R-29-07 THE UPPER CRAB/WILSON CREEK ) GRANT COUNTY WATERSHED (WRIA 43) ) RESOLUTION NO. 07 -030 -CC LINCOLN COUNTY RESOLUTION NO. 07-15 WHEREAS, pursuant to the provisions of Section 36.32.120(6) of the Revised Code of Washington (RCW), the Boards of County Commissioners of Adams County, Grant County and Lincoln County have the care of County property and the management of County funds and business; and WHEREAS, in 1998, the Washington State Legislature established the Washington State Watershed Planning Act (WPA), codified in Chapter 90.82 RCW, to address water quantity, quality and habitat issues for individual surface water basins in the state; the WPA allows people that live, work and recreate within a watershed to collaborate on how they want water within their watershed to be managed for the future; and WHEREAS, watershed planning in the Upper Crab/Wilson Creek water resource inventory area (WRIA) No. 43 was started by a group of Initiating Agencies including Adams County, Grant County, and Lincoln County, who formed one Planning Unit that voluntarily led the watershed planning effort; and WHEREAS, said Planning Unit has completed and approved by consensus of governments and majority of non-govemmental agencies the "WRIA 43 Upper Crab/Wilson Creek Watershed Plan" (as amended on December 19,2006); and WHEREAS, as part of the process for approval of the "WRIA 43 Upper Crab/Wilson Creek Watershed Plan" (as amended on December 19, 2006), RCW 90.82.130(2) (a) requires that the legislative authority of each of the counties with territory in the WRIA shall provide public notice of and conduct at least one public hearing on the proposed watershed plan, and, following the public hearings, shall convene in joint session to consider and vote to adopt the proposal; and WHEREAS, following public notice, public hearings for the proposed "WRIA 43 Upper Crab/Wilson Creek Watershed Plan" (as amended on December 19, 2006) were conducted in Adams County on February 20, 2007, in Grant County on February 27, 2007, and in Lincoln County on February 20, 2007; and WHEREAS, the legislative authorities of Adams County, Grant County, and Lincoln County convened in joint session at 10:30 AM on March 15, 2007, in the Commissioners Chambers at the Lincoln County Courthouse, 450 Logan Street, Davenport, Washington to consider and vote to adopt the proposed "WRIA 43 Upper Crab/Wilson Creek Watershed Plan" (as amended on December 19, 2006). 1 NOW, THEREFORE, BE IT RESOLVED by a majority of the Board of County Commissioners of Adams County and a majority of the Board of County Commissioners of Grant County and a majority of the Board of County Commissioners of Lincoln County to hereby adopt the "WRIA 43 Upper Crab/Wilson Creek Watershed Plan" (as amended on December 19, 2006). Boleneus Member —T LId Hopkins I Memorandum of Support for WRIA 43 Watershed Plan This Memorandum is prepared by the Lincoln County Commissioners as an attachment to the WRIA 43 Watershed Plan dated December 19a', 2006. The Lincoln County BOCC's support the WRIA 43 Plan, especially those components which address the water storage issues. The Lincoln County BOCC wants to expressly recognize the goals and objectives outlined by the WRIA 43 Planning Unit which are directly relative to the Columbia River Initiative, also known as ESSHB 2860. The WRIA 43 has outlined on page 4-47 of the Plan: "Therefore, it is the intent of the Planning Unit to identify, specific engineered solutions that could either store water from precipitation, store and'or infiltrate reclaimed water (either from within or transported from outside the WRIA), or investigate potential ASR projects through the ESSHB 2860 programs that can utilize other potential sources. " In addition, Goal D of the Water Storage Component specifically directs a cooperative management approach between Ecology and the Local Watershed Planning entities. Specifically, Goal D on page 4-50 outlines: Goal D: Implement strategies outlined in ESSHB 2860: Columbia River Management Initiative. Obj-1: Participate in ESSHB 2860 to form strategies for Odessa Subbasin. Obj-2: Participate in action items outlined in ESSHB 2860. Obj-3: Assist in the evaluation and development of storage projects that provide surface water supply to the Odessa subarea. The Lincoln County BOCCs supports this Goal and would like to support the cooperative approach between Ecology and the local Watershed Planning Unit in moving forward to identify feasible water storage projects, both within and potentially outside the WRIA 43 boundaries, which will help mitigate the declining water supplies in the Odessa subbasin. The WRIA 43 Planning Unit has outlined the following strategy on page 4-50 of the Plan: "The goals (from the water storage section of the Plan) outline opportunities for water storage through various mechanisms, such as RCW 90.82, ESSHB 2860, or other applicable statutes and policies. Specifically, the Planning Unit would like to continue an evaluation of storage opportunities, both surface water impoundments (for delayed release and or infiltration) and aquifer storage (ASR) options, in the upper reaches of WRIA 43, to include the existing sources of water such as the Columbia River, Spokane River, and reclaimed water for storage, both within WRIA 43 and/or transportedfrom outside the WRIA 43 boundaries to Crab Creek, to potentially mitigate surface and subsurface flows in the Crab Creek drainage which is a natural recharge area (tributary) to the Potholes Reservoir and the Odessa subarea (see e.g. RCW 90.46.110(2) (b)). " And: "Of particular importance to the WRIA 43 Planning Unit is its ability to have local input into water storage issues within WRIA 43, whether through the ESSHB 2860 process, or other potential surface water or ASR programs that may be evaluated for the storage of excess runoff water, reuse or reclaimed water, or other available supplies both within or transported to the WRIA 43 watershed. " The intent of this memo is to place in the record that the Lincoln County BOCCs would like Ecology to move forward in a cooperative manner with the WRIA 43 Planning Unit to identify and potentially construct water storage alternatives to assist in the mitigation of the Odessa Subbasin, specifically within the ESSHB 2860 framework. In the opinion of the Lincoln County BOCCs, we would encourage Ecology to implement the obligations and recommendations related to ESSHB 2860 as outlined in Section 4.6 of the WRIA 43 Watershed Plan.
