1. Possible vouchers for Interfund Communications, insurance, and/or

3. Amendment #i to AIA Document B151-1997 (GC Tracking #Ke9-
146) for Design Services, Grant Mental Healthcare Boarding Home;
INTEGRUS Project No. 20834.00 for design services for the Grant
Mental Healthcare Boarding Home project.
4. BOCC action on request for release of funds on SIP #20o9 -o6, Grant
County Fire District #3, George Fire & Life Safety Facility, for: (1)
$1oo,000.00 to Grant County Fire District #3; and (2) $2,500.00 to
the Grant County Economic Development Council for its 2.5%
administration fee for the project.
5. Anticipating: Professional Services Agreement between Grant
County and Taylor Kindred for the provision of investigative services
for public defense in Grant County Superior, Juvenile, and District
Courts.
6. Grant County Housing Authority Request for Reimbursement #5 on
Department of Commerce HPRP Grant No. 10-46111-6o8 in the
amount of $31,918.01.
7. Grant County Housing Authority Request for Reimbursement #5 on
Department of Commerce HGAP Grant No. o8 -461o8 -Sol in the
amount of 514,853.47-

Commissioners Work Session
1. Budget Extension request from the Prosecuting Attorney's Office in
the amount of $35,000.00 for wages and benefits, equipment, and
licenses, using a grant received from the Washington State
Department of Commerce.
2. Request from Technology Services to purchase a VoIP telephone
system for County facilities, in the approximate amount of
$58,797.82.
3. Request from the Fairgrounds Director to purchase a portable office
building in the amount of $3,000.00. This building is for the
Fairgrounds Pavilion #2 and will be paid for using the Fairgrounds
Obligation Bond funds.

The Grant County Commissioners session was called to order at 8:3o a.m. with all the Commissioners in
attendance with the Clerk of the Board.
J STRICKLER ASC UPDATE AND MISC. BOCC ACTION
A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to approve items 1
through 7 on the ASC Agenda. The motion passed unanimously.
COMMISSIONERS WORK SESSION
A motion was made by Commissioner Swartz, seconded by Commissioner Stevens, to approve items 1 and
3 on the Work Session agenda. Item 2 was placed on hold for further review. The motion passed
unanimously.
CONSENT AGENDA
Commissioner Swartz moved to approve the Consent Agenda, Commissioner Stevens seconded and the
motion passed unanimously, as presented below:
COMMISSIONERS' OFFICE:
Commissioners Office Vouchers
GRANT INTEGRATED SERVICES
Request to discontinue using the County Maintenance staff for their maintenance service and put
out to bid the maintenance service for their Moses Lake facility. This item was placed on
hold for further review.
HUMAN RESOURCES
Personnel Action Request Recommendations for the following:
1. Prosecuting Attorney's Office request for an exception to the hiring freeze to hire 1 Deputy
Prosecuting Attorney due to a recent resignation;
2. Prosecuting Attorney's Office request for an exception to the hiring freeze to hire 1 grant
funded Deputy Prosecuting Attorney. The grant was received a Byrne Justice Assistance
Grant administered though the Department of Commerce;
3. Department of Public Defense request for an exception to the hiring freeze to hire 1
Contract Investigator
The Director recommends approval of all 3 items above.
As there was no further business to come before the Board the session was continued until August 17,
2010.

The session was continued at 9:3o am with all the Commissioners in attendance with the Clerk of the
Board.
OPEN RECORD PUBLIC HEARING SHERIFF'S OFFICE AND RURAL COUNTY BUDGET
EXTENSIONS
The Commissioners held an open record public hearing regarding the following budget extension
requests:
1. Rural County Fund #133 Fiscal Agent Fees and Debt Payment for the General
Obligation Bond used at the Fairgrounds in the amount of $230,000.00.
2. Sheriffs Office Fund #oo1, Department #114 Purchase of a Kustom Eagle Plus
Radar unit in the amount of S1,000.00 using funds from the Washington
Association of Sheriffs and Police Chiefs (WASPC) "Emergency Traffic Safety
Funds" grant: and
3. Sheriffs Office Fund #oo1, Department #114 Wages and benefits, overtime, good
and services, travel and training expenditures in the amount of $49,002.00 using
a reimbursement grant from the Washington State Department of Commerce,
pass through from the Department of Justice.
Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Swartz
seconded and the motion passed unanimously. Commissioner Stevens moved to approve the budget
extension as presented. Commissioner Swartz seconded and the motion passed unanimously. The
hearing adjourned. (Resolution Nos. 10 -o62 -CC and 10 -o63 -CC)

The Commissioners approved and signed items 1 and 2 as listed above. Item 1 was assigned Resolution
No. 10 -o64 -CC.

MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.o8o, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of $783,386.79 and $24,846.45, as
recorded on a listing and made available to the Board.
The Commissioners approved and signed a Payables Transaction Posting Journal in the amount of
$5,000.00.
Request for Reimbursement #2 to the Department of Commerce on CDBG-R Contract No. o8 -F96119-
003, Grant County Fire District #3, George Fire Station Expansion, in the amount of S9o,8o6.99.
