HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (440)COMMISSIONERS' PROCEEDINGS Week of August 7, 2006 The Grant County Commissioners session was called to order at 9.00 a.m. with all the Commissioners in attendance with the Clerk of the Board The Commissioners approved the recommendation of the Human Resources Director to: increase staffing in the Auditor's office by one (1) FTE Accountant position; approve the proposed job description, and to perform a salary re-evaluation for the position. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42 24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $781,906 87, as recorded on a listing and made available to the Board. A motion was made by Commissioner Allison, seconded by Commissioner Stevens, that Resolution No. 06 -207 -CC, a resolution relating to Comprehensive Planning in Grant County in Accordance with the Washington State Growth Management Act (RCW 36 70 A) and amending the September, 1999 Comprehensive Plan to include a Major Industrial Development as allowed in RCW 36 70A 365, be passed The motion carred. A motion was made by Commissioner Allison, seconded by Commissioner Stevens, that Ordinance No 06 -208 -CC, an ordinance relating to an amendment of the Grant County Zoning Map changing the zoning of a 66.9 -acre parcel from Agriculture to Urban Heavy Industrial. The site address of the subject parcel is 3937 Rd N -NE, Moses Lake, also known as Farm Unit 61 Block 41; and is located approximately one mile north of the intersection of Wheeler Rd and Rd N -NE on the east side of Rd N- NE, and is a portion of the NW '/4 section of S 16, T 19 N, R 29 E, WM, Grant County (parcel #19-0449- 000), be passed. The motion carried. The Commissioners approved the salary, wage, and/or position changes as recommended by the Human Resources Director for Dawn Maucen, Prosecuting Attorney's Office. A motion was made by Commissioner Moore, seconded by Commissioner Allison, that Resolution No 06 -209 -CC, a resolution to amend the North Central Washington Regional Support Network (NCWRSN) Interlocal Agreement to expand its geographic scope of authority to include Ferry, Lincoln, Stevens and Pend Oreille counties, amending the July 1993 Interlocal Agreement, be passed. The motion carred. The Commissioners approved the request by the Emergency Management Director to seek competitive bids for 25,000 CBRNE N-95 mask/respirators, a 3,000 watt with GFI portable generator, a portable photo ID badging system, and an auto dialer emergency notification system. As of this date the Board by a majority vote does approve for payment those vouchers as presented by the Grant County Health District Payroll Vouchers No 1 — 5, and General Fund Vouchers No. 6 — 69, in the amount of $173,816.86, as recorded on a listing and made available to the Board. The Commissioners approved the request of the Sheriff s Office for a budget extension in the amount of $4,578 00, for overtime costs associated with Mandatory Diversity / Harassment Training. Page 1 of 3 COMMISSIONERS' PROCEEDINGS Week of August 7, 2006 The Commissioners approved the request of Grant Mental Healthcare Executive Director for out of state travel for Peter Gourley to attend training in Los Angeles, California. The Chair of the Board was authorized to sign a Request for Advance or Reimbursement from the USDA-NRCS in the amount of $7,605.05 on behalf of the Grant Conservation District. 8, 2006 As there was no further business to come before the Board the session was continued until August August 8, 2006 The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding: Call for Bids for the Maple Drive Safe Routes to School project; Franchise Assignment; GIS. Miscellaneous Complaints; S WAC; Landfill Drum Removal Contract — out to ad August 15; Federal STP money; and campaign signs. The Commissioners signed the Authorization to Call for Bids on the Maple Drive Safe Route to School Project. Bid opening to be held August 22, 2006 at 1:30 p.m. The Commissioners signed an Acknowledgement of Assignment of all rights and interest in Order Granting Franchise from La Terra Limited Partnership to John Stahl Sr, Jacob Stahl, Andrew E Stahl, Samuel J Stahl, David Edward Stahl and John Kurt Stahl, as Trustees of the Stahl H.B Trust for the sale of the canal supply line and related farmland. 9, 2006. As there was no further business to come before the Board the session was continued until August August 9, 2006 The session was continued at 9:00 a.m with all the Commissioners in attendance with the Clerk of the Board The Commissioners approved the July 17, 2006 and July 24, 2006 Commissioners' Proceedings. A motion was made by Commissioner Moore, seconded by Commissioner Stevens, that Resolution No 06 -210 -CC, a resolution of intent to vacate and notice of hearing in the matter of vacating a portion of a certain county road right of way more fully described as a strip of land 40 feet in width in the South half Southeast quarter, S 5, T 19 N, R 29 E, W M., lying within Farm Unit 37, Block 41 and also parallel and adjacent to the northerly side of the Northern Pacific Railway right-of-way, as shown on the farm unit map for Block 41, on Sheet 9, dated December 28th, 1973, be passed. The hearing was set for August 29, 2006 at 2 30 pm The motion carred. The Chair of the Board was authorized to sign Resolution No. 06 -215 -CC, a resolution authorizing application(s) for funding assistance for a Non -highway and Off -Road Vehicles Activities Program (NOVA) project to the Interagency Committee for Outdoor Recreation (IAC) as provided in Chapter 46.09 RCW, Non -highway and Off -Road Vehicles Activities Program. As there was no further business to come before the Board the session was continued until August 10, 2006. August 10, 2006 The session was continued at 9 00 a.m. with all the Commissioners in attendance with the Clerk of the Board The Commissioners denied the request of the Sheriff's Office for an additional Detective Position for the Major Crimes Unit in the Sheriff's Office As there was no further business to come before the Board the session was continued until August 14, 2006.
