Week of February 13, 2006
The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
The Commissioners approved the December 19, 2006 and January 16, 2006
Commissioners Proceedings.
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement
claims certified by the auditing officer as required by RCW 42 24 090, in the amount of $487,745.17
as recorded on a listing and made available to the Board.
The Commissioners signed the Public Works Claims Fund Voucher Approval No. 02-1
through No 02-149 in the total amount of $671,482.78, as recorded on a listing and made available
to the Board.
A motion was made by Commissioner Moore, seconded by Commissioner Allison, that
Resolution No 06 -117 -CC, a resolution qualifying Edwardo Gonzales, M. Ed. as a County
Designated Mental Health Professional for Grant Mental Healthcare.
The Chair of the Board was authorized to sign a 2006 Grant County Sheriff Towing
Contract between the Grant County Sheriff's Office and Randy's Towing.
As there was no further business to come before the Board the session was continued
until February 14, 2006.

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Commissioners held a public hearing regarding a budget extension for the Grant
County Boundary Review Board in the amount of $8,500.00 from current expense to cover 2006
salary and training expenses Commissioner Allison moved to close the public comment portion
of the hearing, Commissioner Moore seconded and the motion passed unanimously
Commissioner Allison moved to approve the budget extension as presented, Commissioner
Moore seconded and the motion passed unanimously. The hearing adjourned.
A motion was made by Commissioner Allison, seconded by Commissioner Moore, that
Resolution No. 06 -118 -CC, a resolution relating to a supplemental extension in the 2006 budget
of the Boundary Review Board Fund No. 001, Dept No. 131 in the amount of $8,500 00, be
passed The motion carried.

The Commissioners held a public hearing regarding a budget extension for the Grant
County Facilities and Maintenance in the amount of $4000.00 from current expense for cleaning
of the Grant County Sheriff's Moses Lake Office. Commissioner Allison moved to close the
public comment portion of the hearing, Commissioner Moore seconded and the motion passed
unanimously. Commissioner Allison moved to approve the budget extension as presented,
Commissioner Moore seconded and the motion passed unanimously. The hearing adjourned.
A motion was made by Commissioner Allison, seconded by Commissioner Moore, that
Resolution No 06 -119 -CC, a resolution relating to a supplemental extension in the 2006 budget
of Facilities and Maintenance Fund No. 001, Dept No. 112 in the amount of $4,000.00, be
passed. The motion carried
The Chair of the Board was authorized to sign the following Final Plat Submission and
Reviews: Roy Hull (Roy Hull Short Plat), File No. 04-3984-01; Robert Senn (Robert Senn Short
Plat), File No. 05-4118-01; and the Williamson Family Trust (Maak-Williamson Short Plat), File
No 05-4007.
The Commissioners accepted the recommendation of the Human Resources Director to
approve the starting salary of the Prosecuting Attorney's Office Crime Victims/Witness
Coordinator position.
The Commissioners accepted the recommendation of the Human Resources Director to
approve the starting salary for Michael Baird, Chemical Dependency Professional I position,
PARC
The Commissioners approved the request of the Grant County Treasurer to transfer the
first quarter matching funds for the Trial Court Improvement Fund in the amount of $5,539.00.
The Commissioners met with the Public Works Director regarding: Execution of
Contracts for Various Equipment Contracts; Authorization to Call for Bids for the Re -Striping
Program 2006, Request for Reimbursable Work the Town of Wilson Creek and the Town of
Electric City; Award Recommendation Letter for the Central Shop Storage Shed Ceiling Retrofit
project; Mateo Industnes, LLC; Out of State Travel Request to visit NTT Electrical Control
Systems, Darrell Doolittle; 2:00 pm Meeting with Paul Bemson; CRAB/Prelimmary Prospectus
for Rd H -SE (12 -SE to SR 262); CRAB Disaster Issue; Interfund Loan; Interfund Transfers vs.
Warrants; 4-10 Work Schedule beginning March 6, 2006; Moses Lake Gun Club Request, Free
Dump; and Sunserra/Teal Court,
The Commissioners accepted the recommendation of the Public Works Director to
approve the Requests to the County Road Department for Reimbursable Work for the Town of
Electric City and the Town of Wilson Creek.

The Commissioners signed the Authorization to Call for Bids on the Re -Striping Program
2006 project.
The Commissioners signed the following Equipment Contracts: Automobiles and
Pickups (ER&R 2006-01), Discovery Ford, Chipspreader (ER&R 2006-04), Bearcat Mfg., Inc
Trailers (ER&R 2006-10), Central Machinery Sales, Inc.; Miscellaneous Small Equipment
(ER&R 2006-12), Central Machinery Sales, Inc., Terex Utilities, and Day Wireless Systems;
Miscellaneous Shop Equipment (ER&R 2006-13), Central Machinery Sales, Inc. and Sun City
Auto Supply.
The Commissioners approved the request of the Public Works Director for out of state
travel for one employee to attend training in Portland, Oregon.
The Commissioners accepted the recommendation of the Public Works Director to award
the Central Shop Storage Shed Ceiling Retrofit contract to Mateo Industries, LLC, East
Wenatchee, Washington.
The Chair of the Board was authorized to sign a State of Washington County Road
Administration Board (CRAB) Rural Arterial Program Certification of Road Fund Expenditures
for Traffic Law Enforcement.
The Commissioners held a public hearing regarding a request from Erik Broughton and
Robert Lussier to change the Planned Unit Development (PUD) Master Plan of Desert Aire to
allow the location of single family residential units in an area originally set aside for
Condominium development in the PUD of Desert Aire. Planning Department staff presented for
the record a letter received this day from Robert Lussier, one of the applicants, asking to be
removed from the PUD Master Plan hearing today The subject area is adjacent to Desert Aire
Drive paralleling the waterfront and is a portion of S 22, T 14 N, R 23 E, WM. Grant County
(parcel nos. 21694000 and 21698000) further described as Lots 5 and 9 of the Replat of Desert
Aire condominiums. Commissioner Moore moved to accept the Planning Commissions
recommendation to approve the replat recognizing the nine Conditions of Approval and the
twelve Findings of fact, removing lot nine as requested by Mr. Lussier in the above mentioned
letter Commissioner Allison seconded and the motion passed unanimously. The hearing
adjourned.
The Commissioners signed a Special Counsel Contract between Grant County and
Witherspoon, Kelley, Davenport & Toole, P S., to perform legal assistance and render legal
advice.
The Commissioners signed Amendments to Geographic Information Interlocal
Agreements between Grant County, Quincy — Columbia Basin Irrigation District, City of
Ephrata, and Washington State Department of Transportation — North Central Region for shared
services.

The Commissioners accepted the recommendation of the Human Resources Director to
approve an increase to the maximum hourly rates for temporary employees.
The Commissioners held a public hearing regarding declaring property surplus (parcel
no. 91539001). The Treasurer described the process for getting the appraisal and sale thereof,
and stated that there is only a 30 day requirement to notify the current tenants (Maple Ridge).
The appraisal is to be completed by the end of March, 2006. Commissioner Moore moved to
close the public comment portion of the hearing, Commissioner Allison seconded and the motion
passed unanimously. Commissioner Allison moved to approve the property surplus,
Commissioner Moore seconded and the motion passed unanimously. The hearing adjourned.
The Commissioners signed the Professional Services Agreement for Legal
Representation of Indigent Individuals in Grant County Superior Court (Adult Felony Only) for
Overflow and Conflict cases, between Grant County and Robert Schiffner.
As there was no further business to come before the Board the session was continued
until February 16, 2006.
February 16, 2006
The session was continued at 9:00 a in. with Commissioners Stevens and Allison in
attendance with the Clerk of the Board. Commissioner Moore was out of town and excused.
The Chair of the Board was authorized to sign an Application for Public Federal
Assistance between Grant County and the USDA NRCS, for a pass through Environmental
Quality Incentives Program Grant for the Grant Conservation District to provide technical
assistance to implement and certify 100 Irrigation Water Management plans located in Adams
and Grant Counties.
As there was no further business to come before the Board the session was continued
until February 17, 2006.
February 17, 2006
The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Chair of the Board was authorized to sign approval of the Special Occasion License
Applications of the Fraternal Order of Eagles 2622, Ladies Auxiliary, 1517 W Broadway, Moses
Lake, WA 98837, from the Washington State Liquor Control Board.

The Commissioners signed the following agreements:
Working Agreement By and Between Grant County and Grant County
Prosecutor's Office, Teamsters, Food Processing Employees, Public
Employees, Warehousemen and Helpers Local No. 760, and Grant County
Prosecutor's Office Clerical Personnel, and effective January 1, 2006 to
December 31, 2008;
Working Agreement By and Between Grant County, Teamsters, Food
Processing Employees, Public Employees, Warehousemen and Helpers
Local No. 760, and Grant County Sheriffs Department Support Staff, and
effective January 1, 2006 to December 31, 2008; and
Working Agreement By and Between Grant County and Grant County
Public Employees' Association: Courthouse, Juvenile Court and Youth
Services, and Public Works, and effective January 1, 2006 to December 31,
2008.
As there was no further business to come before the Board the session was continued
until February 21, 2006.
