HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (420)COMMISSIONERS' PROCEEDINGS Week of August 28, 2006 The Grant County Commissioners session was called to order at 9:00 a.m. with Commissioners Moore and Stevens in attendance with the Clerk of the Board. Commissioner Allison was out and excused. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount $774,861.45, as recorded on a listing and made available to the Board. The Chair of the Board was authorized to sign a Special Occasion License Application for the Chamber of Commerce — Moses Lake, 324 S Pioneer Way, Moses Lake, WA 98837; and an Application in Lieu of Current Privilege for R Place Tavern, 610-612 Main St, Desert Aire, WA 99349, from the Washington State Liquor Control Board. The Commissioners signed a North Central Washington Regional Support Network (NCWRSN) Amended Agreement to Associate (Article I) to expand the boundaries of the existing NCWRSN to include Lincoln, Pend Oreille, Stevens and Ferry counties. The Commissioners approved the following recommendations from the Human Resources Director to: Revise the Building Director/Fire Marshal job description and re-classify the position to Band 20; Eliminate one full time Executive Assistant position and subsequently to lay off one full time employee at Grant Mental Healthcare; Increase staffing in the Information Services department in 2007 by one FTE Help Desk/Administrative Assistant position, approve the submitted job description for the Help Desk position, and classify the position at Band 5. As there was no further business to come before the Board the session was continued until August 29, 2006. August 29, 2006 The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners met in Executive Session from 9:40 — 10:00 am and from 10:20 — 11:00 am regarding potential litigation. Page I of 5 COMMISSIONERS' PROCEEDINGS Week of August 28, 2006 The Commissioners held an open record public hearing regarding a budget extension for the Grant County Sheriff's Office Fund #001 Dept #114 ($2350.00) and Dept #115 ($2228.00) for overtime costs associated with the mandatory training Harassment/Diversity Training, in the total amount of $4578 00. Commissioner Moore moved to close the public comment portion of the hearing, Commissioner Allison seconded and the motion passed unanimously. Commissioner Moore moved to approve the budget extension as presented, Commissioner Allison seconded and the motion passed unanimously. The hearing adloumed. A motion was made by Commissioner Moore, seconded by Commissioner Allison, that Resolution No. 06 -219 -CC, a resolution in the matter of approving supplemental budget appropriation for the Sheriff's Office in the total amount of $4,578.00, be passed. The motion carried. A motion was made by Commissioner Moore, seconded by Commissioner Allison, that Resolution No. 06 -220 -CC, a resolution increasing the District Court Revolving Account Petty Cash by $125.00, for a total of $650.00, be passed. The motion carried. The Commissioners met with the Public Works Director regarding: 2:30 Rd M.7 -NE Vacation Hearing, Order Granting Vacation for Rd M.7 -NE Resolution; Rd G -S W Girders being placed today; Maple Drive Safe Route to Schools; Rd 16 -NE and USBR Crab Creek Water Issue; Seal Coat Complete; HHW is September 16; Agreed Order Status; and Westmoreland Property. The Commissioners held an open record public hearing regarding a request from the Public Works director to vacate Rd M.7. The Director read into the record his engineers report. Commissioner Allison moved to close the public comment portion of the hearing, Commissioner Moore seconded and the motion passed unanimously. Commissioner Moore moved to approve the vacation of Rd M.7, Commissioner Allison seconded and the motion passed unanimously. The hearing adjourned. A motion was made by Commissioner Moore, seconded by Commissioner Allison, that Resolution No. 06 -221 -CC, a resolution in the matter of vacating a certain county road right-of- way, Rd M.7 NE, be passed. The motion carried. The Commissioners signed a Professional Services Contract -Open Ended between Grant County and Alliance Consulting Group, Inc. to provide planning services and professional recommendations to the Planning Department. The Commissioners approved the request from the Victim/Witness Coordinator for out of state travel to attend training in Austin, Texas this December. As there was no further business to come before the Board the session was continued until August 30, 2006. The Commissioners signed the North Central Washington Regional Support Network (NCWRSN) Grant County Community Mental Health Services State -only Agreement No. 0701 GRANT, and Medicaid Agreement No. 0702GRANT effective September 1, 2006 — August 31, 2007 The Commissioners held a Closed Record Public Hearing regarding a Reasonable Use Exception request to allow construction of a single-family residence on a 1 87 -acre parcel in the Agriculture zoning district. The subject parcel does not meet the 40 -acre minimum lot size requirement for this zoning district as defined by Grant County Code 23 12 table 2. The subject parcel is %4 mile west of the intersection of Mae Valley Rd and Rd B -NE, and is located in the NE Y4 of S 29, T 19 N, R 27 E, W M (parcel 211337006). Commissioner Allison moved to uphold the Planning Commission recommendation and approve the Reasonable Use Exception as presented recognizing the 8 Conditions of Approval and 6 the Findings of Fact, Commissioner Moore seconded and the motion passed unanimously. A motion was made by Commissioner Allison, seconded by Commissioner Moore, that Resolution No. 06 -222 -CC, a resolution in the matter of approving a Reasonable Use Exception for Nancy Frederick on a 1 87 -acre parcel in the NE'/4 of S 29, T 19 N, R 27 E, W M, Grant County, be passed. The motion carried The Commissioners held a Closed Record Public Hearing regarding a Minor Zone Change application from Paul Jones to change two parcels totaling 2.00 -acres from Urban Residential 3 to Urban Residential 1, in order to make zoning consistent with the Comprehensive Plan land —use designation The area is located in the NW corner of the intersection of Dick Rd NE and Rd G.6 NE in the Urban Growth Area boundary of Moses Lake and in the NE '/4 of S 8, T 19 N, R 28 E, W M (parcels 311685000 and 311686000). Commissioner Moore moved to uphold the Planning Commission recommendation and approve the Reasonable Use Exception as presented recognizing the 10 the Findings of Fact, Commissioner Allison seconded and the motion passed unanimously. The hearing adjourned. A motion was made by Commissioner Moore, seconded by Commissioner Allison, that Resolution No. 06 -223 -CC, an ordinance relating to an amendment of the Grant County Zoning Map, changing the zoning of two parcels totaling 2.00 -acres owned by Paul Jones from Urban Residential 3 to Urban Residential 2, be passed The motion carried. Page 3 of 5 COMMISSIONERS' PROCEEDINGS Week of August 28, 2006 The Commissioners held a closed record public hearing regarding a Minor Zone Change application from Richard Penhallunck to for 2 parcels totaling 23 18 acres from Urban Residential 3 to Urban Residential 2. The site address is 2468 Elgin Rd, within the Urban Growth Area boundary of Moses Lake and located in the SE quarter of S 20, T 19 N, R 28 E, W M (parcel 170760000 and 170761000). Commissioner Allison moved to uphold the Planning Commission recommendation and approve the Minor Zone Change as presented recognizing 10 the Findings of Fact, Commissioner Moore seconded and the motion passed unanimously. The Commissioners signed the Public Works Payroll Journal for the month of August, 2006. The Commissioners approved the recommendation of the Public Works Director to award the Maple Dr Safe Route to Schools Project, CRP 06-07, to Central Washington Asphalt, Inc. in the base amount of $120,344 00 and Alternate Al amount of $36,685.00 for a total contract amount of $157,029.00. The Commissioners signed the Public Works Claims Fund Voucher Approval No. 08-1 through No. 08-122 in the total amount of $656,504 80, as recorded on a listing and made available to the Board The Commissioners approved the recommendation of the Facilities Director to award the parking lot seal coat project to Quality Paving in the amount of $19,002.16. Commissioner Moore signed the Initial Boarding Home License Application for City View Residential/Grant County Developmental Disabilities The Commissioners approved the request of the Emergency Management Director to hold a budget extension hearing for an Emergency Management Preparedness Assistance Grant in the amount of $42,627 00 and a Law Enforcement Terrorism Prevention Program Grant in the amount of $4,858 51 The hearing was scheduled for September 25, 2006 at 1.30 pm. As there was no further business to come before the Board the session was continued until August 31, 2006.
