Electric in the amount of $43,211.92.
3. Request from Grant Integrated Services to decrease the New Hope
revolving fund by $250.00 and increase its petty cash fund by
$250.00.
4. Approval of the February 22, March 1, and 8, 2010 Commissioner

The Grant County Commissioners session was called to order at 8:3o a.m. with Commissioners Carter and
Stevens in attendance with the Clerk of the Board. Commissioner Swartz was out and excused.
J STRICKLER. ASC UPDATE AND MISC. BOCC ACTION
A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to approve items 1
through 5 on the ASC Agenda. The motion passed with 2 Commissioners in attendance.
COMMISSIONERS WORK SESSION
A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to approve items 1
through 4 as listed on the Work Session Agenda. Resolution No. 10 -023 -CC was assigned to item 3
(decreasing revolving checking account) and Resolution No. 10 -024 -CC was assigned to item 3
(increasing Petty Cash Fund). The motion passed with 2 Commissioners in attendance.
COUNTY PAPER OF RECORD - DECISION
The Commissioners held an Open Record Public Hearing to make their decision on the 2010-2011 paper
of record. Bids received were:
1. Grant County Journal for $2.55 per column inch, with a circulation of 2,54o households.
2. Columbia Basin Herald for S1.99 per column inch, with a circulation of 9,927 households.
Commissioner Stevens moved to award the bid for county printer to the Columbia Basin Herald.
Commissioner Carter seconded and the motion passed with 2 Commissioners in attendance. The hearing
adjourned.
MISCELLANEOUS ITEMS
The Chair of the Board was authorized to sign a Certificate of Eligibility for Contracted Public
Defender/Prosecutor Access to JIS-Link between Lyliane S. Couture, Grant County, and the State of
Washington Administrative Office of the Courts.
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.o8o, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of $1oo.00 and $287,448.32 as recorded
on a listing and made available to the Board.
As there was no further business to come before the Board the session was continued until April 6, 2010.

The session was continued at 10:3o am with Commissioners Carter and Stevens in attendance with the
Clerk of the Board. Commissioner Swartz was out in the a.m. and returned to the office in the p.m.
D POHLE, PUBLIC WORKS UPDATE
The Commissioners approved and signed items 2 and 3 as listed above. Item 2 was set for hearing on
April 20, 2010 at 2:00 P.M.
The Commissioners approved the out of state travel request for Derek Pohle to attend the National
Association of County Engineers (NACE) conference from April 24-29, 2010 in Ft. Worth, TX.
OPEN RECORD PUBLIC HEARING CITY OF QUINCY FRANCHISE APPLICATION
The Commissioners held an Open Record Public Hearing regarding a franchise application from the City
of Quincy to construct, operate and maintain domestic water mainlines and other pipelines and related
facilities on certain County Road Rights -of -Way within the County of Grant, State of Washington, for the
purpose of carrying and conveydng water for a period of fifty (50) years for 12 -inch RW, 18 -inch IRW, and
8 -inch CWB mains within ROW, under and along and along certain County roads in Grant County,
Washington lying along Rd ii -NW. Commissioner Stevens moved to close the public comment portion of
the hearing, Commissioner Swartz seconded and the motion passed with unanimously. Commissioner
Swartz moved to approve the franchise application as presented and to sign the order granting the
franchise. Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned.

and the U.S. Department of Justice / Office of Justice Programs.
The Chair of the Board was authorized to sign the Settlement Agreement and Release between Grant
County and David K. Chester
