GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY. SEPTEMBER 20.2010:
The Grant County Commissioners session was called to order at 8:3o a.m. with Commissioners Swartz
and Stevens in attendance with the Clerk of the Board. Commissioner Carter was out in the morning and
excused.
8:3o a.m. — 8:5o a.m. Elected Official Roundtable Discussion
9:oo a.m. — 9:5o a.m. J Strickler, ASC Update and Misc BOCC Action
A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to approve items 1 and
2 on the ASC Agenda as presented below. The motion passed with 2 Commissioners in attendance.
1. Possible vouchers for Interfund Communications, insurance, and/or
grant administration. (Approved)
2. Grant Contract Agreement between the Washington State
Department of Commerce and Grant County, by and through New
Hope Domestic Violence & Sexual Assault Services through Office of
Crime Victims Advocacy Community Services and Housing Division.
Grant amount is S49,793.00 to serve immigrant victims of domestic
violence, sexual assault and stalking. Term: October 1, 2010 —
September 30, 2011. (Approved)

10:3o a.m. — 10:45 a.m. Public Comment Period
The Commissioners opened up the public comment period. This is a continuation of the August
30, 2010 public comment period. In attendance were Gil Leishman, Jim and Terry Richardson.
The Commissioners recommended they speak with their Home Owners Association regarding
their covenant issues. It was found that horses are considered "domestic" animals. They informed
the Commissioners that the 3rd horse has since been removed, but the citizens do not believe this
is an area for horses and they have found that she now wants to add chickens. The
Commissioners are unsure who enforces a Homeowners Association covenants, the citizens need
to find out. The citizen states that Norasada did not establish a homeowner's assoc. but they do
have covenants they must follow. The citizens are questioning why horses are considered a
"domestic" animal. The Commissioners recommended they speak with Dave Nelson in regards to
this issue. The home in question is owned by Colleen Colbert.
Dave Nelson came in to clarify some questions. Yes, horses are considered `domestic" animals.
Then discussion ensued about having 20,000 sq It for each animal. Dave stated that it is
interpreted not to mean 20,000 sq ft for each horse, but that each 20,000 sq ft of land can have a
horse on it. It was decided that the Commissioners do not enforce their covenants. The meeting
adjourned.

TUESDAY SEPTEMBER 21, 2010:
The session was continued at 9:oo am with Commissioners Carter and Swartz in attendance with the
Clerk of the Board. Commissioner Stevens was out and excused.

members of the Civil Service Commission
The Commissioners held a Closed Record Public Hearing to render their decision on whether or
not to increase the members of the Civil Service Commission to 5 members, from 3. This hearing
is being continued from September 7, 2010. Commissioner Carter stated that she is in favor of
the increase. Commissioner Swartz also stated that she is in favor of the increase.
A motion was made by Commissioner Swartz, seconded by Commissioner Carter, to approve the
Ordinance increasing the Civil Service Commission membership from 3 members to 5 members.
The motion passed with 2 Commissioners in attendance. The hearing adjourned.

A motion was made by Commissioner Swartz, seconded by Commissioner Carter, to approve items 1
through 5 on the Consent Agenda as presented below. The motion passed unanimously.

MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.o8o, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of S29,305.20, $400.00, $549,109.30,
$1,316.83, and 8119.12, as recorded on a listing and made available to the Board.
The Chair of the Board was authorized to sign the Ernest Knott (Pam Corzine Short Plat) File #09-5364-
ol, Final Plat Submission and Review.
As there was no further business to come before the Board the session was continued until September 22,
2010.
