The Grant County Commissioners session was called to order at 9:00 a.m, with all the
Commissioners in attendance with the Clerk of the Board.
The Commissioners approved the separation date of February 11, 2005 for Eileen Beckwith,
March 4, 2005 for Lisa Richter, and August 29, 2005 for Glenn Sanger, Fairgrounds, and December
16, 2005 for Rhonda Thenault, Directions in Community Living.
The Commissioners approved the salary, wage, and/or position changes as recommended
by the Human Resources Director for Jeremy Roy, Fairgrounds.
The Commissioners approved the request of the Chief Accountant for a budget transfer from
Misc. General Government (Dept No. 125) to Indigent Defense (Dept No 133) $24,000 00, Facility
Services (Dept No. 112) $21,500 00, and Board of Equalization (Dept No. 126) $2,500.00, for a total
amount of $48,000.00 to cover expenses.
The Chair of the Board was authorized to sign the following 2006 Grant County Sheriff
Towing Contracts
• Agri -Fix, Moses Lake;
• Beeline Frame & Axle, Inc., Moses Lake;
• Burck's Auto Parts, Ephrata,
• Central Towing, Moses Lake,
George Washington Towing, Quincy;
• Moses Lake Towing, Moses Lake;
• Quincy Towing, Quincy,
• T&J Services, Quincy;
• Tim's 4 Comers Texaco, Grand Coulee; and
• Royal City Towing.
As of this date the Board by a majority vote does approve for payment those vouchers as
presented by the Grant County Health District Payroll Vouchers No. 1 — 5, and General Fund
Vouchers No. 6 — 68, in the amount of $141,770 71, as recorded on a listing and made available to
the Board.
The Chair of the Board was authorized to sign the First Amendment to the Medicaid
Agreement between North Central Washington Regional Support Network and Grant County
Washington dated October 3, 2005 and the First Amendment to the State — Only Agreement between
North Central Washington Regional Support Network and Grant County dated October 3, 2005
A motion was made by Commissioner Moore, seconded by Commissioner Allison, that
Resolution No. 06 -002 -CC, stating that Manuel Torres, M Ed. is no longer an active employee with
Grant Mental Healthcare and cannot perform the functions of a County Designated Mental Health
Professional of Grant County, be passed. The motion tamed

The Commissioners denied the request of the Jail Captain for additional funds to purchase
exercise equipment for the Jail inmates.
The Commissioners approved the November 7, 2005 session minutes.
As there was no further business to come before the Board the session was continued until
January 10, 2006.
January 10, 2006
The session was continued at 9 00 a m. with all the Commissioners in attendance with the
Clerk of the Board Commissioner Allison was out of the office in the afternoon and was excused.
The Commissioners met with the Public Works Director regarding: Authorization to Call for
Bids for Equipment Contracts; CRP Resolution for Rd 5 -NW Road, Dodson Road at Rd 12 -SW &
Rd 5 -NW and Crescent Bar Rd NW; Master Street Plans for UGA, Private Roads in the UGA,
CRAB Certification Road Levy; Crescent Bar Road; Rd N -NE, SR. 26 Detour; and
CDSI.
A motion was made by Commissioner Moore, seconded by Commissioner Stevens, that
Resolution No. 06 -003 -CC, a resolution initiating county road projects and assigning CRP numbers,
be passed. The motion carried.
The Commissioners signed the Authorization to Call for Bids on:
1. Equipment Contract ER&R 2006-08, four Self -Propelled Power Brooms Bids are to
be opened January 31, 2006 at 1.50 p in ;
2. Equipment Contract ER&R 2006-09, one Telescoping Excavator. Bids are to be
opened January 31 2005 at 2.00 p in ;
3. Equipment Contract ER&R 2006-10, two — 20 ft. Car Trailers. Bids are to be opened
January 31, 2005 at 2:10 p m.;
4. Equipment Contract ER&R 2006-11, one Man/Material Lift. Bids are to be opened
January 31, 2006 at 2.20 pm,
5. Equipment Contract ER&R 2006-12, one Pickup -Mounted Crane, one Towable Earth
Drill, one Digger/Driver, one Pavement Saw, one Small Portable Paint Striper, one
Video Monitor for Paint Striper, one Soil Compactor/Rammer, and one 45 watt two-
way Mobile Radios. Bids are to be opened January 31, 2006 at 2:30 pm.
6. Equipment Contract ER&R 2006-13, one -55 ton Shop Press w/ Power Pump, one
Portable Heated Pressure Washer, one Magnetic Drill, one Automated Parts Washer,
one Hydraulic Flow Tester, one Hydraulic Filter Card, and one AC
Recovery/Recycling Unit; and
7. Equipment Contract ER&R 2006-07, three -12 cy Dump Trailers. Bids are to be
opened January 31, 2006 at 1.40 p in.

As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement
claims certified by the auditing officer as required by RCW 42 24 090, in the amounts of
$436,747 44 and $121,561 39, as recorded on a listing and made available to the Board.
The Chair of the Board was authorized to sign a Signature Authorization Form between the
Grant County Sheriffs Office and the Washington State Military Department for the 05 Buffer Zone
Protection Program.
The Commissioners signed the Public Works Claims Fund Voucher Approval No. 01-1
through No 01-128 in the total amount of $837,966 88, as recorded on a listing and made available
to the Board.
The Chair of the Board was authorized to sign a Certificate of Eligibility for Contracted City
Attorney/Public Defender Access to JIS-Link Brian D Barlow and Patrick Earl, Attorney's at Law
The Commissioners signed the Professional Services Agreement for Legal Representation of
Indigent Individuals in the Juvenile Division of Grant County Superior Court (Juvenile Offenders
Only) Full Time Contractor between Grant County and Anthony W. Zmman.
The Commissioners approved the request from the Public Works Director for out of state
travel for their inspector employees to attend training in Wilsonville, Oregon.
The Commissioners approved the November 14, 21, and 28, 2005 session minutes.
As there was no further business to come before the Board the session was continued until
January 11, 2006

The Commissioners approved the request fi-om the Grant Mental Healthcare Executive
Director for out of state travel for one employee to attend a conference in Las Vegas, Nevada
The Commissioners approved the request of the Chief Accountant for a budget transfer from
Elections (Dept No. 108) to Indigent Defense (Dept No. 133) $28,000 00, and from Planning (Dept
No 111) to Facility Services (Dept No 112) $9,000.00, for a total amount of $37,000 00 to cover
expenses.

The Commissioners approved the recommendation of the Human Resources Director to:
o Approve the Master Gardener Program Coordinator job description for the WSU
Cooperative Extension and submit the position to the County's Compensation
Consultant for salary re-evaluation; and
o Change the Traffic Technician lob description and submit the position to the
County's Compensation Consultant for salary re-evaluation
The Commissioners approved the request of the Juvenile Court and Youth Services
Admimstmtor to purchase and replace the Sally Port Door locking mechanism in the Detention
center, in the amount of $920.00 plus shipping.
A motion was made by Commissioner Allison, seconded by Commissioner Moore, that
Resolution No 06 -004 -CC, a resolution approving the Grant County Homeless Taskforce Ten Year
Plan, be passed The motion carred
As there was no further business to come before the Board the session was continued until
January 16, 2006.
