IN THE MATTER OF THE BOARD OF COUNTY RESOLUTION No. 2007 - 09S CC
COMMISSIONERS DECLARING ITS INTENTION
AND THE NECESSITY TO ESTABLISH AN
ALIGNMENT FOR A NEW COUNTY ROAD
CONNECTING SR 17 NEAR THE GRANT COUNTY
INTERNATIONAL AIRPORT TO THE HIAWATHA
INTERCHANGE AT I-90 AND DIRECTING THE
COUNTY ROAD ENGINEER TO PREPARE DOCUMENTS
TO COMMENCE THE PROCESS TO AMEND THE
GRANT COUNTY COMPREHENSIVE PLAN, AS
APPROPRIATE, AND OTHER MATTERS PROPERLY
RELATED HERETO
WHEREAS, the Board of County Commissioners finds that it is in the public interest that
an alignment for a new county road arterial be identified, established and preserved in the area lying
northwest of the City of Moses Lake beginning at SR 17 near the Grant County International Airport
and crossing Moses Lake with a bridge and fill as necessary and ending at the existing Hiawatha
interchange on Interstate 90, and
WHEREAS, Chapter 36.81 RCW provides that a board of county commissioners may by
original resolution entered upon its minutes declare its intention to establish any county road in the
county and declare that it is a public necessity and direct the county road engineer to report on such
project; and
WHEREAS, the County Road Engineer has requested an amendment to the Grant County
Comprehensive Plan to accomplish the following actions to further the directives of the Board of
County Commissioners:
Amend the Transportation Element and Land Use Sections of said
Comprehensive Plan to promote and encourage the goal to preserve a corridor
hereinafter referred to as the Maewatha Rd and beginning at SR 17 near the
Grant County International Airport; thence crossing Moses Lake
southwesterly to a point intersecting in the vicinity of Roads 5.5 to 5 8 NE,
thence westerly approximately 4 miles to Hiawatha Rd NE; thence south
approximately 4 5 miles to the Hiawatha Interchange with Interstate 90.
Identify the environmental, biological and cultural impacts to the effected
areas, including rights-of-way, agricultural, residential and commercial
development, a bridge and approach fills crossing the lake.
Evaluate the traffic impacts of the new corridor on the current system.
Study the conversion of said new corridor to a state route including access
restriction.

• Address continuity of said corridor with Quadco Regional Transportation
Plan.
NOW, THEREFORE, BE IT RESOLVED, the Board of County Commissioners directs the
CountyRo ad Engineer to take all action appropriate to report upon the establishment of the proposed
county road project and make an examination of same as appropriate, and
BE IT FURTHER RESOLVED, the Board of County Commissioners directs the County
Road Engineer to commence the process to amend the Grant County Comprehensive Plan to include
this proposed project and reserves the action to establish said road at a future date following
examination of the products provided by the County Road Engineer.
