RESOLUTION:
IN THE MATTER OF APPROVING A PLAT
ALTERATION OF LOT 6, BLK 1, OF WILD
WILD GOOSE TRACTS PHASE 1, LOCATED
IN A PORTION OF THE SE/40F SECTION 18,
TOWNSHIP 19 NORTH, RANGE 28 EAST, WM.
GRANT COUNTY, WA.
RESOLUTION No. 2006 -009 -CC
WILD GOOSE TRACTS
PHASE 1, REPLAT #2
EURO -DESIGN INC.
WHEREAS, the Grant County Board of County Commissioners have been
advised that an open record public hearing was conducted, before the Grant County Planning
Commission on December 7, 2005 in the matter of a preliminary plat alteration of Lot 6, Block
1, of Wild Goose Tracts Phase 1; located in a portion of the SE Ye of Section 18, Township 19
North, Range 28 East, Willamette Meridian, Grant County, Washington; and,
WHEREAS, the Grant County Planning Commission on December 7, 2005 did
approve a motion to recommend to the Board of County Commissioners to approve this
proposed preliminary plat alteration with twelve (12) suggested conditions of approval and six
(6) findings of fact consistent with approval, and,
WHEREAS, the Grant County Board of Commissioners held a closed record
public hearing on January 17, 2006; and,
WHEREAS, the Board of County Commissioners, have reviewed the application
material, staff report and a summary of the Planning Commission hearing; and,
WHEREAS, the Board of County Commissioners have found that the proposal
will not adversely affect the health, safety, and general welfare of the public in the vicinity of the
proposal; and,
WHEREAS, the Board of County Commissioners have found that the proposal is
consistent with the Grant County Comprehensive Plan, the Unified Development Code, Chapter
23.04 "Zoning", other land use regulations, and SEPA; and,
WHEREAS, the Board of County Commissioners have found that the public use
and interest will apparently be served by the plat alteration; and,
WHEREAS, the proposed plat alteration, subject to the conditions of approval,
meets the applicable requirements of Unified Development Code, Chapter 22.04 "Land
Division"; and,

BLK 1 OF WILD GOOSE TRACTS PHASE 1.
WHEREAS, the proposed preliminary plat alteration does comply with the
Health District's requirements for sewage disposal and potable water supply, and,
WHEREAS, the proposed preliminary plat alteration does contain an accurate
legal description of the lots being created, and the roads and easements therein; and,
WHEREAS, the proposed preliminary plat alteration does comply with Grant
County regulations pertaining to roads, utilities, drainage, access for emergency vehicles, and
other infrastructure improvements; and,
WHEREAS, the Board of County Commissioners have made a decision to
approve the preliminary Wild Goose Tracts Phase 1, Repalt #2.
NOW, THEREFORE, BE IT RESOLVED, that the Board of County
Commissioners for Grant County, Washington approve by this Resolution, with twelve (12)
conditions of approval listed below, a preliminary plat alteration of Lot 6, Block 1, of Wild
Goose Tracts Phase 1; located in a portion of S yz of Section 17, Township 19 North, Range 28
East, Willamette Meridian, Grant County, Washington;
CONDITIONS OF APPROVAL:
1) Development shall be in compliance with the Washington State Environmental Policy Act,
the Grant County Comprehensive Plan, the Grant County Unified Development Code, and all
applicable local, state, and federal regulations, rulings or requirements.
2) Proposal shall comply with all requirements deemed necessary by the Grant County Health
District, by the Washington State Department of Health, and the Washington State
Department of Ecology regarding domestic water supply, sewage systems and storm water
control and treatment including, but not limited to, RC W 90.48 080 Discharge of Polluting
Water Prohibited, WAC 173-201, Surface Water Standards; WAC 173-201 A, Ground Water
Quality Standards; and, WAC 246-272, On -Site Sewage Systems.
3) If any Native American Grave site(s) or archaeological/cultural resources (Indian Artifacts)
are found all construction activity shall stop and the owner/developer shall immediately
notify the Grant County Planning Department, the Colville Confederated Tribes and the
Washington State Office of Archaeology and Historic Preservation.
4) During road grading and/or construction activities, county roads shall be maintained clear of
soil and rocks at the point of ingress / egress.
5) This proposal shall comply with the requirements of GCC 23.12.080 Clearing, Grading and
Drainage Standards, including but not limited to:
a) Clearing and grading activities shall be conducted so as to minimize potential
adverse effects on offsite property.
b) All development shall ensure that soil erosion and sedimentation of drainage -
ways will be controlled to prevent damage to adjoining properties.

c) Surface drainage shall not be directed to or discharged onto County Roads or
ditches within County right-of-ways unless approved by the County Engineer.
6) Approval of the plat shall be contingent upon conformance with all applicable land use rules
and regulations in effect as of November 10, 2005.
7) The applicant shall comply with GCC 23.12 with regard to the development of water and
sewer infrastructure —or— provide a covenant insuring future sewer and water infrastructure,
built to city standards, in favor of the City of Moses Lake.
8) Development shall comply with all requirements of Grant County's Public Works
Department, including but not limited to:
a) Provide a plat check fee of $100.00.
b) Provide a basis of bearing.
c) An approach permit must be obtained prior to the issuance of a building permit.
9) This proposal shall comply with all the requirements of the Grant County Emergency
Services, including but not limited to:
a) The proponent shall contact Emergency services for new addressing.
10) Development shall comply with all requirements of the Grant County Health District.
a) The location of the well for each lot with a radius of 100ft shall be shown on the
plat
11) Development shall comply with all requirements of the Grant County Planning Department,
including but not limited to:
a) Comply with all requirements listed in UDC Chapter 22.04 Article V Final
Subdivisions and Short Subdivisions.
b) Comply with all requirements listed in the SEPA Mitigated Determination of
Non -Significance issued by Grant County on November 10, 2005
c) The words, "A Preliminary Short Plat" shall be removed from the title block.
d) All references to "short plat" in the General Notes and Surveyor's Declaration
shall be corrected to reflect a plat alteration.
e) The names listed in the Dedication, the Dedication signature line, and the
Acknowledgement shall be changed to reflect the owner of the subject parcel,
Euro -Design.
f) The information listed under Developer's Notes shall be corrected to reflect the
following:

12) Development shall comply with all requirements of the Washington State Department of
Ecology including, but not limited to;
a) Development shall comply with all the requirements of the Department of
Ecology's Water Quality Program and Solid Waste Program.
