COUNTY AND, OTHER MATTERS PROPERLY
RELATED THERETO
Recitals:
WHEREAS in 2001, State legislation was passed which allows counties to impose a
1/10th of one percent (0.10%) sales and use tax for emergency communications systems and
facilities. Although a Grant County Enhanced 911 tax is collected, that revenue only funds the
operation of the Enhanced 911 emergency communication systems and facilities. User fees
supplied from the general funds of the user public agencies fund the delivery of information to
emergency responders As general funds decrease, there is less ability to pay for the operation of
communications centers and crucial radio infrastructure; and
WHEREAS, Grant County utilized an interlocal cooperation agreement to create the
Multi -Agency Communications Center (MACC), which includes representatives from law
enforcement, fire and, EMS first responder agencies, to operate a 911 communications center;
and
WHEREAS the MACC Board requested that the Enhanced 911 sales tax option be
placed on the November 4, 2005, general election ballot; and
WHEREAS, the Board of County Commissioners found and determined, after meeting
with the MACC Board and, representatives from Grant County cities and towns, that a crucial
need exists to fund the critical infrastructure and operations of the emergency communications
systems in Grant County, in order to continue to provide vital public safety services to the public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners, as
follows:
1. The Grant County Auditor is hereby directed to place a question on the November 4,
2005, general election ballot for voters within Grant County, to determine whether Grant County
shall fix and impose a sales/use tax of one-tenth of one percent (0 10%) upon every taxable event
as defined by RCW 82.14.420, occurring within Grant County, to be used to obtain funds for
costs associated with financing, designing, acquiring, constructing, equipping, operating,
maintaining, remodeling, repairing, re-equipping and/or otherwise improving the Enhanced 911
emergency communication systems and facilities.

2. If approved, revenue generated by the tax shall be distributed according to RCW
82.14.420. Moneys received from any tax imposed under this RCW shall be used solely for the
purpose of providing funds for costs associated with financing, design, acquisition, construction,
equipping, operating, maintaining, remodeling, repairing, re-equipping and/or otherwise
improving the Enhanced 911 emergency communication systems and facilities.
3. A sample ballot title, attached hereto as Exhibit A, is incorporated reference as an
example, as if fully set forth herein

Enhanced 911 Communication Systems and Facilities
Sales and Use Tax
The Board of County Commissioners of Grant County, adopted Resolution No. 05-21fV-CC,
approving the submission of an authorizing proposition to the county voters, regarding a Sales
and Use tax for Grant County emergency service communications systems (E911). This
proposition authorizes Grant County to impose a Sales and Use tax of one-tenth of one percent
(0.10%), to provide ongoing funds for costs associated with financing, design, acquisition,
construction, equipping, operating, maintaining, remodeling, repairing, re-equipping, and/or
otherwise improving Enhanced 911 emergency communication systems and facilities.

RE: Sales Tax On Ballot Resolution — E911 Communication Systems
Dear Commissioners:
We have enclosed the final draft of an ordinance calling for an election on a proposition to
impose a sales/use tax for costs associated with operating and improving emergency
communication systems within Grant County. Pursuant to direction from the Board of County
Commissioners (BOCC) this date, we have made additional changes to same. We are providing
same to Barbara J Vasquez, Administrative Assistant/Clerk of the Board, via e-mail
It is our understanding that a ballot title regarding the above topic will need to be transmitted to
the Auditor's Office next week, in order to make the printing deadline.
Feel free to contact this office if the BOCC requires our further involvement in this process.
