Week of December 5, 2005
The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
The Commissioners signed the Special Counsel Contract between Menke Jackson Beyer
Elofson Ehlis & Harper, LLP, and Grant County.
The Commissioners signed the Payroll Final Register for the month of November 2005.
The Commissioners signed the 2006 Lure Brochure Map Contract between Grant County
Tourism and Grant County.
The Commissioners set a Public Hearing regarding year end budget extensions for Grant
County. The hearing is set for December 22, 2005 at 10:30 am in the Commissioners' Hearing
Room, Grant County Courthouse, Ephrata, Washington
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24 090, in the
amounts of $48,243.37 andg867,122.91, as recorded on a listing and made available to the Board.
As there was no further business to come before the Board the session was continued
until December 6, 2005.

The session was continued at 9.00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Chair of the Board was authorized to sign the Todd Lolkus Land Surveying (Dennis
Summers Short Plat) Final Plat Submission and Review, File #05-4085-01.
The Commissioners approved the recommendation of the Human Resources Director to:
• change the County's Health Insurance Immunization benefits for Out of Network
providers to 60% after the deductible is fulfilled;
• change the classification of Jeanne Range of Grant Mental Healthcare from a
Crisis Stabilization Specialist to a Case Manager; and
to reorganize the Planning Department as follows: increase the Assistant Planner
position from two positions to three positions; and decrease the Associate Planner
position fro three positions to two positions

The Commissioners approved the hire date of November 28, 2005 for: Cheryl Spies,
Rhonda Theriault, Nancy Reyes, Lorrie Martin, and December 1, 2005 for David Lester,
Directions in Community Living.
The Commissioners approved the separation date of November 22, 2005 for Kathleen
Baumgartner, Directions in Community Living; and December 18, 2005 for Steven Martinez,
Sheriff's Office.
The Commissioners approved the salary, wage, and/or position changes as recommended
by the Human Resources Director for: Sheri Morris, Linda Miller, Karla Storwick, Directions in
Community Living; and Lisa Padilla, Prosecutor's Office.
The Commissioners met with the Public Works Director regarding: Resolution for
uncollectible accounts receivables in the Solid Waste Division; Final budget draft, Exit audit for
Public Works with State Auditor; Holiday compensation issue for Solid Waste Foremen; and
reminder that the SWAC meeting is December 7, 2005.
A motion was made by Commissioner Moore, seconded by Commissioner Stevens, that
Resolution No. 05 -314 -CC, a resolution in the matter of declaring certain accounts receivable
uncollectible for the Solid Waste Division, be passed. The motion carried.
As there was no further business to come before the Board the session was continued
until December 7, 2005.
December 7, 2005
The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Chair of the Board was authorized to sign vendor agreements between Grant County
Developmental Disabilities and Goodwill Industries of the inland Northwest, Perfect Solutions,
RPM Rehabilitation, and First Choice Services.
A motion was made by Commissioner Stevens, seconded by Commissioner Moore, that
Resolution No. 05 -315 -CC, a resolution fixing and imposing a sales and use tax for Emergency
Communication Systems and Facilities, be passed. The motion carried.
As there was no further business to come before the Board the session was continued
until December 8, 2005.

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Chair of the Board was authorized to sign an Agreement for Fire Alarm Engineering
and Construction Administration Services between Grant County and Creighton Engineering Inc.
As there was no further business to come before the Board the session was continued
until December 12, 2005.
