RESOLUTION:
IN THE MATTER OF APPROVING A
PRELIMINARY PLAT OF FIVE
PARCELS INTO THIRTY FOUR
LOTS LOCATED IN A PORTION OF
S 26, T 21 N, R 24 E, WM, GRANT
COUNTY, WA

APPROVING A PRELIMINARY
PLAT OF
BEAUMONT PLAT
WHEREAS, the Grant County Board of County Commissioners have been
advised that an open record public heanng was conducted, before the Grant County
Planning Commission on June 7, 2006, on the matter of a preliminary plat of —163.94
acres into thirty four (34) lots, located in a portion of Section 26, Township 21 North,
Range 24 East, Willamette Meridian, Grant County, Washington; and,
WHEREAS, the Grant County Planning Commission did approve a motion to
recommend to the Board of County Commissioners to approve the proposed preliminary
plat with fourteen (14) conditions of approval and eleven (11) findings of fact in the
affirmative; and,
WHEREAS, the Grant County Board of Commissioners held a closed record
public hearing on July 24, 2006; and,
WHEREAS, the Board of County Commissioners, have reviewed the application
material, staff report and Planning Commission minutes; and,
WHEREAS, the Board of County Commissioners have found that the proposed
subdivision will not adversely, affect the health, safety, and general welfare of the public
in the vicinity of the proposal; and,
WHEREAS, the Board of County Commissioners have found that the proposed
subdivision does meet the applicable requirements of Grant County Unified Development
Code Chapter 22.04 "Subdivisions and Plats", and,
WHEREAS, the Board of County Commissioners have found that the proposed
subdivision does serve the public use and interest; and,
WHEREAS, the Board of County Commissioners have found that the proposed
subdivision does comply with the Grant County Comprehensive Plan, the Shoreline
Master Program, the Unified Development Code, Chapter 23.04 "Zoning", other land use
regulations, and SEPA; and,

WHEREAS, the Board of County Commissioners have found that the proposed
subdivision does comply with the Health District's requirements for sewage disposal and
potable water supply; and,
WHEREAS, the Board of County Comnussioners have found that the proposed
subdivision does contain an accurate legal description of the lots being created, and the
roads and easements therein; and,
WHEREAS, the Board of County Commissioners have found that the proposed
subdivision does comply with Grant County regulations pertaining to roads, utilities,
drainage, access for emergency vehicles, and other infrastructure improvements; and,
WHEREAS, the Board of County Commissioners have found that the "Best
Available Science" has been considered in the final decision regarding the proposed
subdivision, and,
WHEREAS, the Board of County Commissioners have found that the phasing
plan does include all land within the subdivision; and
WHEREAS, the Board of County Commissioners have found that each phase of
the subdivision is an independent planning unit with safe and convenient circulations, and
contains facilities and utilities that have been coordinated with the requirements
established for the entire subdivisions: and,
WHEREAS, the Board of County Commissioners have found that all road
improvement requirements are ensured pursuant to GCC § 22.04.450; and,
WHEREAS, the Board of County Commissioners have found that the proposed
subdivision does appropriately identify and protect critical areas pursuant to GCC §
24.08; and,
WHEREAS, the Board of County Commissioners have made a decision to
approve the "Beaumont Preliminary Plat."
NOW, THEREFORE, BE IT RESOLVED THAT, that the Board of County
Commissioners for Grant County, Washington approve by this Resolution, with the
conditions of approval listed below, a preliminary plat of -163.94 acres into 34 lots;
located in a portion of the NW i/4 of Section 26, Township 21 North, Range 24 East,
Willamette Meridian, Grant County, Washington (parcels # 15-1222-000, 15-1222-001,
15-1222-002, 15-1222-003, and 15-1222-004);
CONDITIONS OF APPROVAL:
1) Development shall be in compliance with the Washington State Environmental Policy
Act, the Grant County Comprehensive Plan, the Grant County Unified Development
Code, and all applicable local, state, and federal regulations, rulings or requirements

2) Proposal shall comply with all requirements deemed necessary by the Grant County
Health District, by the Washington State Department of Health, and the Washington
State Department of Ecology regarding domestic water supply, sewage systems and
storm water control and treatment including, but not limited to; RCW 90.48.080
Discharge of Polluting Water Prohibited, WAC 173-201, Surface Water Standards;
WAC 173-201A, Ground Water Quality Standards; and, WAC 246-272, On -Site
Sewage Systems.
3) If any Native American Grave site(s) or arch aeologicallcultural resources (Indian
Artifacts) are found all construction activity shall stop and the owner/developer shall
immediately notify the Grant County Planning Department, the Colville Confederated
Tribes and the Washington State Office of Archaeology and Historic Preservation.
4) Approval of the plat shall be contingent upon conformance with all applicable land
use rules and regulations in effect as of April 28, 2006.
5) During road grading and/or construction activities, county roads shall be maintained
clear of soil and rocks at the point of ingress / egress
6) This proposal shall comply with the requirements of GCC 23.12.080 Clearing,
Grading and Drainage Standards, including but not limited to:
a) Clearing and grading activities shall be conducted so as to minimize potential
adverse effects on offsite property.
b) All development shall ensure that soil erosion and sedimentation of drainage -
ways will be controlled to prevent damage to adjoining properties.
c) Surface drainage shall not be directed to or discharged onto County Roads or
ditches within County right-of-ways unless approved by the County Engineer.
7) This proposal shall comply with the requirements of GCC 23.12.100 Road Standards,
including but not limited to:
a) Road names shall be approved by the Grant County Emergency Services
Department and shall be established using the addressing and grid system
delineated in GCC 10 36
8) Development shall comply with all requirements of the Grant County Health District
including, but not limited to:
a) A well site inspection, design approval and construction of the water system must
be completed before final approval of the plat will be given.
b) A site registration for each lot must be completed and submitted to the Health
District before final plat approval will be given
c) A Surety bond for construction of the water system may be provided in lieu of
completion if Grant Co. Public Works will accept responsibility of administration.
9) Development shall comply with all requirements of Grant County's Public Works
Department including, but not limited to:
a) Provide a plat review fee of $100.00 plus $2.00 a lot for a total of $166.00.

b) Provide a vicinity map.
c) Provide a plat certificate from the title company for all land being dedicated to
Grant County
d) An Approach Permit must be obtained for each lot prior to the issuance of a
Building Permit
e) A hatched/shaded area shall be provided along all lots on Road M.5 NW This
area shall be labeled "No Access". This area shall continue along the internal plat
roads for a distance of 50'
f) A hatched/shaded area shall also be added to the south comer of Lot 20, the west
corner of Lot 34, the north corner of Lot 22, and the east comer of Lot 21. These
areas shall be labeled "No Access". This hatched area must extend for 50' in each
direction from the intersection.
g) Lots 14, 24 and IS may only access onto the plat road from tangent/straight
section of lot frontage, not in the curve section. A note shall be added to the face
of the plat to this effect or a hatchedAhaded area added to these lots and labeled as
such.
h) Provide a complete road plan and profile with all centerline data and drainage
facilities for new roads.
i) Road M.5 NW will need to be shown in greater detail. County documents show
M.5 NW following the section line for 0.72 miles from road 13, then the road jogs
to the northeast for 0.19 miles.
J) All local access roads shall be built to current County Road Standards, which call
for 4" of base course, 2" of top course and a 2 shot Class "A" BST driving surface
with a finished width of 26'
k) Road M 5 NW from Road 13 NW to the end of the plat shall be upgraded to
current County Road Standards with a finished width of 26' with a 2 shot Class
"A" BST. The existing rock surface depths will need to be verified when an
engineered stamped set of road plans is turned in for approval. The new road
portion north along the section line from where the existing road M.5 NW jogs to
the northeast will need to be built to the standards listed in Item 1, with a cul-de-
sac at the end. Right-of-way may be required for this extension and needs to be
verified along M.5 NW.
1) Grant County Public Works is waiving the required traffic study on this
Preliminary Plat as long as the following mitigation is done for each Phase:
Phases 1,2, & 3 Road M 5 NW shall be upgraded according to item #k along the
lots being platted for each Phase.
1. The access roads shall be constructed according to item I along the lots being
platted for each Phase.
2. An Impact & Mitigation Fee Agreement shall be imposed for the section of
Road M.5 NW from Road 13 NW to the Southerly plat boundary. This
agreement shall be shown on the face of the plat with its Auditor File Number.
Phases 4,5 6 & 7
1. Road M.5 shall be upgraded from Road 13 NW to the Southerly plat boundary
according to item #k
2. Access roads shall be construction according to item #J along the lots being
platted for each phase.

10) Development shall comply with the requirements of the Grant County Assessor's
office including, but not limited to:
a) The final subdivision shall provide signatures for all legal owners consistent with
the Plat Certificate.
11) Development shall comply with the requirements of the WA State Department of
Ecology (DOE) Including, but not limited to, compliance with DOE's Water Quality
and Solid Waste Programs.
12) Proposal shall comply with at a minimum all mitigation listed within the Habitat
Management Plat dated March 24, 2006 and Including but not limited to:
a) All buffers shall be permanently identified in the filed by Installation of 4" posts,
which will be installed a minimum of 2' in the ground and a minimum of 2' above
ground placed every 50' along the edge of all required buffers.
13) Development shall comply with all requirements of the Grant County Planning
Department, including but not limited to:
a) Comply with all requirements listed in UDC Chapter 22.04 Article V Final
Subdivisions and Short Subdivisions
b) Comply with all requirements listed in the SEPA Mitigated Determination of
Non -Significance issued by Grant County on May 05, 2006.
c) Correct spelling errors on sheet 4 of 4
d) As lot #33 has no residential capacity prior to final plat approval the existing
home must be removed
14) This proposal shall have a Class B water system and upon such time as the
development expands to exceed the requirement of a Class B system the system will
be upgraded to a Class A Water System.
