Dear County Commissioners:
Homeland Security Presidential Directive Number 5 requires all local state and federal
departments and agencies to make adoption of the National Incident Management
Systems (NIMS) a condition for Federal preparedness assistance beginning in fiscal
year 2006 They have also created a dead line of Sept 30, 2006
The notion is to create a management system for Federal, State, local, and tribal
emergency agencies and personnel In order to coordinate efforts to effectively and
efficiently provide the highest levels of Incident management during any crisis;
You will see by the language of the resolution it describes a management system which
utilizes standards in terminology, organizational structures, interoperable
communications and consolidated action plans. It creates unified command structures
to improve management of disaster operations in the field and at the emergency
operations center.
Procedures for managing personnel, communications and facilities to include resources
will greatly Improve Grant County's capabilities as well as allow us continued use of
federal funding for additional resources to enhance local agency preparedness and first
responder safety.
I request that the Board review this proposed resolution I am available to discuss this
matter with the Board and with others to reach agreement that the County of Grant
should consider this resolution for adoption of the National Incident Management
System (NIMS).
Thank you
