RESOLUTION:
IN THE MATTER OF APPROVING A PLAT
ALTERATION OF THE NORTH HALF OF
LOT 12 AND ENTIRE LOT 13. BLOCK 5
LAKEVIEW PARK, LOCATED IN A PORTION
OF SECTION 25, TOWNSHIP 22 NORTH,
RANGE 26 LAS I, WM GRANT COUNTY, WA.

ENTIRE LOT 13, BLOCK 5 OF
LAKEVIEW PARK.

WHEREAS. the Grant County Board of County Commissioners have been
advised that an open recoid public hearing Nr as conducted, before the Grant County Planning
Commisaon on Vlai ch 7. 2007 in the matter, of a preliminary plat alteration of the north half of
lot 12 and entire lot 13. block 5 of Lakes icw Park, located in a portion of the Section 25,
Township 22 North, Range 26 East, Willamette Meridian. Grant County. Washington, and,
WHEREAS, the Grant County Planning Commission on March 7, 2007
recommended to the Board of County Commissioners to deny this proposed preliminary plat
alteration with six (6) findings of fact in the negative, and.
WHEREAS, the Grant County Board of Commissioners held a closed record
public hearing on Apt it 16, 2007, and,
WHEREAS, the Board of County Commissioners, have reviewed the application
material, staff report and a summary of the Planning Commission hearing, and,
NN -11 EREAS, the Board of County Commissioners have found that the proposal
will not adversely affect the health, safety, and general welfare of the public in the vicinity of the
proposal, and,
WHEREAS. the Board of County Commissioners have found that the proposal is
consistent with the Grant County Comprehcnsn e Plan, the Unified Dei elopment Code, Chapter
23.04 "Zoning", other land use regulations, and SEPA, and,
WHEREAS, the Board of County Commissioners have found that the public use
and interest will apparently be served by the plat alteration, and,

WHEREAS, the proposed plat alteration, subject to the conditions of approval,
meets the applicable requirements of Unified Development Code, Chapter 22.04 "Land
Division', and,
WHEREAS, the proposed preliminary plat alteration does comply with the
Health District's requirements for sewage disposal and potable water supply, and,
WHEREAS, the proposed preliminary plat alteration does contain an accurate
legal description of the lots being created. and the roads and easement, therein. and.
N'. HEREAS, the proposed preliminary plat alteration does comply with Grant
County regulations pertaining to roads, utilities, drainage, access for emergency vehicles, and
other infrastructure improvements, and,
WHEREAS, the Board of County Commissioners have made a decision to
approve the preliminary plat alteration of the north half of lot 12 and entire lot 13. block 5 of
Lakeview Park.
NOW, THEREFORE. BE IT RESOLVED, that the Board of County
Commissioners for Grant County, Washington approve by this Resolution, with twelve (12)
conditions of approval listed below, a preliminary plat alteration of the north half of lot 12 and
entire lot 13, block 5 of Lakeview Park, located in a portion of the Section 25, Township 22
North, Range 26 East, Willamette Meridian, Grant County, Washington
CONDITIONS OF APPROVAL:
1) Development shall be in compliance with the Washington State Environmental Policy Act,
the Grant County Comprehensive Plan, the Grant County Unified Development Code, and all
applicable local, state, and federal regulations, rulings or requirements
2) Proposal shall comply with all requirements deemed necessary by the Grant County Health
Di;tuct. by the Washington State Department of Health, and the Washington State
Department of Ecology regarding domestic water supply, sewage systems and storm water
control and treatment includme_ but not limited to, RCW 90 48.080 Discharge of Polluting
Water Prohibited, WAC 173-201, Surface Water Standards, WAC 173-201A. Ground Water
Quality Standards; and, WAC 246-272, On -Site Sewage Systems.
3) If any Native American Grave site(s) or archaeological/cultural resources (Indian Artifacts)
are found all construction activity shall stop and the owner/developer shall immediately
notify the Grant County Planning Department, the Colville Confederated Tribes and the
Washington State Office of Archaeology and I listoric Presery ation
4) During road grading and/or construction activities, county roads shall be maintained clear of
soil and rocks at the point of ingress / egress.

5) This proposal shall comply with the requirements of GCC 23.12.080 Clearing, Grading and
Drainage Standaids, including but not limited to.
a) Clearing and giadmg activities shall be conducted so as to minimize potential adverse
effects on offsite property.
b) All development shall ensure that soil erosion and sedimentation of drainage -ways will
be controlled to prevent damage to adjoining properties.
C) Surface drainage shall not be directed to or discharged onto County Roads or ditches
within County right-of-ways unless approved by the County Engineer
6) Approval of the plat shall be contingent upon conformance with all applicable land use rules
and regulations in effect as of February 8, 2007.
7) Development shall comply with all requirements of Grant County's Public Works
Department, including but not limited to
a) Provide a plat rev icvN fee of S50 00
b) An approach permit must be obtained for each lot prior to the issuance of a building
permit
8) This proposal shall comply with all the requirements of the Grant County Emergency
Services
9) This proposal shall comply with all the requirements of the Department of Ecology.
10) This proposal shall comply with all the requirements of the Grant County Building, Fire
Department, including but not limited to:
a) All lots subject to 25' minimum setback from all property Imes to structures, pending
�erificatton of iNatei availability for fire suppression purposes.
11) Development shall comply with all requirements of the Grant County Health District,
including but not limited to,
a) A site evaluation must be completed for lot `B" before final approval of the plat is given.
The evaluation must be prepared by a licensed septic system designer or engineer and be
submitted to the Health District for review.
b) In order for a lot "B" to have septic, drain field, and sewer, an easement onto lot "A"
shall be obtained before final appro� al of the plat is given.
12) Development shall comply with all requirements of the Grant County Planning Department,
including but not limited to:
a) Coniplv with all requirements listed in UDC Chapter 22 04 Article V Final Subdivisions
and Short Subdivisions
b) Comply with all requirements listed in the SEPA Mitigated Determination of Non -
Significance issued by Grant County on February 2. 2007

FINDINGS OF FACT
The Board of County Commissioners maN ii ant to consider the following findings of fact in
making its decision to appro%e, appro%e i�ith modifications, remand or dem the proposed
plat alteration application.
(1) Does / Does not meet the applicable requirements of UDC Chapter 22.04
"Subdivisions and Plats";
(2) Does /lloes not tierve the public use and interest,
(3) Does/ Does not comply with the Comprehensive Plan, the Shoreline Master
Program, the /citing code and other land use regulations, and SEPA;
(4) Does /Does not comply with health requirements for sewage disposal and potable
water supply:
(5) Does /Does not contain an accurate legal description of the lots being created, and
the roadk and casements therein;
(6) Does /lloes not comply w ith Grant County regulations pertaining to roads,
utilities, drainage, access for emergency vehicles, and other infrastructure
improvements.
