HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (402)COMMISSIONERS' PROCEEDINGS Week of October 31, 2005 The Grant County Commissioners session was called to order at 9:00 a.m. with Commissioner Allison and Stevens in attendance with the Clerk of the Board. Commissioner Moore was out for the week and excused. The Chair of the Board was authorized to sign approval of the Special Occasion License Applications of the Mattawa/Desert Aire Lions Club, 601 Roslyn Ct , Mattawa, WA 99349 from the Washington State Liquor Control Board. The Commissioners approved the request of Juvenile Court and Youth Services for a budget extension within Fund #001, Department #117 in the amount of $7,000 00 from the Juvenile Rehabilitation Administration. The hearing was scheduled for November 22, 2005 at 10 30 am. The Commissioners approved the request of the Grant County Health District for their billing of additional expenditures for the August/September period for Tuberculosis control in the amount of $1,983 00 The Commissioners approved the request of the Treasurer for a budget extension within Fund #001, Department #106 in the amount of $11,000 00 for the increase in bank service fees The hearing was scheduled for November 29, 2005 at 10.30 am. As there was no further business to come before the Board the session was continued until November 1, 2005 November 1, 2005 The session was continued at 9:00 a in with Commissioner Allison and Stevens in attendance with the Clerk of the Board. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42 24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42 24 090, in the amount of $232,308.93, as recorded on a listing and made available to the Board. The Commissioners signed the Payroll Final Register for the month of October, 2005. The Commissioners met with the Public Works Director regarding a Resolution to initiate CRP numbers, Hearing to declare surplus property/Quincy Shop; Resolution for findings and determinations/Quincy Shop; Retirement of Dean Carroll, Budget/Bars Changes; New FTE; and Solid Waste Page 1 of 3 COMMISSIONERS' PROCEEDINGS Week of October 31, 2005 The Commissioners held a public hearing declaring and selling Lots 1 through 7, Block 2, of the Quincy Original Plat The Public Works Director discussed the proposal; the City of Quincy expressed their desire to purchase this property from Grant County Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Allison seconded and the motion passed with two Commissioners in attendance Commissioner Stevens moved to approve the surplus of property as presented, Commissioner Allison seconded and the motion passed with two Commissioners in attendance. The hearing adjourned. A motion was made by Commissioner Stevens, seconded by Commissioner Allison, that Resolution No. 05 -298 -CC, a resolution in the matter of initiating county road projects and assigning CRP numbers, be passed. The motion carried. A motion was made by Commissioner Stevens, seconded by Commissioner Allison, that Resolution No. 05 -297 -CC, a resolution in the matter of declaring surplus and selling Lots 1 through 7 of the Quincy Original Plat, be passed. The motion carred. The Commissioners met in executive session with legal counsel on a conference call from 9 48 am to 12 00 pm regarding public defense As there was no further business to come before the Board the session was continued until November 2, 2005. November 2, 2005 The session was continued at 9.00 a in with Commissioner Allison and Stevens in attendance with the Clerk of the Board Commissioner Moore was out of the office and excused. The Commissioners approved the request of the Human Resources Director that the Health Insurance Plan documentation be restated and reprinted in a bound format for all plans, active and retiree. The Chair of the Board was authorized to sign an Interagency Mutual Aid Agreement of Grant County stating that various incorporated municipalities or political subdivisions of Grant County agree to furnish medical, fire, transportation, and law enforcement, to Grant County and any City, Town, or the Political Subdivision within its boundaries which may be stricken by disasters or emergencies The Commissioners approved the salary, wage, and/or position changes as recommended by the Human Resource Director for Hector Torres and Dorothy Black, Planning Department. Page 2 of 3 COMMISSIONERS' PROCEEDINGS Week of October 31, 2005 The Commissioners held a public hearing regarding a budget extension for Law Library in the amount of $4,402 00 to enable the purchase of a photocopier Commissioner Stevens was in attendance via telephone Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Stevens seconded and the motion passed with two Commissioners in attendance Commissioner Stevens moved to approve the budget extension as presented, Commissioner Allison seconded and the motion passed with two Commissioners in attendance. The hearing adjourned. A motion was made by Commissioner Stevens, seconded by Commissioner Allison, that Resolution No 05 -299 -CC, a resolution relating to a supplemental extension in the 2005 budget of the Law Library Fund #110, Department #152, to purchase a photocopier in the amount of $4,402 00, be passed. The motion carried. The Commissioners held a public hearing regarding a budget extension for the Building Department in the amount of $25,150.00 for a new position made possible with new revenues. Commissioner Stevens was in attendance via telephone Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Allison seconded and the motion passed with two Commissioners in attendance Commissioner Stevens moved to approve the budget extension as presented, Commissioner Allison seconded and the motion passed with two Commissioners in attendance The hearing adjourned.
