on March 9, 2010; and,
WHEREAS, the Board of County Commissioners, have reviewed the application
material, staff report and a summary of the Planning Commission hearing; and,
WHEREAS, the Board of County Commissioners have found that the proposal
will not adversely affect the health, safety, and general welfare of the public in the vicinity of the
proposal; and,
WHEREAS, the Board of County Commissioners have found that the proposal is
consistent with the Grant County Comprehensive Plan, the Unified Development Code, Chapter
23.04 "Zoning", other land use regulations, and SEPA; and,
WHEREAS, the Board of County Commissioners have found that the public use
and interest will apparently be served by the plat; and
WHEREAS, the proposed plat, subject to the conditions of approval, meets the
applicable requirements of Unified Development Code, Chapter 22.04 "Land Division"; and,
WHEREAS, the proposed preliminary plat does comply with the Health
District's requirements for sewage disposal and potable water supply; and,
WHEREAS, the proposed preliminary plat does contain an accurate legal
description of the lots being created, and the roads and easements therein; and,
WHEREAS, the proposed preliminary plat does comply with Grant County
regulations pertaining to roads, utilities, drainage, access for emergency vehicles, and other
infrastructure improvements; and,
WHEREAS, the Board of County Commissioners has made a decision to
approve the Latham Major Plat,
NOW, THEREFORE, BE TT RESOLVED, that the Board of County
Commissioners for Grant County, Washington approve by this Resolution, with five (5)
conditions of approval listed below, a preliminary plat located in the northeast quarter of Section
27, Township 19 North, Range 27 East, Willamette Meridian, Grant County, Washington. Parcel
#s 21-1359-000 & 21-1360-000.
CONDITIONS OFAPPROVAL
1. The applicant shall comply with all requirements as deemed necessary by the Grant
County Planning Department, including but not limited to:
a. All requirements of GCC § 22.04, Article V "Subdivisions and Short
Subdivisions" and all other pertinent portions of Grant County Code.
b. Development shall comply with all requirements included in the SEPA Mitigated
Determination of Non -Significance issued on November 2, 2009.
c. Pursuant to GCC § 23.12.075(e)(8), at least fifty (50) percent of the parent parcel
shall be maintained as Open Space and be delineated on the face of the plat.
d. Note on page 1 of the plat should state "No Residential Building Permit Allocated
for Lots 3 & 6 Under Existing Agricultural Zoning Designation" not lot 5.
e. On sheet 4 under Plat Information, Max permitted DUs should be 4, not 4
Residential, 2 Open Space.
2. The applicant shall comply with all requirements as deemed necessary by Grant County
Public Works, including but not limited to:
a. Provide plat check fee of $100 for short plats
b. Provide a plat certificate from the title company for all land being dedicated to
Grant County.
c. An Approach Permit shall be obtained prior to a building permit.
d. All lots shall have a minimum of 50' of frontage on a County maintained or
Private Rd. Lot 5 only has 40'
e. No Access Hatching shall be added to the northeast corner of Lot 1, 100' in both
directions.

3. The applicant shall comply with all requirements as deemed necessary by the Grant
County Health District, including but not limited to:
a. A site registration will be needed for lots 1 and 2 to determine suitability for
septic system installation. Work must be done by a licensed septic system
installer or engineer. Contact Health District for names of qualified individuals.
4. The applicant shall comply with all requirements as deemed necessary by the Quincy -
Columbia Basin Irrigation District, including but not limited to:
a. QCBID plat fee of $50 for the first split (first two lots), plus $10 each additional
lot.
b. A useable irrigation right-of-way from the legal point of water delivery to each
segregation within the Farm Unit is to be drawn on the face of the plat. If access
to turnout cannot be obtained, the water must be released before the plat is signed.
5. The applicant shall comply with all requirements as deemed necessary by the Grant
County Assessor's Office, including but not limited to:
a. Dedication needs Troy Dean Latham listed in it as well.
