Week of June 6, 2005
The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
The Commissioners signed a State of Washington Department of Community, Trade and
Economic Development Community Mobilization Farm 11 for signature authorization between
Grant County Prevention and Recovery Center and Washington State
The Chair of the Board was authorized to sign a Washington State Military Department
Amendment B E911 Operations Contract for Contract Numbers E05-038 and E05-039
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24 080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42 24 090, in the
amount of $762,852 71 as recorded on a listing and made available to the Board
The Commissioners signed the Final Payroll Register for the month of May 2005.
The Commissioners approved the recommendation of the Human Resources Director for
the Sheriff's Office to hire a Deputy Sheriff on a temporary basis.
As there was no further business to come before the Board the session was continued
until .Tune 7, 2005.
June 7, 2005
The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Commissioners held a public hearing regarding a Minor Zone Change application
from David Sparks for four parcels totaling 110 -acres zoned Rural General Commercial with a
Comprehensive Plan Land Use Designation of urban Commercial The applicant desires a zone
change to Urban Commercial 2 in order to make the zoning consistent with the Urban
Commercial land use designation. Locations of parcels are east of Rd. L NE and north of the
North Frontage Rd. These parcels are also located within the urban growth area boundary of the
City of Moses Lake. Parcels are located in a portion of Section 31, Township 19 N, Range 29
E, W M., Grant County (18-0246-000, 31-2409-000, 31-2410-000 and 31-2412-000).
Commissioner Stevens moved to approve the Minor Zone Change recognizing the 10 Findings
of Fact, Commissioner Moore seconded and the motion passed unanimously. The hearing
adjourned.

The Commissioners met with the Public Works Director regarding: Bid Opening on
Road E -SW; Bid Opening on BR #114, Road U -NE, Authorization to Call for Bids on Neva
Dake Rd NW and Dodson Rd. NW; Hearing Resolution for the Six Year Transportation
Improvement Program 2006-2011; Tuition Reimbursement; Vacation Hearing on Road 23 -NE;
Old Quincy Shop Counter Offer, Bridge 4425 at Crescent Bar; Landfill Access Road Name; and
free Dump Summary.
A motion was made by Commissioner Moore, seconded by Commissioner Stevens, that
Ordinance/Resolution No 05 -236 -CC, an Ordinance/Resolution adding chapter 10 42 to the
Grant County Code providing for roadway construction and improvement reimbursement
charges, requiring improvements to Crescent Bar county road as a prerequisite to further
property development and, other matters properly relating thereto, be passed The motion carried.
The Commissioners held a public hearing regarding a road vacation of a certain portion
of Road 23 -NE, County Road Number 50580 lying in the south Yz of Section 2 and north % of
Section 11, Township 22 north, Range 27 east, W.M., Grant County Commissioner Stevens
moved to close the public comment portion of the hearing, Commissioner Moore seconded and
the motion carried Commissioner Moore moved to accept the proposal as presented by Public
Works, Commissioner Stevens seconded, the motion passed unanimously The hearing
adjourned.
The Commissioners met in executive session with legal counsel for 15 minutes regarding
litigation.
The Commissioners signed the authorization to call for bids Neva Lake Rd. NW (Dodson
Rd. NW to the East Landfill Gate) CRP 04-12; and Dodson Rd. NW, (Road 14 -NW to SR 282)
CRP 04-23. Bids are to be opened June 21, 2005 at 130 pm.
A motion was made by Commissioner Stevens, seconded by Commissioner Moore, that
Resolution No 05 -233 -CC, a resolution granting vacation of county Road 23 -NE, be passed.
The motion carred.
A motion was made by Commissioner Moore, seconded by Commissioner Stevens, that
Resolution No. 05 -234 -CC, a resolution setting a public hearing for July 19, 2005 for the Six
Year Transportation Improvement Program for the years 2006-2001, be passed. The motion
carried.
The Commissioners held a Bid Opening on Bridge #114, U -NE, CRP 04-28 and Road E -
SW, CRP 05-04. A motion was made by Commissioner Stevens, seconded by Commissioner
Moore, to refer the bids to Public Works for their review and recommendation. The motion
carred.

As of this date the Board by a majority vote does approve for payment those vouchers as
presented by the Grant County Health District Payroll Vouchers #1 — 4, and General Fund
Vouchers #5 — 63, in the amount of $145,664.71, as recorded on a listing and made available to
the Board
A motion was made by Commissioner Stevens, seconded by Commissioner Moore, to
rescind resolution 05 -232 -CC and to pass resolution 05 -235 -CC in the matter of changing the
road name of Walker Rd to Kory Lane, Road I.2—NE to Road 6.7—NE; and Road I.5—NE and
Road 6.7 NE to Road I -NE. The motion carried.
The Commissioners signed the 2005-2009 Grant County Fair Management Agreement
between Grant County and the Grant County Fair Association for the purpose of providing for
the operation and production of the Grant County Fair and Spring Fair/Home Show.
As there was no further business to come before the Board the session was continued
until June 8, 2005.
June 8, 2005
The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Commissioners held a public hearing regarding an amendment to the Columbia
Basin Ground Water Management Area, to expand the GWMA Boundary Area to include
Lincoln County into the GWMA boundary. Discussion was held by the Board and members of
the public. Commissioner Moore moved to close the public comment portion of the hearing.
Commissioner Stevens seconded and the motion passed unanimously No decision was
necessary at this hearing, the hearing adjourned.
The Chair of the Board was authorized to sign the Columbia Basin Ground Water
Management Area Petition to include Lincoln County as a member of the GWMA Lead Agency
and to expand the designation to allow the GWMA to be able to address other water quality and
water quantity issues.
The Commissioners approved the request of the Human Resources Director to maintain
the salary classification for the Grant Mental Healthcare Executive Director position in the
Compensation Plan at Band 22.
The Commissioners signed a Proclamation in honor and recognition of children with
serious health challenges and naming June 9, 2005 Chief for a Day; and the Commissioners
signed a Proclamation recognizing Billie Sumrall from the Planning Department, as Grand
Marshall of the Sage N Sun Parade representing Grant County.

The Commissioners appointed Scott Isaak and Cathy Potter to the Strategic Infrastructure
Committee Board.
A motion was made by Commissioner Moore, seconded by Commissioner Stevens, that
Resolution No. 05 -237 -CC, a resolution setting the salary for the Grant County Prosecuting
Attorney for the 2005 year, be passed. The motion carried.
The Commissioners approved the request of the Grant County Fairgrounds Manager to
remove Food Booth F from the Fairgrounds and replace it with an area for picnic tables.
The Commissioners approved the hire date of June 2, 2005 for Terese Schrom,
Fairgrounds.
The Commissioners approved the separation date of May 16, 2005 for Jaime E. Deleon,
Developmental Disabilities Residential.
The Commissioners approved the salary, wage, and/or position changes as recommended
by the Human Resources Director for- Amanda Callahan, Misty Webb, Toka Allen, and Kristina
Crowder, Developmental Disabilities Residential; and Cathy Simon, Grant Mental Healthcare.
As there was no further business to come before the Board the session was continued
until June 13, 2005.
