The Grant County Commissioners session was called to order at 9:oo a.m. with all Commissioners in
attendance with the Clerk of the Board
The Commissioners approved and signed the Agreement between the State of Washington, Department of
Corrections and Grant County to utilize state adult offenders assigned to community supervision, in work
crew projects.
The Commissioners discussed the 3/10 Sales Tax for Criminal Justice and decided to table this issue for
discussion in January, 2oo8
CLOSED RECORD PUBLIC HEARING CLINT BROWN LONG PLAT SUBDIVISION
The Commissioners held a Closed Record Public Hearing regarding a Subdivision application from Clint
Brown for two parcels totaling 160 38 -acres into four residential lots and one agricultural/open space lot
in the Agricultural Zone of Grant County Lots 2-5 will be 2.50 -acres in size and Lot 1 will be 150.04 -acres
in size Lot 1 shall maintain no potential for residential development.

The subject area is located approximately a half mile east of Dodson Rd N, just south of Rd 10.8 NW, and
is a portion of S 10, T 20 N, R26 E, W M (parcel nos. 16-0597-000 and 16-0597-001) Commissioner
Stevens moved to uphold the Planning Commission recommendation and approve the application as
presented, recognizing the 12 Conditions of Approval and the 7 Findings of Fact. Commissioner Carter
seconded and the motion passed unanimously. The hearing adjourned.
As there was no further business to come before the Board the session was continued until July 17, 2007.

CLOSED RECORD PUBLIC HEARING, KENNETH WENTWORTH MINOR ZONE CHANGE
The Commissioners held a Closed Record Public Hearing regarding a minor rezone application from
Kenneth Wentworth for the rezone of a 4 69 -acre parcel changing the zoning from Rural Residential 1 to
Urban Residential 2 in order to make the zoning consistent with land use designation Location of
property is immediately west of County Rd F -NE, Moses Lake In the SE quarter of S 25, T 19 N, R 27 E, W
M (Parcel no. 16-1545-014). Commissioner Stevens moved to uphold the Planning Commission
recommendation and approve the application as presented, recognizing the 10 Findings of Fact.
Commissioner Carter seconded and the motion passed unanimously The hearing adjourned.

CLOSED RECORD PUBLIC HEARING, NORMAN LUBLIN MINOR ZONE CHANGE
The Commissioners held a Closed Record Public Hearing regarding a minor rezone application from
Norman Lublin for the rezone of 4 parcels totaling approx. 113 -acres from Rural Residential to Urban
Residential 1. The subject area is located immediately north of Mae Valley Rd and South of Winesap Rd
NE, Moses Lake, and is located in a portion of the E half of the SW quarter of S 24, T 19 N, R 28 E, W M,
(Parcel nos. 16-1483-000, 16-1486-000, 14-1692-000 and 17-0754-000) Commissioner Stevens moved
to uphold the Planning Commission recommendation and approve the application as presented,
recognizing the to Findings of Fact. Commissioner Carter seconded and the motion passed unanimously.
The hearing adjourned. (Resolution No. 07 -094 -CC)
D POHLE. PUBLIC WORKS UPDATE
The Commissioners approved and signed the Authorization to Call for Bids for the Bridge #425 —
Crescent Bar Rd. NW project and set the hearing for August 7, 2007 at 1:30 pm.
The Commissioners approved the recommendation of the Director to not award the Bridge #425 —
Crescent Bar Rd. NW project at this time. The only bid received was approximately l00% above the
Engineers estimate and the project could not be completed in the allotted time and within the Fish
Window that is required
The Commissioners denied the petition request from Wuanita Burgess et al to reduce the speed limit on
Rd to -NW to 35 mph and requested the Public Works Director inform her via letter.
CONSENT AGENDA:
Commissioner Stevens moved to approve the Consent Agenda, Commissioner Carter seconded and the
motion passed unanimously, as presented below
Commissioners Office Vouchers
Quantity 3 - Special Occasion License applications for the Columbia Basin Rodeo Association,
3953 Airway Dr. NE, Moses Lake, WA 98837 for wine tasting and beer sales during the Grant
County Fair, from the Washington State Liquor Control Board.
Approval for distribution to Elected Officials and Department Heads Administrative Policy 07-02
Asset Inventory Policy.
Ground Water Management Area approval for prior authorization to expend funds beginning July
1, 2007 for the Extended Subsurface Ground Water Mapping Project.
ADMINISTRATIVE SERVICES COORDINATOR
Addendum to the Professional Services Agreement for Legal Representation of Indigent
Individuals in Grant County Superior Court (Adult Felony Only) for Overflow and Conflict cases,
between Grant County and Shawn Sant.

funding for:
Grant County Fairgrounds $1oo,000.00 grant
Port of Ephrata $20,000.00 grant
City of Quincy $70,000.00 grant and $30,000.00 loan
Request for a budget transfer from fund #133 (Ending Fund Balance) to Fund #113 (E.D.C.
Admin Fees) for payment to the Economic Development Council for services provided to the
Strategic Infrastructure Project, in the amount of $15,000.00.

Request for a County Credit Card for business purchases.

Request for out of state travel for one employee to attend a ASNA Conference (Anasazi Software)
training in Phoenix, AZ; one employee to attend a SANS Network Security Conference in Las
Vegas, NV; and for two employees to attend an EMDR training in Portland, OR.

The Commissioners appointed Tammy Roloff to the Health Insurance Committee.
The Commissioners approved and signed a Grant of Easement between Grant County and the City of
Ephrata (Grantee) assigning a nonexclusive easement and right of way on, under, over, through, and
across Grant County property for the installation, construction, maintenance, operation, and use of a
public pedestrian walking and bicycle path as shown on Exhibit A and located in S 16, T 21 N, R 26 E.
The Commissioners approved the request of the Blue Lake Water Users Association to get a Users Permit
for property on Blue Lake, at the end of Mundy Lane, for the purpose of a community park.
The Chair of the Board, Commissioner LeRoy Allison, was authorized to sign an Authorization of
Canvassing Board Representatives/Auditor's Staff, and to delegate himself to serve on the Canvassing
Board for the Primary Election to be held on August 21, 2007.
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.o8o, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of $2,39o,692 59, as recorded on a listing
and made available to the Board.
