HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (425)COMMISSIONERS' PROCEEDINGS Week of January 30, 2006 The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. A motion was made by Commissioner Moore, seconded by Commissioner Allison, that Resolution No. 06 -112 -CC, a resolution of appointment of Commissioners to Boards and Committees for the 2006 year, be passed. The motion carred. The Commissioners approved and signed the Bylaws of the New Hope Domestic Violence/Sexual Assault Services Management Team. The Chair of the Board was authorized to sign a Vendor Agreement between Grant County Developmental Disabilities, Moses Lake Community Health (Host Agency), and Parent to Parent, for the purpose of administering services to clients. The Commissioners signed Amendments to Geographic Information Interlocal Agreements between Grant County, the City of Quincy, and Grant County Title Company for shared services. The Commissioners appointed Gary Sieg and Ron Tebow to the Grant County Noxious Weed Board. The Commissioners signed the Public Works Payroll Journal for the month of January, 2006. The Commissioners signed a Special Counsel Contract between Grant County and Talmadge Law Group, to perform and render legal assistance and advice relative to professional disciplinary matters. A motion was made by Commissioner Allison, seconded by Commissioner Moore, that Resolution No. 06 -113 -CC, a resolution to designate the National Incident Management System (NIMS) as the basis for all emergency/incident response and management of Grant County, be passed The motion carried. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42 24 080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $395,264.64, as recorded on a listing and made available to the Board. The Commissioners approved the December 5, 12, 28, 2005 and January 3, 2006 session minutes. Page 1 of COMMISSIONERS' PROCEEDINGS Week of January 30, 2006 The Commissioners signed a 2006 Professional Services Agreement between Grant County and Mike Lewton, Private Investigations. As there was no further business to come before the Board the session was continued until January 31, 2006. January 31, 2006 The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners signed a Professional Services Agreement for Coordinator and Facilitator Consultant for the Columbia Basin Ground Water Management Area (GWMA) project. The Commissioners approved the request of the Grant County Sheriff for out of state travel for one employee to attend a conference in Portland, Oregon. The Commissioners approved the request of the Emergency Management Director to start the bidding process to purchase the following equipment from Homeland Security Grant Contract No. E04-068 funds: one Security Gate for Emergency Management's EOC and the Multi Agency Communications Center in Moses Lake at the National Guard Armory and a Security Surveillance Camera and Control System for gate operation and door controls The Commissioners held a public hearing regarding a Reasonable Use Exception application from Fedor Novik to allow the development of a single family dwelling on a 2.5 -acre parcel in the Rural Residential -1 (RRl) Zone. The subject site is located in S 34, T 21, R 26 E, WM Grant County, WA. Proposed location is at 12503 Dodson Rd. NW Ephrata, WA. The Planning Commission has forwarded this proposal with a recommendation to approve. Commissioner Allison moved to uphold the Planning Commissions recommendation to approve recognizing the 7 Conditions of Approval and 6 Findings of Fact Commissioner Moore seconded the motion and the motion passed unanimously. The hearing adjourned. A motion was made by Commissioner Allison, seconded by Commissioner Moore, that Resolution No. 06 -114 -CC, a resolution in the matter of approving a reasonable use exception from Fedor Novik, to allow the development of a single-family dwelling on a 2 5 -acre parcel in the Rural Residential -1 (RRl) Zone, be passed. The motion carried. The Commissioners met in executive session from 9:45 am to 10:10 am with legal counsel regarding litigation. No. 2 Shop Embankment Project; 1:40 pm Bid Opening for Dump Trailers, 1.50 pm Bid Opening for Self -Propelled Brooms; 2:00 pm Bid Opening for Telescoping Excavator; 2:10 pm Bid Opening for Car Trailers; 2:20 pm Bid Opening for Man/Material Lift 2:30 pm Bid Opening for Mount Crane and Misc.; 2 45 pm Bid Opening for Shop Press and Misc.; Award Recommendation Letters for: Snow Plows (Mid -Mountain Machinery), Backhoe with Trailer (Central Machinery Sales), Chipspreader (Bearcat Mfg., Inc.), 10,000 g Asphalt Relay Tank (Mid -Mountain Machinery), andAutos & Pickups (Discovery Ford); Local Agency Agreement for the Dodson Rd Intersection Beacons, Director at WSACE February 15, 16, and 17; Emergency Management Letter from Paul Bemson regarding the Jake Jacobsen Rd Closure Proposal; TIB Meeting with the City of Moses Lake on February 8 at 9.30 am regarding Rd N- NE; Feasibility Study; Tentative Conference Call on February 8 regarding RIFS, Condemnation Hearing on Akerblade, February 15 at 2 pm. The Commissioners held the seven above referenced Bid Openings. A motion was made by Commissioner Moore, seconded by Commissioner Allison, to refer the bids to Public Works for their review and recommendation. The motion carried. The Commissioners signed the contract award recommendation letters for the five above referenced companies. The Commissioners signed a Call for Bids for the Rd District 2 Shop Embankment Project. The Commissioners held a public hearing regarding the establishment of the Sheriff's Office Traffic Unit. This hearing was continued from the January 24, 2006 hearing. Discussion was held regarding the impacts to all of the offices involved Commissioner Moore stated that further meetings will need to be held between Public Works, Treasurer and Auditor to discuss the interfund loan from Public Works. Commissioner Allison moved to approve the establishment of the Traffic Unit which will be funded by a loan from Public Works. The Unit will consist of six employee positions, one SUV, five Motorcycles, and six patrol vehicles Commissioner Moore seconded for discussion purposes. Commissioner Allison commended all those involved in generating the self-sustaining proposalposal. Commissioner Allison recommended a 3 -year payback timeframe. The first year will generate revenue to pay expenses only; the second and third year will generate revenue to pay back the start up costs. If after three years, the Traffic Unit has not become self-sustaining, the program will (may") be disbanded Commissioner Moore believes this unit will reduce traffic accidents and fatalities. Commissioner Stevens commended all involved for their efforts and for their cooperation. Commissioner Moore called for the question, Commissioner Stevens stated it has been moved and seconded to approve the Traffic unit as presented including the discussion points The motion passed unanimously. The Chair of the Board was authorized to sign a Local Agency Agreement (No 20.205) between Grant County Public Works and the Washington State Department of Transportation for the Dodson Rd Intersection Beacon project. As there was no further business to come before the Board the session was continued until February 6, 2006.
