The Grant County Commissioners session was called to order at 9:oo a.m. with all the Commissioners in
attendance with the Clerk of the Board.
The Commissioners approved the May 7 and 14, 2007 minutes.
As there was no further business to come before the Board the session was continued until July 31, 2007.

The session was continued at 9:00 a.m. with all Commissioners in attendance with the Clerk of the Board.
OPEN RECORD PUBLIC HEARING, SHERIFFS OFFICE AND FACILPPIES AND
MAINTENANCE BUDGET EXTENSIONS
The Commissioners held an open record public hearing regarding a budget extension request from the
Grant County Sheriffs Office and Facilities and Maintenance in the total amount of $71,464.00 as follows:
• Sheriffs Office Fund #oo1, Dept #114 in the amount of $3,243.00 to
purchase a 2002 Dodge Intrepid
• Sheriffs Office Fund #121, Dept #163 in the amount of $29,000.00 to
cover the yearly cost of liability insurance for the Maximum Security
Facility
• Sheriffs Office Fund #io9, Dept #151 in the amount of $32,721.00 to
purchase equipment.
• Facilities and Maintenance Fund #ool, Dept #141 in the amount of
$6,500.00 to purchase a snow plow
Commissioner Carter moved to close the public comment portion of the hearing, Commissioner Stevens
seconded and the motion passed unanimously. Commissioner Stevens moved to adopt the budget
extension as presented, Commissioner Carter seconded and the motion passed unanimously. The hearing
adjourned (Resolution No. 07 -104 -CC)
D POHLE PUBLIC WORKS UPDATE
The Commissioners received a request on July 10, 2007 to restructure the Engineering Division of the
Public Works Department. This letter included a request to create a dedicated position to manage road
system information and to convert an Engineer Tech II position to a Network Manager position Today,
the Commissioners approved their request to dedicate a position to manage road system information but
the Commissioners tabled their request to convert a Engineer Tech II position to a Network Manager
positron until further information could be received from Human Resources.
FRANCHISE HEARING FOR THE CITY OF OUINCY / WATER PIPELINE
The Commissioners held an Open Record Public Hearing regarding a Franchise application from
the City of Quincy for the purpose of constructing, operating and maintaining a 16" Water Main in
and along a 15' north of the centerline of County Rd 10.5 -NW, between 6th Ave NE and County Rd
"P" NW (in the gravel shoulder). The Public Works Director stated that the Quincy Irrigation
District believes they condemned a portion of the County Right of way for irrigation purposes.
Public Works cannot find any evidence of this being done He believes the City will amend their
proposal today and that Public Works is amendable to their changes. Larry Julius, Gray and
Osborne out of Yakima spoke of the project. This will connect Intuit, Yahoo and Microsoft to the
City of Quincy's main water system. The Irrigation district has stated there was a ROW issue.
They have contacted the Bureau of Reclamation but have received responses as of today Due to
this issue, the City would like to amend their application to either 15' north of the centerline or 15'
south, depending on the outcome of discussion with the Bureau. Tim Snead, Quincy
Administrator, described how important it was to get this project done. Commissioner Stevens
moved to close the public comment portion of the hearing, Commissioner Carter seconded and
the motion passed unanimously. Commissioner Stevens moved to approve the application
amending the application to read "15' north or south of the centerline", Commissioner Carter
seconded and the motion passed unanimously. The Commissioners signed the Order Granting
Franchise and the hearing adjourned

Commissioner Carter moved to approve the Consent Agenda, Commissioner Stevens seconded and the
motion passed unanimously, as presented below:

Change of location application for Kyra Wines from: 1o2o Edgewater Lane, Moses Lake, to:
8029 Nadrews St NE, Bldg 2301, Moses Lake, from the Washington State Liquor Control Board
Assumption application form Aramark Entertainment and HOB Concerts, Inc. (dba Gorge
Amphitheater) for a sports entertainment facility, from the Washington State liquor Control
Board
State of Washington Invoice Voucher, Department of Community, Trade and Economic
Development, CDBG Contract No. 07-64007-002, Payment Requests #5 and #6 as certified by
the North Columbia Community Action Council ("NCCAC").
2009 Rodeo Facility Agreement between Grant County and the Columbia Basin Rodeo
Association for the use of the fairgrounds for the Moses Lake Round -up Rodeo and Demolition
Derby
HUMANRESOURCES
Regarding the Sheriff s Office request to hire a Corrections Officer to fill the current Control
Room Operator position that is vacant. Human Resources Director recommends waiting until the
first part of 2008 and re -advertising for a Control Room Operator due to the revised
compensation plan that will be effective in 20o8.
GRANT MENTAL HEALTHCARE
County Program Agreement for Emergency Domestic Violence Shelter and Advocacy Services
between Grant County New Hope Domestic Violence/Sexual Assault Services and the Washington
State Department of social and Health Services (Agreement No. 0963-19033), Certification on the
National Historic Preservation Act for the Victims of Crime Act, and Certification regarding
Debarment, Suspension, Ineligibility and Voluntary Exclusion form.
As there was no further business to come before the Board the session was continued until August 1,
2007.

Commissioner Stevens moved to turn over the bids to the Facilities and Maintenance Manager and to
DOH & Assoc for further review and recommendation. Commissioner Carter seconded and the motion
passed unanimously.
As there was no further business to come before the Board the session was continued until August 6,
2007.

The Commissioners signed Resolution No. 07 -103 -CC relating to a supplemental budget extension
request from the Sheriffs Office Fund #oo1, Department # 114 in the amount of $19,36o oo to hire two
temporary scanning positions. This hearing was held July 24, 2007.
The Commissioners approved and signed Resolution No. 07 -105 -CC in the matter of Grant County fire
Protection No 12 and the City of Krupp initiating the annexation of Krupp and to join Grant County Fire
No. 12 and putting it on the ballot for voter approval

The Commissioners approved and signed Resolution No. 07 -1o6 -CC in the matter approving a
Preliminary Plat of 16o.38 -acres into five lots for Clint Brown, located in a portion of S 1o, T 20 N, R 26 E,
W M for the C.B 23o Long Plat.
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.o8o, and those expense reimbursement claims certified by the
auditing officer as required bv RCW 42 24 o9o, in the amount of $527,756.99, as recorded on a listing
and made available to the Board.
The Commissioners approved the May 21, 2007 Minutes.
The Chair of the Board was authorized to sign a Confidential Document Destruction Service Agreement
between Grant County and Data Base Secure Records Destruction.
The Chair of the Board was authorized to sign a Subscription Agreement between Grant County and eCivis
(Contract No. 10931) for Grants Network Research 4.0 Software and data base, training and customer
support to search grants.
The Commissioners signed the Public Works Claims Fund Voucher Approval No. o7-1 through No. 07-67
in the total amount of $384,64539, as recorded on a listing and made available to the Board.
The Commissioners signed the Public Works Payroll Journal for the month of July, 2007.
