Week of October 24, 2005
The Grant County Commissioners session was called to order at 9:00 a.m. with all the
Commissioners in attendance with the Clerk of the Board.
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RC W 42 24 080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42 24 090, in the
amounts of $332,562.76 and $354,809.00, as recorded on a listing and made available to the
Board.
The Commissioners approved the hire date of October 15, 2005 for Judy M. Mears, Jail.
The Commissioners approved the recommendations of the Health Insurance Committee
for the 2006 Insurance and Benefit Plan to incur the following changes:
• Increase the wellness benefit for diagnostic lab/X-ray from the current rate
of S75 00 to $300.00 annually;
• Add an additional benefit to cover Bone Density Scans;
• Add an additional prescription co -pay tier for Biotech Drugs at $125.00
per drug with a maximum out of pocket of $1500 00 per year;
• Contract exclusively with Cura Script for specialty drugs; and
• Once a determination is made on a cost share to employees, implement a
negative enrollment for the premium to be set up on a flexible spending
account (Section 125 Plan).
The Commissioners approved the request of the Chief Accountant for a budget extension
within the Insurance Fund #503, Department 4182 in the amount of $36,000.00. The hearing
was scheduled for November 15, 2005 at 11:30 am.
The Chair of the Board was authorized to sign a revised Exhibit B contract between
Grant County Directions in Community Living and the Division of Developmental Disabilities.
The Commissioners met in executive session from 4.00 to 5.00 with legal counsel
regarding litigation.
As there was no further business to come before the Board the session was continued
until October 25, 2005.

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board
The Commissioners met with the Public Works Director regarding: the Treasurers Surplus
Equipment; EDA Grant/State Auditors Office; and Unsecured Loads.
The Commissioners approved the salary, wage, and/or position changes as recommended
by the Human Resources Director for Sonja Baker, Planning.
The Commissioners approved the October 10, 2005 session minutes.
The Commissioners approved the request of Directions in Community Living for out of state
travel for one employee to Idaho.
The Commissioners approved the recommendation of the Human Resources Director for the
starting rate of pay for Terry Shines, Grant Mental Healthcare
The Commissioners approved the recommendation of the Human Resources Director for the
Sheriff s Office to adjust the salary classification for the Sheriff's Office Corrections Captain
position from the current rate to the same rate as that of Chief Deputy— Patrol.
The Commissioners held a public hearing regarding a budget extension for The Grant
County Health District in the amount of $24,000.00 to cover expensed for Tuberculosis control.
Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner
Moore seconded and the motion passed with two Commissioners in attendance. Commissioner
Stevens moved to approve the budget extension as presented, Commissioner Moore seconded
and the motion passed with two Commissioners in attendance. Commissioner Allison was
excused. The heanng adjourned.
A motion was made by Commissioner Stevens, seconded by Commissioner Moore, that
Resolution No. 05 -296 -CC, a resolution relating to a supplemental extension in the 2005 budget
of the Grant County Health District Fund #001, Department #125 in the amount of $24,000.00,
be passed The motion carred with two Commissioners in attendance. Commissioner Allison
was excused.
The Commissioners held a public hearing regarding a budget extension for the Grant
County Sheriffs Office in the amount of $3,500.00 to allow for a Click it or Ticket grant.
Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner
Moore seconded and the motion passed unanimously. Commissioner Stevens moved to approve
the budget extension as presented, Commissioner Moore seconded and the motion passed
unanimously. The hearing adjourned

A motion was made by Commissioner Stevens, seconded by Commissioner Moore, that
Resolution No. 05 -295 -CC, a resolution relating to a supplemental extension in the 2005 budget
of the Sheriff's Office Fund #001, Department #114, for the Click it or Ticket program in the
amount of $3,500 00, be passed The motion carried.
As there was no further business to come before the Board the session was continued
until October 26, 2005.

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the
Clerk of the Board.
The Chair of the Board was authorized to sign the Habitat for Humanity (Larsen
Subdivision Replat No 13) Final Plat Submission and Review, File # 05-4074-01; and the Jefry
Gallacci (Gallacci Short Plat) Final Plat Submission and Review, File #04-3833-02.
The Commissioners signed the Public Works Payroll Journal for the month of October,
2005.
The Commissioners approved the salary, wage, and/or position changes as recommended
by the Human Resources Director for Shannon Falstad, Auditor's Office and Kenneth Holloway,
Treasurer's Office.
As there was no further business to come before the Board the session was continued
until October 27, 2005.
October 27, 2005
The session was continued at 9.00 a in with Commissioner Stevens and Allison in
attendance with the Clerk of the Board. Commissioner Moore was out of the office and was
excused
The Chair of the Board was authorized to sign the Inez Fruh (Fruh Short Plat) Final Plat
Submission and Review, File # 05-4064-01.
The Commissioners signed the Public Works Claims Fund Voucher Approval No. 10-1
through No 10-133 in the total amount of $300,067 13, as recorded on a listing and made
available to the Board.
