Week of August 14, 2006
The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board
Commissioners Stevens and Allison signed the Initial Boarding Home License Application
for City View Residential/Grant County Developmental Disabilities.
A motion was made by Commissioner Moore, seconded by Commissioner Allison, that
Resolution No. 06 -211 -CC, a resolution/notice of heanng in the matter of declaring certain county -
owned property surplus and ordering the sale thereof, be passed The hearing was set for September
5, 2006 at 9:00 am The motion carried.
The Commissioners approved the request of the of the Building/Fire Marshal to purchase a
computer for their new FTE Plans Examiner/Building Inspector position, in the amount of
$1,250.00.
The Commissioners held a public hearing regarding a budget extension request from the
Sheriffs Office for.
• Community Trade & Economic Development Grant - $51,036.00
• WA Traffic Safety Commission Grant - $1,840.00
• WA Association of Sheriffs and Police Chiefs Grant- $939.00
• LEXIPOL Policy Manual - $8,600.00
• Cameras and Equipment for the Jail - $5,529 00
Total Budget Extension Amount $67,944.00
Commissioner Moore moved to close the public comment portion of the hearing, Commissioner
Allison seconded and the motion passed unanimously Commissioner Allison moved to approve the
budget extensions as presented, Commissioner Moore seconded and the motion passed unanimously.
The hearing adjourned.
The Commissioners approved the request of the Sheriff's Office for a public hearing to make
a decision on their budget extension request to purchase a Scanner in the amount of $9,300 00 The
hearing was set for September 12, 2006 at 3 30 pm
A motion was made by Commissioner Allison, seconded by Commissioner Moore, that
Resolution No 06 -213 -CC, a resolution in the matter of approving a budget extension for the
Sheriffs Office in the total amount of $67,644 00, be passed The motion carred.
Commissioners Stevens and Allison signed a County Program Agreement for Specialized
Services to Victims of Domestic Violence from Marginalized Population, between Grant Count New
Hope Domestic Violence/Sexual Assault Services and Department of Social and Health Services
(DSHS).

The Chair of the Board was authorized to sign a Community Mental Health Services
application for License between Grant Mental Healthcare and the Department of Social and Health
Services.
The Commissioners approved the recommendations of the Human Resources Director to:
Re -Classify the Maintenance IV position to Band 1 I in the Compensation
Plan; and
For grant funded positions, a yearly 3% annual salary increase percentage
must be factored in.
As there was no further business to come before the Board the session was continued until
August 15, 2006.

The session was continued at 9 00 a in. with all the Commissioners in attendance with the
Clerk of the Board.
The Commissioners held a closed record public hearing regarding a minor rezone change
request from Michael, Marilyn, Alice and Dave Meseberg for the minor rezone request from
Agriculture to Rural Community for the location of a 38 parcel subdivision called Curlew Estates.
Said area contains 49 8 acres, more or less Location of the proposal is located in a portion of the SE
quarter of S 18, T 17 N, R 28 E, W M. Parcel Nos. are 170032003, 170032002, 170022001,
170030000, 170027000, 170023001, 170031000, 170031001, 170032000, and 170023000.
Commissioner Moore moved to uphold the Planning Commissions recommendation and approve the
minor rezone as presented recognizing the 10 Findings of Fact, Commissioner Allison seconded and
the motion passed unanimously. The hearing adjourned.
A motion was made by Commissioner Moore, seconded by Commissioner Allison, that
Resolution No 06 -212 -CC, an ordinance relating to an Amendment of the Grant County Zoning
Map changing approximately 49.8 -acres owned by Michael, Marilyn, Alice and Dave Meseberg from
Agriculture to Rural Community, be passed. The motion carried.
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42 24.080, and those expense reimbursement
claims certified by the auditing officer as required by RCW 42 24 090, in the amount $1,069,825.92,
as recorded on a listing and made available to the Board.
The Commissioners signed the Public Works Claims Fund Voucher Approval No 08-1
through No 08-165 in the total amount of $1,779,197 80, as recorded on a listing and made available
to the Board

The Commissioners held a closed record public hearing regarding a preliminary subdivision
application from the Meseberg Family for Curlew Estates of 38 parcels located on approx. 49.8 acres
in the Rural Community Zoning District All lots are for residential development. The proposed lots
range in size from 1.014 -acres to a maximum of 2 344 -acres. Location of the proposal is a portion of
the southeast quarter of S 18, T 17 N, R 28 E, W M Commissioner Allison moved to uphold the
Planning Commissions recommendation and approve the minor rezone as presented recognizing the
12 Conditions of Approval and 8 Findings of Fact, Commissioner Moore seconded and the motion
passed unanimously. The hearing adjourned.
A motion was made by Commissioner Allison, seconded by Commissioner Moore, that
Resolution No 06 -213 -CC, a resolution approving the Preliminary Plat of Curlew Crest Estates, be
passed. The motion tamed.
The Commissioners met with the Public Works Director regarding: RAP Prospectus and
Authorization to Call for Bids for the Landfill Drum Removal Contract
The Commissioners signed the Authorization to Call for Bids on the Re -Striping Program
2006 project The bid opening will be held September 5, 2006 at 1:30 pm.
The Chair of the Board was authorized to sign Rural Arterial Program Prospectus worksheet
for Rd R -NE, Rd 6 -NE, SR 17 to U -SE, Rd 11 -SW, Beverly Burke to Adams Rd, and Rd 4 -NE, Rd
K -NE to Rd L -NE.
The Commissioners held a public hearing regarding preliminary subdivision application from
Clint Brown of five (5) parcels totaling 166.66 -acres in the Agricultural Zoning district. All lots with
the exception of Lot #4 are for residential development. The location is a portion of the Northeast
quarter of S 9, a portion of the West half of S 10, and a portion of the East half of the Northwest
quarter of S 15, T 20 N, R 26 E, W M. (Parcel #'s 160598000 and 160599000).
The only comments received were concerns for the access to the property from Dodson Rd. There is
no easement across the property to reach Dodson, as he does not own the property.
Commissioner Allison moved to uphold the Planning Commissions recommendation and approve the
Preliminary Plat as presented recognizing the 17 Conditions of Approval and 9 Findings of Fact;
Commissioner Moore seconded and the motion passed unanimously The heanng adjourned.
A motion was made by Commissioner Allison, seconded by Commissioner Moore, that
Resolution No. 06 -214 -CC, a resolution in the matter of approving a Preliminary Plat of 166 -acres
into five lots for Mr. Clint Brown, be passed The motion carried.
The Commissioners approved the request of the American Legion Auxiliary to use the
Courthouse front steps for a September 11 ceremony.

The Commissioners approved the recommendations of the Human Resources Director to:
• Promote Trisha Glenn to the Advocate position at New Hope Domestic
Violence/Sexual Assault Services,
• Classifying the Accountant position at the Auditor's office at Band 11 of the
Compensation Plan,
• One-time approval for Grant Mental Healthcare to increase the monthly salary for the
Psychiatrist/Medical Director position; and
• The starting rate of pay for Kyle Foreman, Project Coordinator position at Emergency
Management.
The Commissioners approved the request of the District Court Administrator to purchase a
Ticket File Cabinet, in the amount of $1,078.99.
The Commissioners signed an Addendum C, Hearing Conservation Program, between Public
Works and QCL Occupational Health Conservationist, to implement a Hearing Conservation
Program.
The Commissioners approved the request of the Assessor for a budget transfer for the GIS
Technician Position for the Assessor 207 GIS project, in the amount of $13,233 70.
As there was no further business to come before the Board the session was continued until
August 21, 2006.
