Week of January 23, 2006
The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the
amount of $919,936 36, as recorded on a listing and made available to the Board.
The Chair of the Board was authorized to sign the Jose Arreola (Arreola Short Plat) Final
Plat Submission and Review, File #04-3923-01.
The Chair of the Board was authorized to sign a CERB Program Self Certification of
Growth Management Act for the Port of Moses Lake for the REC Silicon — Electrical Substation
Expansion project.
A motion was made by Commissioner Moore, seconded by Commissioner Allison, that
Resolution No. 06 -009 -CC, a resolution in the matter of unredeemed warrants for 2005, be
passed. The motion carred.
The Commissioners signed Amendments to Geographic Information Interlocal
Agreements between Grant County and the Port of Moses Lake, Frontier Title and Escrow,
Security Title, and Grant County Economic Development Council for shared services.
As there was no further business to come before the Board the session was continued
until January 24, 2006.
January 24, 2006
The session was continued at 9:00 a.m with all the Commissioners in attendance with the
Clerk of the Board.
The Commissioners approved the November 17, 2005 Corrected session minutes.
The Commissioners signed a Special Counsel Contract between Grant County and
Stafford Frey Cooper PC, to perform and render legal assistance and advice relatn-c to insurance
coverage matters.

The Commissioners signed the Professional Services Agreement for Legal
Representation of Indigent Individuals in the Juvenile Division of Grant County Superior Court
(Juvenile Offenders Only) Full Time Contractor between Grant County and Jaime Hawk.
The Commissioners held a public hearing regarding the establishment of a Sheriffs
Office Traffic Unit. Various members of the Sheriffs Office spoke in favor of the Traffic Unit;
stating that Grant County has the highest fatalities per capita in the state. Speed is the easiest
problem to enforce and will generate quite a bit of revenue. The Traffic Unit is going to be
funded by a loan from Public Works. The approximate budget for this unit is $753,785 00;
$459,550 for wages and benefits, $98,600 for operational expenses, and $195,635 for capital
expenditures. Commissioner Stevens asked if this Traffic Unit will be self supporting The
Chief Deputy stated yes, it should more than support itself and create additional revenue.
Sheriffs Office staff have received many calls from citizens wanting the motorcycle police in
their area. Commissioner Allison moved to close the public comment portion of the hearing,
Commissioner Moore seconded and the motion passed unanimously. Commissioner Allison
stated that a one week continuance would be helpful to the Board to discuss the funding from
Public Works. Commissioner Moore reiterated this statement and thanked everyone for the
information received. Commissioner Allison made a motion to continue the hearing to Tuesday,
January 31, 2005 at 2:30 pm so that the Board can have the opportunity to discuss the financing
of the Traffic Unit. Commissioner Moore seconded and the motion passed unanimously. The
hearing adjourned.
The Commissioners met with the Public Works Director regarding: 1:30 pm Bid
Opening for Automobiles/Pickups; 1:50 pm Bid Opening for Snow Plows/Fork Lifts, 2.00 pm
Bid Opening for 10,000 gal. Asphalt Relay Tank; 2:10 pm Bid Opening for a Chip Spreader;
2:20 pm Bid Opening for Motor Graders; 2:30 pm Bid Opening for a Backhoe with Trailer;
CRAB Annual Certification & Certification of Road Fund Expenditures for Fish Passage Barrier
Removals; Local Agency Agreement Supplement for the Stratford Road project; Local Agency
Agreements for the Beverly -Burke Road Overlay and Rd 5 -NW Road O� erlay; Request for Out
of State Travel for Bob Rayoum/Solid Waste (MOLD); Facilities & Maintenance; Quincy Shop
Fire System Working; Compost Feasibility Study; and the Gloyd Drop Box.
The Commissioners held the six above referenced Bid Openings. A motion was made by
Commissioner Moore, seconded by Commissioner Allison, to refer the bids to Public Works for
their review and recommendation. The motion carried.
The Commissioners approved the request of the Solid Waste Supervisor for out of state
travel for one employee to attend training in British Columbia.
The Chair of the Board was authorized to sign Local Agency Agreements between Grant
County Public Works and the Washington State Dept of Transportation for Rd 5 -NW and
Beverly -Burke Rd Overlays; and a Local Agency Agreement Supplement for the Stratford Rd
project.

The Chair of the Board was authorized to sign the Annual Certification for Calendar Year
2005 for Public Works; and the Washington State CRAB Certification of Road Fund
Expenditures for Fish Passage Barrier Removal.
A motion was made by Commissioner Moore, seconded by Commissioner Allison, that
Resolution No. 06 -010 -CC, a resolution in support of keeping the Coulee City to Cheney Line
of the Palouse River Coulee City Railroad running, be passed. The motion carred.
The Chair of the Board was authorized to sign an Inter -local Agreement between the
Cities of Moses Lake, Othello, Grand Coulee, Grant County, and Adams County regarding a
combined Police Tactical Response Team.
The Commissioners signed a Special Counsel Contract between Grant County and
Stafford Frey Cooper PC to perform and render legal assistance and advice relative to insurance
coverage matters. Duplicate, already noted as third item on this days issues

until January 25, 2006.
January 25, 2006
The session was continued at 9:00 a.m. with Commissioners Stevens and Allison in
attendance with the Clerk of the Board. Commissioner Moore was out of town and excused.
The Chair of the Board was authorized to sign the William Johnson (William Johnson
Replat) Final Plat Submission and Review, File #05-4119-02.
The Commissioners approved a request from the Emergency Management Director to
extend the position of Project Planner from 80% to 100%, based on the receipt of funds from a
Hazard Mitigation Grant.

The Chair of the Board was authorized to sign a Draft -1/18/06 Intergovernmental
Agreement between the Washington State Department of Personnel and Grant County to provide
for a statewide, regional, and national executive search for the Executive Director of Grant
Mental Healthcare, Directions in Community Living/Developmental Disabilities, and New Hope
Domestic Violence/Sexual Assault Services.
The Commissioners approved and signed the Grant County Comprehensive Plan for
Crime Victims Funds, as prepared and submitted by the office of the Prosecuting Attorney.
A motion was made by Commissioner Allison, seconded by Commissioner Moore, that
Resolution No 06 -011 -CC, a resolution setting the salary for the Grant County Prosecuting
Attomey for 2006, be passed. The motion carried
The Commissioners approved a recommendation from the Human Resources Director to
make changes to the Prosecuting Attorney's Crime Victim Coordinator Job description, including
a title change to Crime Victim/Witness Coordinator; and to request a salary re-evaluation for the
position.
As there was no further business to come before the Board the session was continued
until January 30, 2006.
