3. Vendor Agreement between Grant County, by and through Grant
County Developmental Disabilities, and Moses Lake Community
Health for the implementation of community, education and
information. Period of performance is July 1, 2009 to June 30,
2010.

The Grant County Commissioners session was called to order at 8:3o a.m. with Commissioners Swartz
and Stevens in attendance with the Clerk of the Board. Commissioner Carter was out in the morning and
excused.
J STRICKLER ASC UPDATE AND MISC BOCC ACTION
A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to approve items 1
through 3 as listed above. The motion passed with 2 Commissioners in attendance.
The Commissioners approved and signed a release/transfer of SIP Funds on SIP # 2009-03, Town of
Wilson Creek, Drinking Water and Sewer System for Airport Development Infrastructure: (1) release of
$58,095.42 to the Town of Wilson Creek; (2) release of $1,451.93 to the Grant county EDC; and (3)
transfer of the remaining, unused loan monies for the project in the amount of $23,504.58 back into the
SIP Fund #113 from 113155-oo-996o-53504907.

COMMISSIONERS WORK SESSION
A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to approve items 1 and
2 on the Work Session agenda. Item 1 was assigned Resolution No. 10 -047 -CC. The motion passed
with 2 Commissioners in attendance.
OPEN RECORD PUBLIC HEARING SHERIFF'S OFFICE AND RURAL COUNTY BUDGET
EXTENSIONS
The Commissioners held an open record public hearing regarding the following budget extension
requests:
Sheriffs Office Fund #oo1, Department #114 in the amount of 52,250.00 to
update software for their crash Data Retrieval Unit, being reimbursed by Public
Works
Sheriffs Office Fund #oo1, Department #114 in the amount of S2,000.00 to
provide for travel expenses using funds from their Marijuana Eradication Grant
Rural County Fund #133 in the amount of $223,o86.50 for payment of the
General Obligation Bonds. This will cover the purchases of equipment bought
with construction fund monies that is not able to be paid for by R.E.E.T funds.
Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Swartz
seconded and the motion passed unanimously. Commissioner Stevens moved to approve the budget
extension as presented. Commissioner Swartz seconded and the motion passed unanimously. The
hearing adjourned. (Resolution No. 10 -048 -CC)
MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.o8o, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of S614,987.7o and $635,617.73 as
recorded on a listing and made available to the Board.
The Commissioners signed the Grant County Payroll Pick -Up Sheet for June 25, 2010.
The Commissioners denied the June 18, 2oio request of the Sheriff to remove David Canfield from his
appointed seat on the Grant County Civil Service Commission.
Commissioner Carter signed a document, in the capacity of her position on the Canvassing Board,
accepting the request by Sandra Marcusen Hodges to remove her name from the list of candidates for the
race of Grant County Assessor in the August 17, 2010 Primary Election.
As there was no further business to come before the Board the session was continued until June 29, 2010.

The session was continued at 1:30 p.m. with Commissioners Swartz and Stevens in attendance with the
Clerk of the Board. Commissioner Carter was out and excused.

The Commissioners approved and signed items 1 through 5 as listed on the agenda above. Item 5 was
scheduled for bid opening on July 27, 2010 at 1:30 p.m.

Commissioner Stevens moved to approve the Consent Agenda, Commissioner Swartz seconded and the
motion passed with 2 Commissioners in attendance, as presented below:

Corrected Assumption license application for Patton Park Fuel and Grocery LLC dba Mama's
Grocery Deli, 5219 Patton Blvd. NE, Moses Lake, WA 98837, from the Washington State Liquor
Control Board.
CLOSED RECORD PUBLIC MEETING TO RENDERA DECISION ON THE SLOUGH
ADMINISTRATIVE APPEAL
The Board of County Commissioners held an open public meeting to render their decision in the Frederick
Slough Administrative Appeal of a Short Plat application u10-5392 submitted by Slough Investments,
LLC, 125o Basin St., Ephrata, WA 98823. The Grant County Department of Community Development
granted a short plat of a 28.18 acre parcel into 4 lots in the Rural Residential 1 Zone of Grant County. The
project site is approx. 7 miles NW of Moses Lake on Neppel Rd. NE, Approx. half mile north of the
intersection of Neppel Rd NE and SR 174 and is located in a portion of S 4, T 20 N, R 27 E, W M (Parcel
No. 16-1612-000). This application was approved with 4 Conditions of Approval. The appellant is
appealing Condition 2 f and 2 g of the original short plat approval.

The original meeting was held on June 8, 2010. Commissioner Swartz read the Commissioners decision
into the record:
DECISION
The approval of the requested short subdivision by the Grant County Planning
Department dated March 23, 2010, is modified by a vote of the majoriu as follow:
Short Subdivision "Condition 2.%" is hereby stricken in its entirety and replaced with
a new "Condition 5" stating "The applicant shall reimburse the Grant County Public
Works Department for the costs associated with chip sealing that portion of Neppel
Road N.E. from SR -17 to the northern limits of the proposed short subdivision."
Also, `Condition 2.g." is hereby stricken in its entirety.
Commissioner Stevens moved to approve the decision as read by Commissioner Swartz. Commissioner
Swartz seconded and motion passed with 2 Commissioners in attendance. The Commissioners signed the
Notice of Decision: Findings, conclusions and Final Decision of the Grant County Board of
Commissioners. The meeting adjourned.
MISCELLANEOUS ITEMS
The Commissioners appointed Jerry Sands to the Grant County Solid Waste Advisory Committee,
replacing Troy Ritter.
As there was no further business to come before the Board the session was continued until July 1, 2010.
