The Grant County Commissioners session was called to order at 9:oo a.m. with all the Commissioners in
attendance with the Clerk of the Board.
S HALLSTROM PROSECUTING ATTORNEY'S UPDATE
The Commissioners met with the Chief Deputy Prosecuting Attorney and discussed legal issues.
COMMMISSIONERS WORK SESSION
A motion was made by Commissioner Stevens seconded by Commissioner Carter that Commissioner
LeRoy Allison be elected as Chair of the Board of County Commissioners for the calendar year 2007. The
motion passed unanimously.
A motion was made by Commissioner Carter, seconded by Commissioner Allison that Commissioner
Steven s be elected as Vice -Chair of the Board of County Commissioners for the calendar year 2007. The
motion passed unanimously.

CLOSED RECORD PUBLIC HEARING, MARTIN HANSON PRELIMINARY SUBDIVISION
The Commissioners held a closed record public hearing regarding a preliminary subdivision application
from Martin Hanson for a 51.7 -acre parcel into twelve lots in the Rural Residential 1 (RR1) Zone of Grant
County. The 10 lots will be for single-family residences and 2 lots will be designated as the open space.
Location of proposal is the southeast quarter of S 32, T 19 N, R 23 E, W M. The parcel is comprised of
three TGW (together with) parcels 150576000, 311099000, and 311100000. Martin Hanson answered
questions regarding setbacks. A motion was made by Commissioner Stevens to uphold the Planning
Commissions recommendation and approve the subdivision as presented recognizing the 14 Conditions of
Approval and 12 Findings of Fact, Commissioner Carter seconded and the motion passed unanimously.
The hearing adjourned. (Resolution No. 07 -002 -CC)
D POHLE, PUBLIC WORKS UPDATE
The Commissioners approved the recommendation of the Public Works Director to award the Crushing
and Stockpiling Contract to DeAtley Crushing Company in the amount of $516,600.00.
The Commissioners signed the following Authorization to Call for Bids and set the bid openings for
January 16, 2006:

The Commissioners approved two Requests to County Road Department for Reimbursable Work for the
City of George for chip and crack seal, utility adjustment and fill potholes.
BID OPENING, CRUSHING AND STOCKPILING CONTRACT
Derek Pohle and Dave Heilman were present from Public Works to open two bids for the Crushing and
Stockpiling Contract. Received were as follows:
DeAtley Construction
$516,600.00
North Central Construction
$1,000,000.00
Commissioner Stevens moved to turn over the bids to Public Works for their review and recommendation,
Commissioner Carter seconded and the motion passed unanimously.
CLOSED RECORD PUBLIC HEARING JACK BECK REASONABLE USE EXCEPTION
The Commissioners held a closed record public hearing regarding a Reasonable Use Exception request
from Jack Beck to allow the placement of a manufactured home for residential use on a 3.5 -acre parcel in
the Agriculture (AG) Zone of Grant County. Location of the proposal is S 6, T 21 N, R 26 E, W M. The site
address is 17441 Johnson Rd NW, Ephrata, WA 98823 (parcel no. 160774015). Jack Beck answered
questions of the Board. A motion was made by Commissioner Stevens to uphold the Planning
Commission recommendation and approve the Reasonable Use Exception as presented recognizing the 6
Conditions of Approval and 6 Findings of Fact, Commissioner Carter seconded and the motion passed
unanimously. The hearing adjourned. (Resolution No. 07 -003 -CC)

Port of Quincy letter of support for Intermodal Rail Service from Quincy to the Puget Sound
EMERGENCYMANAGEMENT:
Request to purchase 5o Bodv Bags with Homeland Security Funding (Contract Eo6-028) in the
amount of $2395 each for a total of $1,383.50•
Request to purchase 30,00o Tri -Fold Flyers with Homeland Security Funding (CERT Contract OFM-No.
590-07) in the amount of S3,507.00.
HUMAN RESOURCES
Recommendation to hire Juan Peralez as a Crisis Response Specialist at Grant Mental Healthcare, and the
start date of approximately February 1, 2007.
JUVENILE COURT AND YOUTH SERVICES
Request for transfer of budget Food — Human Consumption (527.60.31.11) $45o.00 to Small
Tools/Equipment (527.6o.35.00) to replace a 6 -quart mixer in the Detention kitchen.

MISCELLANEOUS ITEMS
The Chair of the Board was authorized to sign the Randy Niessner (Randy Niessner Unit 20 Short Plat)
Final Plat Submission and Review, File #o6-4499-01.
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.o8o, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of $585,684.97, 417,684.34, and
$199,579.19, as recorded on a listing and made available to the Board.
The Commissioners signed the Professional Services Agreement for Legal Representation of Indigent
Individuals in Grant County Superior Court (Adult Felony Only) for Overflow and Conflict cases, between
Grant County and John W. Beuhler.
The Commissioners signed a 2007 Professional Services Agreement between Grant County and Mary Jane
Castillo for interpreter services.
The Commissioners denied the recommendation of the Human Resources Director for District Court to
increase staffing by one FTE Probation Director position.
The Chair of the Board was authorized to sign a 2007 Grant County Sheriff Towing Contract between the
Grant County Sheriffs Office and T&J Services.
The Commissioners approved the request of the WSU Extension Office to purchase a Cisco 295oT Switch
GC/WSU Connection in the amount of S929.42•
As there was no further business to come before the Board the session was continued until January 8,
2007.
