APPROVING A PRELIMINARY PLAT
OF
PRATER MAJOR PLAT
WHEREAS, the Board of County Commissioners of Grant County have been advised that an
open record public hearing was conducted before the Grant County Planning Commission on June 2,
2010 in the matter of a Preliminary Plat of 10.8 acres into sixteen (16) lots, which is located in a portion
of Section 20, Township 19 North, Range 28 East, Willamette Meridian, Grant County, Washington, and
WHEREAS, the Grant County Planning Commission on June 2, 2010 did approve a motion to
recommend to the Board of County Commissioners to approve this proposed Preliminary Plat with seven
(7) suggested Conditions of Approval and seven (7) Findings of Fact affirming the recommendation, and
WHEREAS, the Board of County Commissioners held a closed record public hearing regarding
this matter on July 6, 2010, and
WHEREAS, the Board of County Commissioners have reviewed the application material, staff
report, and a summary of the Planning Commission hearing, and
WHEREAS, the Board of County Commissioners have found that this proposal will not
adversely effect the health, safety, and general welfare of the public in the vicinity of the proposal, and
WHEREAS, the Board of County Commissioners have found this proposal to be consistent with
the Grant County Comprehensive Plan, the Unified Development Code Chapter 23.04 "Zoning," other
land use regulations, and SEPA, and
WHEREAS, the Board of County Commissioners have found that the public use and interest will
apparently be served by the proposed Preliminary Plat, and
WHEREAS, the proposed Preliminary Plat, subject to the Conditions of Approval, meets the
applicable requirements of the Unified Development Code Chapter 22.04 "Land Division," and
WHEREAS, the proposed Preliminary Plat does comply with the Health District's requirements
for sewage disposal and potable water supply, and
WHEREAS, the proposed Preliminary Plat does contain an accurate legal description of the lots
being created, and the roads and easements therein, and
WHEREAS, the proposed Preliminary Plat does comply with Grant County regulations
pertaining to roads, utilities, drainage, access for emergency vehicles, and other infrastructure
improvements, and

WHEREAS, the Board of County Commissioners have made a decision to approve the Prater
Major Plat,
NOW, THEREFORE, BE IT RESOLVED THAT the Board of County Commissioners of
Grant County, Washington hereby approve by this Resolution, subject to the seven (7) Conditions of
Approval listed below, a Preliminary Plat of 10.8 acres into sixteen (16) lots located in a portion of
Section 20, Township 19 North, Range 28 East, Willamette Meridian, Grant County, Washington (Parcel
#17-0757-002).
CONDITIONS OF APPROVAL
1) The applicant shall comply with all requirements as deemed necessary by the Grant County Health
District, including, but not limited to:
a) Separate site registrations will be required for each individual lot before final plat approval
will be given. Work must be done by a licensed septic system designer or engineer and be
submitted to the Health District with all fees paid.
b) The water system will require approval by the WA Department of Health. Water system
design and construction is also a requirement before approval of the plat can be given. After
the design is approved by DOH, a bond to guarantee completion may also be accepted in lieu
of construction completion.
c) Because the plat is within the water service area for the City of Moses Lake, the city must
give authorization for creation of the water system.
2) The applicant shall comply with all requirements as deemed necessary by the Grant County Public
Works Department, including, but not limited to:
a) Provide a plat check fee of $200.00 for Major Plats.
b) Provide a Plat Certificate from the title company for all land being dedicated to Grant County.
c) Provide a complete road plan and profile with all centerline data and drainage facilities for
new roads.
d) An Approach Permit shall be obtained prior to a Building Permit.
e) Prior to Grant County Public Works signing the final plat, all required road construction and
improvements on Elgin Road shall be completed and accepted by Public Works.
f) Prior to Grant County Public Works signing the final plat, all required road construction and
improvements on the interior plat roads shall be completed and accepted by Public Works, or
a bond shall be in place for the required work.
g) A hatched No Access area shall be added to the northeast corner of Lot 16 (125 ft. to the
south and 50 ft. to the west).
h) A hatched No Access area shall be added to the west comer of Lot 1 (157 ft. to the east and
50 ft. to the northeast).
i) A hatched No Access area shall be added to the south comer of Lot 3 (94 ft. to the northwest
and 50 ft. northeast).
j) A hatched No Access area shall be added to the west corer of Lot 4 (73 ft. to the southeast
and 50 ft. to the north).
k) A hatched No Access area shall be added to the south comer of Lot 7 (90 ft. to the north).
1) A hatched No Access area shall be added to the southeast comer of Lot 13 (150 ft. to the
northwest).
m) A hatched No Access area shall be added to the north comer of Lot 13 (50 ft. in both
directions).

3) The applicant shall comply with all requirements as deemed necessary by Grant County Emergency
Services, including, but not limited to:
a) Road will be designated by the county grid. The proponents shall contact Grant County
Emergency Services for road designations and address of each lot.
4) The applicant/development shall comply with GCC § 23.12 with regard to the development of water
and sewer infrastructure—or—provide a covenant insuring future sewer and water infrastructure,
built to city standards, in favor of the City of Moses Lake, WA. Said covenant shall be recorded at
the time of the recording of plat and the Auditors file number recorded on said plat.
5) The applicant shall comply with all requirements as deemed necessary by the Grant County Auditor,
including, but not limited to:
a) The name "Prater Major Plat" is approved.
6) The applicant shall comply with all requirements as deemed necessary by the WA State
Dept. of Ecology (Spokane—SEPA Coordinator), including, but not limited to:
a) The water purveyor is responsible for ensuring that the proposed use(s) are within the
limitations of its water rights. If the proposal's actions are different than the existing water
right (source, purpose, the place of use, or period of use), then it is subject to approval from
the Department of Ecology pursuant to Sections 90.03.380 RCW and 90.44. 100 RCW.
b) Any surface water diversions will require application to the Department of Ecology for a
water right permit.
c) Any ground water development proposal that will withdraw water in excess of 5,000 gallons
per day for single or group domestic supply, or for industrial purposes, or for the irrigation of
more than''/2 acre of lawn or non-commercial garden will require a permit from the
Department of Ecology.
d) Routine inspections and maintenance of all erosion and sediment control Best Management
Practices (BMPs) are recommended both during and after development of the site.
e) The operator of a construction site that disturbs one acre or more of total land area, and which
has or will have a discharge of stormwater to a surface water or to a storm sewer, must apply
for coverage under Department of Ecology's Construction Stormwater General Permit.
f) Owners of sites where less than one acre of total land area will be disturbed must also apply if
the construction activity is part of a larger plan of development or sale in which more than
one acre will eventually be disturbed. Discharge of stormwater from such sites without a
permit is illegal and subject to enforcement action by the Department of Ecology.
7) The applicant shall comply with all requirements as deemed necessary by the Grant County Planning
Department, including, but not limited to:
a) Development shall comply with the requirements of GCC § 22.04 Article V "Final
Subdivisions and Short Subdivisions" and all other pertinent portions of Grant County Code.
b) The landowner/applicant shall comply with all findings, recommendations, restrictions, and
mitigation requirements of the "Wetland Analysis Report' prepared by Geographical
Services of Cheney, WA in June, 2008.
c) All development shall comply with all requirements included in the SEPA Mitigated
Determination of Non -Significance issued on March 25, 2010.
d) This proposal shall be subject to and comply with all Conditions of Approval included in
Shoreline Substantial Development Permit and Shoreline Conditional Use Permit #10-5387
issued to Brian and Patrice Prater.
e) Please make the following corrections/additions to the mapping:
i. In the Plat Information on Sheet 3 of 4, please indicate the zoning as "Urban
Residential 2."

iv. In the Plat Information on Sheet 3 of 4, please indicate the Max. Potential DU's as "43."
