The Grant County Commissioners session was called to order at 9:oo a.m. with all the Commissioners in
attendance with the Clerk of the Board.
The Commissioners approved the Fairgrounds for an Operating Transfer in the amount of $6o,000.00.
The Commissioners approved Ordinance No. 07 -o99 -CC adopting Interim Official Controls and
Amendments to Grant County Code Ch 23.04.120 — Temporary Uses to allow for temporary construction
workers housing associated with major construction projects.
The Commissioners reviewed and discussed the request from the Sheriffs Office to hire a Correction
Officer to fill a current Control Room Operator Position that is currently vacant, with a budget extension
Of $11,520.00 per year The Board decided to table their decision until further information is obtained
from Human Resources.

CLOSED RECORD PUBLIC HEARING, PUD AND PRELIMINARY PLAT APPLICATION FOR
The Commissioners held a Closed Record Public Hearing regarding an amendment to the Phase I Planned
Unit Development and a Preliminary Plat of Moses Pointe, Block 8 (Scott Wagner). The amendment
includes additional multi -family units and incorporates Block 8 into the Phase I PUD; and a Preliminary
Plat The original Moses Pointe PUD included extensive documentation and upland mitigation that has
been completed as part of the project permit. The location of the proposal is a portion of S 7, T 19 N, R 28
E, W M Philip Bloom — described the lots within Block 8, they are intended for townhouse / duplex
homes with zero lot lines. Lots are approx. 45oo-5000 sq ft. Discussion ensued over the Public Works
comments on this project and regarding Condition of Approval #9, the Planning Commission has
removed Public Works sub conditions 4-6 Mr. Bloom stated that the proponent had no problem with #6.
Commissioner Stevens moved to uphold the Planning Commission recommendation and approve the
application as presented, recognizing the a Conditions of Approval, removing sub conditions 4-6 under
Condition #9 and the 7 Findings of Fact. Commissioner Carter seconded and the motion passed
unanimously. The hearing adjourned. (Resolution No. 07 -098 -CC)

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Deputy Clerk
of the Board.
J MCLAUGHLIN, DA DAVIDSON — FAIRGROUNDS PROJECT BONDING
After discussion, the Commissioners initiated the process for the Fairgrounds upgrade and improvements
by selecting DA Davidson and Legal Council for this bonding project.
OPEN RECORD PUBLIC HEARING SHERIFF'S OFFICE BUDGET EXTENSION
Commissioner Chair LeRoy Allison called Budget Extension Hearing to order at 10:30 a.m. with
Commissioners Cindy Carter and Commissioner Richard Stevens, Pete McMahon and Dave Ponozzo in
attendance This a Open Record Public Hearing regarding a request from the Sheriff Department to Hire
Two Temporary/Seasonal Full time positions/in the amount of $19,36o up to five (5) months and a
request from the Jail in the amount of $29,000 for yearly liability insurance premiums (Allred for the
Jail) Commissioner Richard Stevens moved to close comments for the Public Hearing. Commissioner
Cindy Carter seconded the motion. Motion carried. Commissioner Cindy Carter moved to approve the
request from the Sheriffs Office in the amount of $19,36o from two temporary/seasonal scanning
positions And budget extension request from the Jail in the amount of $29,000 for yearly liability
insurance premiums. Commissioner Richard Stevens seconded the motion. Motion earned. Meeting
adjourned
D POHLE, PUBLIC WORKS UPDATE
The Commissionei s approved and signed the following items:
o Authorization to Call for Bids on the Landfill Ground Water Evaporation Pond project.
The bid opening was set for August 14, 2007 at 4:00 pm
o Supplemental Local Agency Agreements for Sunland Road, Rd 7 -NE, Rd H -SE, and

o Resolution No. 07 -o96 -CC 1n the matter of Revising the Grant County Solid Waste
Management Fund Disposal Fee Schedule
o Resolution No. 07 -095 -CC in the matter of the Board of County Commissioners
declaring its intention and the necessity, to establish and alignment for a new County
Road connecting SR 17 near the Grant County International Airport to the Hiawatha
Interchange at I-90 and directing the county Road Engineer to prepare documents to
commence the process to amend the Grant County Comprehensive Plan, as appropriate,
and other matters properly related hereto
o Contract between Grant Countv and Granite Northwest, Inc., dba Basin Asphalt for the
Rd U-NE/SE Overlay Project (CRP 07-02)
OPEN RECORD PUBLIC HEARING 6 YEAR TRANSPORTATION IMPROVEMENT
PROGRAM
Chairman LeRoy Allison called the meeting to order stating the purpose was to address the 6 Year
Transportation Improvement Program, introducing Derek Pohle Director of Public Works to address the
topic. Public Works Director Derek Pohle explained the WAC rules for the County to comply with State
and Federal requirements in order to receive funding. Staff spent considerable time reviewing and
explaining the 20o8 to 2013 Six Year Transportation Improvement Program He also reviewed the
Expected Revenue and Expenditure Analysis. Commissioner Richard Stevens moved to close public
comment portion of this hearing. Motion seconded by Commissioner Cindy Carter. Motion carried.

Commissioner Richard Stevens moved to adopt the 6 year Transportation Improvement Program from
2oo8 to 2013 as presented. Commissioner Cindy Carter seconded the motion passed unanimously.

MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of $711,162.00, as recorded on a listing and
made available to the Board.
The Commissioners signed the Public Works Claims Fund Voucher Approval No. 07-1 through No. 07-70
in the total amount of $298,239.02, as recorded on a listing and made available to the Board.
The Commissioners approved the recommendation of the Human Resources Director to contract with
Intelms to provide Grant County pre-employment screening services.
The Commissioners approved the District Court June 21, 2007 request for a budget extension in the
amount of $17,000.00 to enable them to increase staffing by one FTE. The Board also requested that
District Court use existing monies to cover their current part-time and hourly positions and that hourly
staff hours kept be under 70 per month. The public hearing was set for August 27, 2007 at 2:30 pm.
