This extension will cover the purchases of equipment bought with construction fund monies that is not able to be paid for by REET funds. 3. Budget Transfer request from the Chief Accountant in the amount of S223,o86.5o to transfer the funds from the above budget extension. 4. Budget Extension request from the Sheriffs Office in the amount of S2,000.00 to provide for travel expenses for a detective using Marijuana Eradication Grant fiends. 5. Budget Extension request from the Sheriff Office in the amount of $2,250.00 for small tools (hardware) and a software subscription for their Crash Data Retrieval unit. BOCC action on Columbia Basin Hospital's request for a one year extension to its Strategic Infrastructure Project (SIP) No. 2009- o5, Pharmacy/Electrical Infrastructure Upgrade, changing the deadline for project completion from July 6, 2010 to July 6, 2011. 3. Revision 3 of Directions in Community Living Residential Contract No. o963 -6716o. The revision adds professional services funding for a client. COMMISSIONERS' JUNE'7, 2010 MINUTES Page 2 of 5 4. Interlocal Agreement to Create an Interagency Narcotics Enforcement Team (INET) between Grant County (the "Parent Agency'), City of Quincy, City of Ephrata, Ephrata Police Dept., Moses Lake Police Dept., Washington State Patrol, and the Quincy Police Department. The Grant County Commissioners session was called to order at 9:oo a.m. with all the Commissioners in attendance with the Clerk of the Board. COMMISSIONERS WORK SESSION A motion was made by Commissioner Swartz, seconded by Commissioner Stevens, to approve items 1 through 5 on the Work Session. A public hearing was set for June 28, 2010 at 1:30 p.m. The motion passed unanimously. CLOSED RECORD PUBLIC HEARING BRETT AND TIFFANY CARVO MINOR ZONE CHANGE The Commissioners held a Closed Record Public Hearing regarding a Minor Zone Change application from Brett and Tiffany Carvo to change a parcel with approximately 156 f acres and will consist of changing the zoning from Agriculture to Rural Residential 1(RR1) in order to reflect the change in the Comprehensive Plan Land Use Designation as a result of the 2oo8 amendment process. Grant County expects to issue a Determination of Non -Significance (DNS) for this proposal and the Optional DNS Process in WAC 197-11-355 is being used. This may be the only opportunity to comment on the environmental impacts of this proposal. The subject area is located approximately 8 miles west of the City of Moses Lake on the east side of Hiawatha Road and south of Road 4 NE and in a portion of Section 16, Township 19 N, Range 27 E, W.M., Grant County, WA (Parcel #21-1248-000). Commissioner Stevens moved to uphold the Planning Commission recommendation and approve the application as presented, recognizing the 10 Findings of Fact. Commissioner Swartz seconded and the motion passed unanimously. The hearing adjourned. (Ordinance No. 10 -044 -CC) J 4TRICKLER. ASC UPDATE AND MISC. BOCC ACTION A motion was made by Commissioner Swartz, seconded by Commissioner Stevens, to approve items 1 through 4 on the ASC Agenda. The motion passed unanimously. MISCELLANEOUS ITEMS As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.o8o, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of $146,38954, 5481,170.25, and 538.19 as recorded on a listing and made available to the Board. The Commissioners signed the following Proclamations recognizing Grant County area athletic achievements: 1. Consent Agenda 4:00 p.m. — 4:10 p.m. Open Record Public Hearing, Planning Department Budget Extension 4:15 P.m. — 4:30 p.m. J Bush, Grant County Cell Phones OPEN RECORD PUBLIC HEARING FREDERICK AND LESLIE SLOUGH ADMINISTRATIVE APPEAL The Commissioners held an Open Record Public Hearing regarding an Administrative Appeal of a Short Plat application #10-5392 submitted by Slough Investments, LLC, 125o Basin St., Ephrata, WA 98823. The Grant County Department of Community Development granted a short plat of a 28.18 acre parcel into 4 lots in the Rural Residential 1 Zone of Grant County. The project site is approx. 7 miles NW of Moses Lake on Neppel Rd. NE, Approx. half mile north of the intersection of Neppel Rd NE and SR 17.; and is located in a portion of S 4, T 20 N, R 27 E, W M (Parcel No. 16-1612-000). This application was approved with 4 Conditions of Approval. The appellant is appealing Condition 2 f and 2 g of the original short plat approval. Tyler Lawrence discussed the short plat that is being appealed today. Tyler brought up a map of the area. Mr. Slough submitted for the record a list of the last 12 short plats approved and showing that none of their requirements include road improvements like his does. Mr. Slough then showed the Board pictures of roads within the County that are 20 ft. wide and work just fine. Mr. Slough read into the record the requirements to build a "sub -standard road". Mr. Slough then passed out more pictures of 20 ft. sub- standard gravel roads. Mr. Slough was going to submit a traffic study but decided against it. Mr. Slough states that what he is being asked to do is unreasonable. He believes he is being treated unfairly. Derek Pohle, Public Works Director, discussed the history of the project. He also discussed the pictures that Mr. Slough presented. Commissioner Stevens moved to close the public comment portion of the hearing. Commissioner Swartz seconded and the motion passed unanimously. Commissioner Stevens moved to table the decision on the hearing for 2 weeks (June 22, 2010). OPEN RECORD PUBLIC HEARING PLANNING DEPARTMENT BUDGET EXTENSION The Commissioners held an open record public hearing regarding a budget extension request from the Planning Department in the amount of $16,667.00 to purchase a Sharp MX-62ooN. Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Swartz seconded and the motion passed unanimously. Commissioner Stevens moved to approve the budget extension as presented. Commissioner Swartz seconded and the motion passed unanimously. The hearing adjourned.
